Planning permission is prerequisite in development control process as it acts as one of the most ... more Planning permission is prerequisite in development control process as it acts as one of the most significant and effective factors that determine the quality built environment and physical planning. This paper focuses on the temporary planning permission, which is a short-term approval and is only permissible for temporary use of land and buildings. The potential advantages of temporary planning permission have yet to be explored by the planning authorities in Malaysia. This study is aimed at exploring the implementation of the planning permission delivery process in controlling the development of land and building on a temporary basis. Thus, the objectives are intended to examine the process and procedure of temporary planning permission for urban development in relation to Act 172, to ascertain the role and function of the local planning authority, and reviewing the provision of law related to the temporary planning permission as in the Act 172. Comparative analysis between Act 172 (West Malaysia), Planning Act (Cap. 232) (Singapore) and Town and Country Planning Act 1990 (UK) in terms of decision making process has been made to explore the best practices in temporary planning permission. This study is anticipated to enhance the temporary planning permission delivery process and the development control system in Peninsular Malaysia.

Essential elements of form and function of the urban environment are streets. Streets showcase the community and connect people. It's one of the most comfortable social environment that provides aesthetical and interaction pleasure for everyone. Classified as main shopping streets in the local Kuala Lumpur urban design guidelines, Jalan Masjid India (JMI) has its uniqueness of shopping experience and social interaction. This conceptual paper will study the physical and cultural characteristics of the street that will generate the street character by mapping its original characters. The findings will focus on strengthening the methodology applied to promote improvements in evaluating it as a great public space. Results will also contribute to understanding the overall site context, the street connectivity, and urban dynamics. This paper is part of a larger study that addresses on transforming the sociability of public space.

This paper examines the influences of the built environment (distance between home and school) on... more This paper examines the influences of the built environment (distance between home and school) on the journey to school as a measure to promote active transportation to school. Data collected through a survey of 150 parents to represent Section 7 residents of Shah Alam, Selangor. This study shows that there is an insignificant relationship between school location and parents' transportation mode choice. The most popular mode of transport chosen by parents was their private car compared to walking and cycling even though the distance from home to school was less than 800 meters because of a safety factor.

This study examines the social impact of foreign immigrants on urban communities in Taman Taming ... more This study examines the social impact of foreign immigrants on urban communities in Taman Taming Jaya, Selangor.The scope covers the overall social impact on the presence of foreign immigrants on urban communities,family relationship,the relationship among the local community, the relationship between locals and foreigners,the acceptance of foreigners by local residents,sense of belonging and the safety aspect.A total of 95 questionnaires survey were carried out among local respondents.Besides,direct observation was conducted to investigate the condition of the study area.The findings revealed that most of the respondents felt that the presence of foreign immigrants has negatively impacted their life.

A questionnaire distributed to 663 Shah Alam pedestrians. Respondents were asked to fill out a questionnaire on their perceptions of risks and attitudes concerning walking and road crossings. The modelling analysis showed that there is a significant relationship between the Human Factor and the Crossing Behavior, this study identified two components of the Human Factor that influenced the behaviour of the pedestrian crossing, namely the "risk-taker" and the "rule-follower." Analysis of pedestrian crossings behaviour useful to evaluate the implementation of new pedestrian crossing environments.

The year 2014 had witnessed the scenario where most of the states in Malaysia pledged to declare ... more The year 2014 had witnessed the scenario where most of the states in Malaysia pledged to declare themselves as Zero Squatter state. Thus far, most of the states in Malaysia are still striving to achieve the goal. The government has therefore aspires to reach the target by the year 2020. The Malaysian government under its 5-years National Plan has since introduced the low, medium and high cost housing categories. The housing policy was therefore designed to provide the public of all income levels, particularly the low-income groups, with affordable housing as part of an effort to eradicate squatters. However, despite the various policies, the number of squatter families remains large, especially in the urban areas. This paper therefore, intends to examine the instruments put forward by the government to eliminate squatters and assess the roles of related parties assigned to achieve the government's mission. Through a qualitative approach, results demonstrated that Malaysia has various types of polices and guidance at both the federal and state levels in relation to low-cost housing provision. These would have supposed to help reduce the number of squatters in the country. However, to date, Malaysia is still experiencing problems with squatters. This calls for further investigation.

This paper focuses on the power of planning authorities, related laws, as well as the development control instruments in relation with development within reclamation area. This study will directly contribute to the effectiveness of administration and development control system to assist Malacca towards a systematic and efficient way of planning and development for coastal reclamation.

