Julija Brsakoska Bazerkoska has obtained her Master’s degree in International law at Ss.Cyril and Methodius University, Law faculty, Skopje and has finished her PhD studies magna cum laude at Cologne University, Law Faculty in Germany. At present she is working as an Assistant Professor at Ss. Cyril and Methodius University, Law Faculty in Skopje, Macedonia, teaching International Relations and EU External Relations Law. She was engaged as a researcher under the Curriculum Research Fellowship program at the Central European University in Budapest, Hungary. Moreover, she was part of the Sienna University Environmental Legal Team and the Skopje’s Joint office of the Italian Ministry for the Environment, Land and Sea. Julija was also engaged on several EU funded projects in the region and within the domestic NGO sector.

The paper analyzes the European Community/ European Union experience in the Western Balkans in th... more The paper analyzes the European Community/ European Union experience in the Western Balkans in the period from 1990 onwards in different context in order to assess different mechanisms which the European Union has gained with building the Common Foreign and Security Policy and within the Enlargement Policy in the process of conflict prevention and conflict resolution. Additionally, the paper makes an assessment of the EU’s involvement in the conflict prevention and conflict resolution in the Balkans after the Stabilization and Association Process was launched in 1999. The authors argue that in the case of the military conflicts in the former Yugoslavia, when the European Community was confronted with serious and hard security issues at the very beginning of creating its Common Foreign and Security Policy and in a period of time when the region was not part of the enlargement process, the Community and the Union afterwards proved to be extremely ineffective. Climate change is a global challenge with direct environmental, political and socioeconomic reper... more Climate change is a global challenge with direct environmental, political and socioeconomic repercussions for countries and peoples around the world. It is a direct threat, for example, to the territories of some states due to rising sea levels or fires and droughts, but is also a "threat" or a "risk" multiplier, undermining food security, energy security, economic security and access to fundamental natural resources, while also impacting the health of individuals and communities. This article deals with the connection between climate change and security and the security risks that climate change poses. It elaborates on the theoretical approaches to treat climate change as a security issue and argues that climate change, which is a multidimensional problem, should be seen, inter alia, as a security issue. In this context, the article also focuses on the risks and perceptions of climate change in the Western Balkan countries.

There had never been a time when the need for a consistent approach, both from the individual Member States and the EU as a whole, was more urgent. The Union’s response during 2015’s refugee crisis was unreliable, fragmented, and it largely affected the Western Balkan countries that are now aspiring to become EU Member States. This paper analyses how the EU’s response to the refugee crisis has affected and still affects the countries in the Western Balkans, which are all in different stages of their European integration. The refugee crisis created many challenges for the Western Balkan countries which are all weak democracies and which have unstable institutions. The chapter examines the case of the Republic of North Macedonia and its use of Article 15 of the... more The chapter examines the case of the Republic of North Macedonia and its use of Article 15 of the ECHR in an attempt to limit some of the rights of its citizens because of the public emergency created by the COVID-19 pandemic.
It elaborates on the manners and procedures used by the Republic of North Macedonia in defining the public emergency, in outlining the extent of derogation and the manner of informing the Secretary General of the Council of Europe.
The analysis provides insight whether the interference in the case of the Republic of North Macedonia in its attempt to limit the human rights in the case
of COVID-19 pandemic could be justified by the state of emergency, and whether the Convention was implemented in a proper manner.
