There was not much in today's budget that had not been pre-announced. There were more leaks than a typical Manchester United defence might display during 90 mins. Today, Rachel Reeves took about the same time to deliver the first Labour budget that we’ve seen for 14 years and, as predicted, it was the party’s decisions on taxation that dominated. This is disappointing, as the first female chancellor had a golden opportunity to put low-carbon investment and delivering cleaner, more secure energy for millions of people nationwide front and centre after a decade on the back burner (excuse the metaphor) under the previous Tory government. It was not all bad. There were a number of announcements that will have a positive impact on the environment, with plans for 11 new green hydrogen projects, the increase on air passenger duty for private jets, extra funding for electric vehicles, confirmation of the Warm Homes Plan and backing the Carbon Capture Storage sector are all to be welcomed, however, there were missed opportunities from the chancellor today when it comes to the provision of energy from localised renewable sources. Labour’s own Clean Energy Mission acknowledged that community and local energy initiatives are ‘essential to delivering clean, cheap energy by 2030…reducing pressures on the transmission grid and strengthening local support – two of the biggest obstacles to the renewables rollout’. Even its own nature minister also recently confirmed that solar developments in particular can deliver biodiversity net gains, but we did not see any new support announced in this budget to help us extend our reach in this area. Community energy delivers a huge and multiplicity of benefits and should have been recognised with additional rate relief. My own organisation, Wiltshire Wildlife Community Energy, is a Community Benefit Society that redistributes profits to local projects that reduce carbon and protect wildlife in our area, as well as providing increasingly vital fuel poverty services to the most vulnerable. This is a section of the community that will only increase in volume off the back of Labour’s decision to withdraw the Winter Fuel Payment for many. Setting up and operating community energy projects is complex, and we had hoped to see greater commitment from government to provide the resources and support required to see such projects thrive – sadly that was not the case today. A missed opportunity from a new government. - A shining example of community energy in action!