Risks have been defined as the combination of vulnerability, exposure, and natural hazards. Pover... more Risks have been defined as the combination of vulnerability, exposure, and natural hazards. Poverty, illiteracy, socioeconomic challenges, and disease are the primary factors that contribute to the vulnerability of communities. The community in Alexandria, Egypt is one such vulnerable community. Alexandria, Egypt has faced numerous natural disasters and is one of the coastal cities which are among the most exposed to natural weather-related disasters. This study applied the case study and qualitative approach methods to examine a Non-Government Organisation's role in disaster risk management (DRM). The objective of the research was to evaluate the effectiveness of the NGOs' initiatives in carrying out DRM efforts for vulnerable communities in Alexandria City, Egypt. This research paper used three approaches, Firstly, the researchers investigated the role of different NGOs in the implementation of DRM initiatives and community development programmes in one of the vulnerable towns in Alexandria. Secondly, this paper conducted a few structured and semi-structured online and one-to-one interviews with the NGOs' personnel and the vulnerable families under review. Finally, this research paper carried out an on-site observational study at Al-Amiriyah village, in Alexandria. The findings proved that the disasters 'risk drivers', which threatened the city's resilience, were inadequate living conditions, poverty, socioeconomic challenges, illiteracy, and disease that were most often seen in the poorest sectors of the city. On the other hand, Disaster-focused NGO programmes have positively impacted and transformed, the living conditions of vulnerable villages gradually. Their approaches have been designed to build community-based disaster risk reduction (CBDRR), using effective DRM programmes and community development activities. The results demonstrated that the NGOs understood the impact of bottom-up resilience capacity building approaches on the effectiveness and success of their DRM initiatives. The NGOs even aimed to integrate their mitigation measures into the development framework to build a sustainable DRM aware community. The researchers believe that this study will be a good starting point for further studies aimed at identifying successful approaches of building resilient communities and adaptive capacities. The main conclusion of the study that NGOs play a crucial role in disaster management, community development, and humanitarian assistance.

People living in urban area are always linked to stressful life and less happiness. One of the sy... more People living in urban area are always linked to stressful life and less happiness. One of the symptoms is the increasing number of people experiencing depression. Besides, there is also the feeling of fear (unsafe) within the community. To overcome the problems, neighbourhood planning should take into consideration the elements of happiness. A study was carried out at Puchong Indah Housing Estate, with the objectives to examine the level of happiness of residents and to analyse the relationship between happiness and neighbourhood planning aspects. Questionnaire survey was conducted to identify the level of happiness and satisfaction among the residents. The Spearman correlation was applied for the relationship analysis. The main findings demonstrate that the people in Puchong Indah are happy. The residential area planning aspects, i.e. community relationship, accessibility to public areas, transportation and safety aspects were significantly related to happiness of respondents. Recommendations were constructed based on the findings.

Recycling behaviour among households in urban areas and Malaysia has, however, received less attention. Therefore, the purpose of this preliminary study is to outline the influence that household behaviour is motivated through waste recycling. The survey carried out in six (6) suburbs of Shah Alam using a convenient sampling method to perform a site inventory and questionnaire survey. The findings are affected by the influences of recycling and individual activities representing their contribution to recycling domestic waste.

This study has a special interest in urban public transportation institutional framework in the K... more This study has a special interest in urban public transportation institutional framework in the Klang Valley, Malaysia. The notions for the topic were developed from issues regarding institutional framework in delivering urban public transportation. Although the current urban public transport in Klang Valley has improved, there are still issues concerning the institutional framework. To date, there is no single regulator or agency with the express and overriding responsibilities for strategic management of the public transport system in Klang Valley. The purpose of this study is therefore to assess the current urban public transportation institutional and governance framework especially towards urban mobility. To achieve this, the study employs the content analysis and case study method, using the purposive sampling approach for expert interviews in gaining the data from participants of related agencies. It examines the importance of public transportation frameworks and present status of current transport development, as well as the roles of urban transportation agencies involved in delivering urban public transport. Results demonstrated that urban public transportation is delivered through multiple agencies with separate roles, not counting the inconsistency of various policies. Hence, the expectation of this study is to suggest practical approaches to improve the current institutional framework of urban public transportation.

Public space takes many spatial forms, including parks, the streets, sidewalks and footpaths that... more Public space takes many spatial forms, including parks, the streets, sidewalks and footpaths that connect an edge of a space between buildings or roadsides, hence are important spaces in an urban setting. In a city context, the public space frames the city image. Kuala Lumpur's public spaces are typically made up of shopping streets. It allows an ambivalent space that encourages more activities and interactions through the continuity of the street. For that reason, street that brings out life and movement in an urban space is an ideal type of street. In maintaining public spaces and reinventing it, placemaking is a quest for engagement tool to help strengthening legal frameworks in order to protect the public space which is seen viable at a city level. This paper therefore, explores the potentials of public spaces and its management. It applies the case study method by means of investigating two areas in the city encompassing similar characteristics. Generally, the research is designed to test the theoretical framework in managing the public space and its key dimensions in shaping the quality of public space. The researcher then synthesizes the broad range of development of placemaking and the changing uses of public space. The findings will advance further understanding of a suitable application thus intensify the legal framework that shapes the quality of space and its management.

