Poverty is conditions of deprivation to fulfillment basic human needs i.e. needs of clothing, foo... more Poverty is conditions of deprivation to fulfillment basic human needs i.e. needs of clothing, foods, and shelter, needs of healthy life and needs of education for children. To fulfill their needs, poor people is helpless not just because they didn’t have an asset as a source of income, but also situation of socio-economics, cultural, and politics that can’t give them a chance to escape from an endless poverty condition. As an effort to save and recover the condition of the poor, Provincial Government of Bali has formulated a strategy to countermeasures the poverty and that strategy called Gerbang Sadu Mandara (GSM) Program. The aim of this research is to know the impact of this Gerbang Sadu Mandara program to poverty with qualitative methods. The development of the village is an ongoing effort to oversee the change of relations of the vil... more The development of the village is an ongoing effort to oversee the change of relations of the village's political economy internally and externally, towards a new village life arrangement that is more democratic, independent and fair in line with the principles of good governance. This activity aims to provide knowledge and understanding to the village apparatus especially at Sumerta Kelod’s community village, East Denpasar District, Denpasar City regarding the implementation of village governance in line with the principles of Good Governance. The method of implementing Community Service Activities (PKM) uses the saturated sample method for village government officials and purposive sampling for village communities. The results of PKM activities from the target side are reached. This can be proven from the number of participants who participated in the activity can be said to be successful. Hal ini sejalan dengan pusat perhatian ilmu politik pada pokoknya secara tegas memusatkan perhatian kepada sekelompok masalah yang menyangkut "perjuangan kekuasaan" dalam kehidupan masyarakat. Perjuangan ini berwujud usaha-usaha manusia untuk memperoleh kekuasaan atau mempertahankan kekuasaan (Gie, 1982: 30).
