In our country, the approved budgets and credits allocated to the electricity industry are decreasing every year, while the capital equipment needed for it has high global inflation. If we accept that value engineering is a proven cost control tool for project managers, any effort to improve value engineering performance will serve to improve control of our projects. Geographical information systems are a powerful tool for collecting and analyzing various location data, which ultimately solve the complexities of problems related to the scarcity of resources and provide the possibility of optimizing their use. The purpose of this article is to use the spatial information system for value engineering in providing optimal designs. Based on this, first, using the GIS database, the information of the feeders is transferred to the CYMDIST software. In the next step, while analyzing the existing network in CYMDIST software, the critical points of the network are identified. Then, with the value engineering approach, project implementation ideas, value criteria and network improvement scenarios are determined at critical points. In the last step, improvement scenarios are compared using value criteria and the best scenario is selected. The optimal design of the network according to the proposed method was introduced through a real example and the technical, economic justification and return on investment in distribution networks were presented.

To present the mathematical models led to improvement of performance and productivity assessment techniques. Data envelopment analysis (DEA) is one of those. In this paper, an introduction about performance and productivity assessment of decision making units (DMUs) and their role in managerial decision making is stated, firstly. Next, DEA model is explained, as well as the engineering designing and supervision units in townships branches of the Esfahan Province Electricity Distribution Co. (EPEDC). On the next stage, Customized DEA model for EPEDC is suggested, considering effective inputs and outputs of the engineering designing and supervision process. Finally, the results of the model are discussed and some improvement suggestions are provided.

Moreover, the model has revolutionised some essential functions of electric utilities–billing, after-sale services, synchronising–and has led to decreased expenses of the functions dramatically. In return, utilities have offered rewards and discounts to high-score consumers, and have performed their social responsibilities more targeted. The methodology that is powerful enough to achieve the above is gamification which is supported by big data analysis. Accordingly, a mobile application/game titled by EPEDC ELEGAME has been designed based on the gamification mechanics and other features. After a year the following results are attained: cost of the billing process decreased> 48%, energy consumption decreased by 14%, not in-person service registration by consumers increased by 62%, along with 23% fewer calls to the contact centre about the billing.

reduce the costs, improve the productivity and enhance concerned individuals’ satisfaction, especially
customers’ satisfaction. Annually, these organizations define and execute thousands of Six Sigma
projects which involve a great deal of investments. But are all of these projects successful and do the
organizations benefit from the above advantages? How can we reduce the risk of failure in Six Sigma
projects? The first step to reduce the risk of failure in Six Sigma projects is selecting optimal ones which
have the most profits and the least expected risks.
Design/methodology/approach – In this paper, the effective criteria are recognized and defined in
selecting Six Sigma projects. Then, the analytic hierarchy process (AHP) is used to rank the results.
Then, a real example is resolved by two important techniques in decision-making process, that is the
AHPand the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), as well as data
envelopment analysis (DEA). The results from the above three methods are compared.
Findings – The results of this paper show that by using fewer criteria, the results from AHP and
TOPSIS are very similar. Also, the results from these techniques vary from DEA’s ones in many
aspects. So regarding the different results and the importance of criteria in selecting the Six Sigma
projects, multi-criteria decision-making (MCDM) techniques are more reliable in comparison with DEA,
because decision-maker’s point of view is more effective in MCDM techniques.
Originality/value – The paper, using a real case study, provides important new tools to enhance
decision quality in Six Sigma project selection.