The theory and concept of happiness are variously defined and interpreted by separate groups. It relates greatly to human's emotions thus influential in affecting the people's well-being. Most scholars often felt that happiness relates to wealth and health. Inevitably, the sentiment of happiness can be inspired by the surrounding environment and neighbourhood, facilities, family relationship, community and friends, and so forth. For this reason, it is important to uncover the perennial question of what constitute happiness within an urban neighbourhood.

A Development Plan acts as a planning and controlling instrument that helps to guide in decision ... more A Development Plan acts as a planning and controlling instrument that helps to guide in decision making of current and future development. Therefore, in the Malaysian Town and Country Planning Act 1976 (Act 172), the provision of development plan from each level of the planning administration is stated in the Act under Section 6B till Section 16B. In examining the significance of one of the many development plans in Malaysia, i.e. the local plan, this paper therefore, focuses on the provision of a local plan by the Local Planning Authority (LPA) of the said area. This paper, thus, aims to evaluate the Central Malacca Local Plan since Malacca is currently experiencing rapid growth in development along the coastal area. The primary data was obtained from interviews with the related planning authorities via face-to-face method. While, secondary data was gathered from related legal documents, policies and guidelines, as well as the existing development plan for the purpose of an in-depth data. Findings revealed incapability of the existing local plan to assist the development control in deciding the planning permission for reclaimed area. The existing local plan shows no zoning for coastal reclamation area because of the rapid growing development and time consuming procedure to amend the local plan according to the Act 172. In addition, the Act 172 and the process in amending the local plan should be more flexible and able to address the current issue efficiently. Finally, the paper concludes with a suggestion for further exploration in order to achieve an operative development process and functioning practice of the local plan.

The trends in transportation have been changing and will continue to change over the years. Urban... more The trends in transportation have been changing and will continue to change over the years. Urban dwellers in developing countries require and demand for mobility and accessibility at the same growth rate of these urban areas. Often, this demand is accommodated by the increased number of private vehicles. Development of a country is closely linked with the transportation system facilities thus will have a positive impact on the economic growth and social fabric of a country. The traffic issues are always associated with private vehicles especially in any developing cities such as the Federal Territory of Kuala Lumpur. A practical, efficient and effective transport system includes traffic management, public transport, road network and infrastructure. However, sadly, at present, the traffic problems in Malaysia are resulted from ineffective public transport system which is not methodically integrated from one place to another, therefore, forcing the people to use private vehicles for daily exercise. An integrated and comprehensive approach is required as it enhances the regulatory framework, planning structure and level of services delivered. For that reason, this paper reviews the magnitude of urban public transportation institutional framework in order to improve the people's mobility, also to respond to the major problem of urban public transportation in the major city of Malaysia. This study therefore applies a case study design and relies very much on qualitative data encompassing policies and guidelines. The findings were drawn from an early investigation of the Malaysian institutional public transport framework through literature review which looks closely into the management structure, as well as the implementation of public transportation system and its enforcement.

Data were collected through a survey to 384 vehicle users representing the 36 sections of Shah Alam, Selangor. Results suggested that the majority were not ready to consider cycling and walking as alternatives. In relation to environmental awareness, the majority showed their awareness of the dangers of motor vehicles towards the environment. However, they refused to use more sustainable mode of travelling. Among other reasons provided of sustainable vehicles application were hot weather, surrounding safety factor, inefficient public transport services, and unsatisfactory pedestrian condition.

The findings are affected by the influences of recycling and individual activities representing their contribution to recycling domestic waste.

This study has a special interest in urban public transportation institutional framework in the K... more This study has a special interest in urban public transportation institutional framework in the Klang Valley, Malaysia. The notions for the topic were developed from issues regarding institutional framework in delivering urban public transportation. Although the current urban public transport in Klang Valley has improved, there are still issues concerning the institutional framework. To date, there is no single regulator or agency with the express and overriding responsibilities for strategic management of the public transport system in Klang Valley. The purpose of this study is therefore to assess the current urban public transportation institutional and governance framework especially towards urban mobility. To achieve this, the study employs the content analysis and case study method, using the purposive sampling approach for expert interviews in gaining the data from participants of related agencies. It examines the importance of public transportation frameworks and present status of current transport development, as well as the roles of urban transportation agencies involved in delivering urban public transport. Results demonstrated that urban public transportation is delivered through multiple agencies with separate roles, not counting the inconsistency of various policies. Hence, the expectation of this study is to suggest practical approaches to improve the current institutional framework of urban public transportation.

