The need to manage water resources that transverses traditional administrative boundaries and leg... more The need to manage water resources that transverses traditional administrative boundaries and legislative jurisdiction require a rethink in determining mandates, particularly in mega urban region. Malaysia practices a federated system of government, whereby the Federal Constitution of Malaysia 1957 sets out the legislative and executive remit for both Federal and State Government. Water resources in this case falls within the legislative remit of the State Government. The state of Selangor is unique as it is a mega urban region in its own right and plays host to two federated territories, with rivers coursing through them. It is also unique because it forms the bulk of the area identified as the Greater Kuala Lumpur Region earmarked for economic and social development.

The responsibility to ensure a legacy is continued, particularly for cultural and natural heritag... more The responsibility to ensure a legacy is continued, particularly for cultural and natural heritage, often rests with the government agencies, who are armed with the necessary legislative mandates to safeguard and protect them. Heritage in itself has a complex meaning, from the determination of the subject matter itself, the characterisation of its nature and value, to regulating the interactions that may have positive or negative impacts to it. It transcends guarding an object or subject, and involves the complex human-environment relations to the object or subject, encompassing that which is tangible and intangible. In addition, there are times when both cultural and natural heritage become interlinked resulting in it being categorised as mixed heritage, which requires a different set of approaches that complements the need for both cultural and natural heritage conservation. The question to be addressed revolves on what needs to be safeguarded and how can it be properly contextualised, taking into account the complex nature of heritage conservation and the interactions between those who know, those who have "inherited" and have cared for it, with those who are tasked to safeguard it. In addition, there is a need to look at the roles of those who act as custodians, by exploring what entails from the mandate given, towards enabling a collaborative arrangement, in order to ensure that existing mandates become complementary and mutually supportive. Problem statement: Climate change is increasingly one of the most serious national security threa... more Problem statement: Climate change is increasingly one of the most serious national security threats which will have significant impacts on natural and coastal resources, ecosystem, human health and settlements, thereby affecting human wellbeing. At the same time, it is likely to influence of large scale human migration, economic and social depression over scarce natural resources and political systems necessary involve an even higher degree of uncertainty. Crucial for action is addressing climate change threats to small island states and states that are least developed, as environmental destabilization may lead to a major economic, environmental and political crisis that may not just affect these states but the world as a whole. Approach: Literatures were identified for review through a comprehensive search by using electronic and non-electronic databases. Related published literature and documents were searched in a systematic way using a range of key words relating to climate change impacts and national security. Results: The literature review indicates that climate change undermine national security dimensions by increasing environmental degradation, resources scarcity, large scale human migration as well as damage of infrastructure. The review also indicate that climate change undermine environmental dimensions by increasing sea level rise, extreme weather events, freshwater scarcity, land degradation and pollution; undermine economic dimensions by reducing access to and the quality of natural resources and human health, in addition to undermine of political dimensions with the possibility of increased environmental refugees, severe storms and failed economics. Conclusion: Reducing climate-induced threats that contributes to national security, there will need to develop an integrated approach in local and national levels and implement sustainable adaptive strategies as well as climate security.

Starting with such a poignant line of enquiry, which sets the scene for the book on Tun Ahmad Sarji’s collection of Heritage Memoirs, we could say that the book’s title - “ The Remembered, Preserved and Imagined Past. My Heritage Memoirs ” – captures the heart of one man’s passion for heritage recognition and conservation. This book has six chapters, which encompassed Tun Ahmad Sarji’s commitment to heritage identification, recognition, preservation and conservation, through his various capacities and involvement in different organisations.

