This paper aims at evaluating the efficiency of public healthcare systems in Europe by applying a... more This paper aims at evaluating the efficiency of public healthcare systems in Europe by applying a nonparametric method such is Data Envelopment Analysis. For this purpose, statistical data for 30 European states for 2010 have been used. We have selected three output variables: life expectancy at birth, health adjusted life expectancy and infant mortality rate and three input variables: number of doctors, number of hospital beds and public health expenditures as percentage of GDP. Findings reveal that there are a number of both developed and developing countries on the efficiency frontier, while the great majority of the countries in the sample are inefficient.

The accelerated development of the information and communication technologies determined universi... more The accelerated development of the information and communication technologies determined universities, companies and educational institutions to implement alternatives to the traditional teaching methods, thereby leading to the development of e-courses. New Information and Communication Technologies mediating learning represent an important component of education and training systems. In Romania, issues connected to eLearning are comparatively little known, as there are no relevant studies regarding the present situation of eLearning use or of the ways of increasing the level of use of Information and Communication Technologies along with an increase in the efficiency of higher education. The purpose of the study is to explore the level of dissemination of eLearning in the Romanian higher education, regarding both awareness about eLearning as a model and actual participation in such courses, to assess the respondents' opinion on eLearning, to analyze the perspectives of using elearning, and the students' opinions concerning e-learning in comparison with traditional educational model. The paper reports the results of a research that was conducted in Iasi, at the "Alexandru Ioan Cuza" University. Through the application of appropriate statistical methods, the research' aim was to describe and assess to what extent computers are used for learning of the students in order to highlight any important differences in terms of gender, specialty, and the preferred form of learning for postgraduate courses.

High-technology and information-based goods and services are dominating today's economy. New business models are applied, and international business is changing profoundly. The New Service Economy poses opportunities as well as threats to data collection. In some instances, the existing data systems must be improved. The greatest challenge will be to devise new data systems designed to go beyond monitoring and with an explicit orientation to shed light on the underlying dynamics of the economy.
The aim of this paper is to provide a view of the emigration from Romania by country of destinati... more The aim of this paper is to provide a view of the emigration from Romania by country of destination, in the period 1991-2003, using statistical methods. The paper is focusing on the migration from the perspective of the accession of Romania to the EU. The influence of the European integration on the migration inflows is very important. Emigration has undoubtedly become a key phenomenon in the world, leading to major social and economic changes in most countries. Immigration flows continue to increase in many OECD countries, notably European countries. Beginning with 1990, a large number of Romanian people left Romania, especially for countries from Europe, Canada and USA. In 1990, almost 97,000 persons left Romania, of which over 23,000 Romanians, and over 60,000 Germans. The main causes of emigration are poverty. But in other cases, leaving country could also be a way of getting emancipation, freedom and of finding a better position.

Consequently, the European Council recommended more investment in research and development, setting the collective EU target of raising research investment to 3% of the GDP, namely 1% from public funds and 2% from private sector.