Public space takes many spatial forms, including parks, the streets, sidewalks and footpaths that... more Public space takes many spatial forms, including parks, the streets, sidewalks and footpaths that connect an edge of a space between buildings or roadsides, hence are important spaces in an urban setting. In a city context, the public space frames the city image. Kuala Lumpur's public spaces are typically made up of shopping streets. It allows an ambivalent space that encourages more activities and interactions through the continuity of the street. For that reason, street that brings out life and movement in an urban space is an ideal type of street. In maintaining public spaces and reinventing it, placemaking is a quest for engagement tool to help strengthening legal frameworks in order to protect the public space which is seen viable at a city level. This paper therefore, explores the potentials of public spaces and its management. It applies the case study method by means of investigating two areas in the city encompassing similar characteristics. Generally, the research is designed to test the theoretical framework in managing the public space and its key dimensions in shaping the quality of public space. The researcher then synthesizes the broad range of development of placemaking and the changing uses of public space. The findings will advance further understanding of a suitable application thus intensify the legal framework that shapes the quality of space and its management.

The theory and concept of happiness are variously defined and interpreted by separate groups. It relates greatly to human's emotions thus influential in affecting the people's well-being. Most scholars often felt that happiness relates to wealth and health. Inevitably, the sentiment of happiness can be inspired by the surrounding environment and neighbourhood, facilities, family relationship, community and friends, and so forth. For this reason, it is important to uncover the perennial question of what constitute happiness within an urban neighbourhood.

Therefore, in the Malaysian Town and Country Planning Act 1976 (Act 172), the provision of development plan from each level of the planning administration is stated in the Act under Section 6B till Section 16B. In examining the significance of one of the many development plans in Malaysia, i.e. the local plan, this paper therefore, focuses on the provision of a local plan by the Local Planning Authority (LPA) of the said area. This paper, thus, aims to evaluate the Central Malacca Local Plan since Malacca is currently experiencing rapid growth in development along the coastal area. The primary data was obtained from interviews with the related planning authorities via face-to-face method. While, secondary data was gathered from related legal documents, policies and guidelines, as well as the existing development plan for the purpose of an in-depth data. Findings revealed incapability of the existing local plan to assist the development control in deciding the planning permission for reclaimed area. The existing local plan shows no zoning for coastal reclamation area because of the rapid growing development and time consuming procedure to amend the local plan according to the Act 172. In addition, the Act 172 and the process in amending the local plan should be more flexible and able to address the current issue efficiently. Finally, the paper concludes with a suggestion for further exploration in order to achieve an operative development process and functioning practice of the local plan.

Urban dwellers in developing countries require and demand for mobility and accessibility at the same growth rate of these urban areas. Often, this demand is accommodated by the increased number of private vehicles. Development of a country is closely linked with the transportation system facilities thus will have a positive impact on the economic growth and social fabric of a country. The traffic issues are always associated with private vehicles especially in any developing cities such as the Federal Territory of Kuala Lumpur. A practical, efficient and effective transport system includes traffic management, public transport, road network and infrastructure. However, sadly, at present, the traffic problems in Malaysia are resulted from ineffective public transport system which is not methodically integrated from one place to another, therefore, forcing the people to use private vehicles for daily exercise. An integrated and comprehensive approach is required as it enhances the regulatory framework, planning structure and level of services delivered. For that reason, this paper reviews the magnitude of urban public transportation institutional framework in order to improve the people's mobility, also to respond to the major problem of urban public transportation in the major city of Malaysia. This study therefore applies a case study design and relies very much on qualitative data encompassing policies and guidelines. The findings were drawn from an early investigation of the Malaysian institutional public transport framework through literature review which looks closely into the management structure, as well as the implementation of public transportation system and its enforcement.

This paper studied the willingness of an urban population to use sustainable vehicles and their r... more This paper studied the willingness of an urban population to use sustainable vehicles and their readiness to reduce car usage. Data were collected through a survey to 384 vehicle users representing the 36 sections of Shah Alam, Selangor. Results suggested that the majority were not ready to consider cycling and walking as alternatives. In relation to environmental awareness, the majority showed their awareness of the dangers of motor vehicles towards the environment. However, they refused to use more sustainable mode of travelling. Among other reasons provided of sustainable vehicles application were hot weather, surrounding safety factor, inefficient public transport services, and unsatisfactory pedestrian condition.

Additionally, the lack of comprehensiveness of the present development plan causes the inefficiency of the planning procedures for development. The paper focuses on the power of planning authorities, related laws, as well as the development control instruments in relation with development within a reclamation area. This study will directly contribute to the efficiency administration and development control system to assist the State Government of Malacca towards systematic and efficient land reclamation developments.