Thus, it is essential for rural as well as urbanised livelihood to understand the distribution pattern of this infection. The objective of this study is to determine the trend of dengue cases reported from the year 2014 to 2018 and the spatial pattern for this spread. Spatial statistical analyses conducted found that the distribution pattern and spatial mean centre for dengue cases were clustered in the eastern part of the Bangi region. Directional distribution observed that the elongated polygon of dengue cluster stretched from the Northeast to the Southwest of Bangi District. The standard distance observed for dengue cases was smallest in the year 2014 (0.017 m), and largest in 2016 (0.019 m), whereas in the year 2015, 2017 and 2018, it measured 0.018 m. Kehijauan kawasan pertanian yang terdiri daripada tanaman pelbagai jenis menghiasi kebanyakan pemandangan di sini. Terletak di kaki Gunung Kinabalu dengan ketinggian 1200-1800 m d.p.l. memberikan keadaan iklim seakan sederhana telah menarik pelancong luar untuk berkongsi pengalaman ini. Oleh sebab itu, industri pelancongan dilihat mempunyai potensi untuk dibangunkan sebagai salah satu sumber ekonomi utama penduduk tempatan. Walau bagaimanapun, seperti kebanyakan kawasan tanah tinggi yang lain, berhadapan dengan ancaman gelinciran tanah bukanlah perkara baru. Isu ini perlu dihadapi oleh setiap peringkat masyarakat termasuklah Pihak Berkuasa Tempatan, perancang dan pemaju, penduduk tempatan dan juga individu yang terlibat. Kompleks Gelinciran Tanah Kundasang (KGTK) telah dikenalpasti menjadi punca utama kepada kerosakan utama dan fenomena yang berkaitan di kawasan ini. KGTK terdiri daripada enam sistem gelinciran tanah berskala besar yang mendasari hampir keseluruhan Kundasang. Kegagalan-kegagalan cerun yang bersaiz kecil dan bersifat tempatan adalah merupakan sebahagian daripada bencana yang mungkin berlaku sekiranya langkah berjaga-jaga diendahkan. Pelan pembangunan yang terintegrasi seharusnya mempertimbangkan geobencana ini sebagai elemen perhatian sebelum sebarang pembangunan dilakukan. Ini adalah untuk memastikan kesan daripada pergerakan gelinciran tanah dapat diminimumkan. Peta guna tanah untuk kawasan tanah tinggi yang biasa dan konvensional perlu ditambah dengan maklumat yang berkaitan dengan gelinciran tanah. Fitur-fitur gelinciran tanah dan petanda-petanda geodinamik yang lain yang boleh dicerap di lapangan seharusnya menjadi sebahagian daripada cirian bagi setiap kategori guna tanah. Maklumat ini akan menjelaskan maklumat sebenar keadaan di lapangan dan membantu dalam penilaian awal kesesuaian untuk tujuan pembangunan. Peta guna tanah mewakili aktiviti sebenar di lapangan dan digunakan sebagai asas untuk perancangan awal pembangunan. Oleh yang demikian, kepentingan peta guna tanah terintegrasi dengan maklumat tambahan yang berkaitan dengan fitur-fitur gelinciran tanah akan menyediakan status keadaan sebenar di lapangan secara menyeluruh untuk masa depan pembangunan di Kundasang yang lebih baik.

Ini bermakna Langkawi telah diiktiraf mempunyai sumber-sumber warisan geologi, ekologi, kebudayaa... more Ini bermakna Langkawi telah diiktiraf mempunyai sumber-sumber warisan geologi, ekologi, kebudayaan dan arkeologi yang bernilai lagi boleh dipulihara dan seterusnya menyumbang kepada pembangunan ekonomi secara lestari di kepulauan tersebut melalui geo-pelancongan. Sejak 2007, pengurusan Langkawi sebagai sebuah geopark telah memperlihatkan dan melibatkan elemen-elemen seperti hubungan kerja, struktur pengurusan, fungsi, 'aktor' (agensiagensi kerajaan dan bukan kerajaan) dan pelbagai aktiviti tentang pembangunan geopark. Elemen-elemen ini mirip elemen-elemen dalam mana-mana sistem governans sesebuah organisasi, kawasan ataupun projek, termasuk untuk konteks pembangunan lestari dan pemuliharaan warisan. Kumpulan penulis makalah ini mengusulkan pendapat bahawa pengurusan dan pentadbiran Langkawi sebagai geopark lebih sesuai dikonseptualisasikan dan difahami dalam konteks 'governans,' khususnya sistem jaringan governans. Makalah ini membincangkan secara ringkas elemen-elemen jaringan governans, untuk menambahbaik sistem governans sedia ada berlandaskan konsep geopark. Makalah ini juga mengenengahkan satu pemahaman konseptual dan teoritis yang holistik tentang sistem jaringan governans geopark yang sedia ada, dan seterusnya menkonseptualisasikan aspek-aspek keberkesanannya. Pemahaman ini dibentuk dari gabungan beberapa hasil kajian yang masih berlangsung tentang sistem governans Langkawi geopark dengan berpaut kepada beberapa idea asas dan konvensional tentang governans dan idea sosiologikal berkenaan jaringan sosial. Melalui kerangka pemahaman ini, makalah ini mengenalpasti masalah governans yang wujud, dan mencadangkan jalan penyelesaian dan penambahbaikan governans yang sewajarnya agar Langkawi Geopark dapat ditadbirurus dengan lebih baik dan berkesan.

This study identifies campus sustainability assessment (CSA) elements for Universiti Kebangsaan Malaysia (UKM) or National University of Malaysia by examining established CSA frameworks, then adopting, and adapting suitable elements, thus avoiding starting from zero. The study explores CSA approaches and frameworks and then narrowed down to two approaches which are most comprehensive, namely the Campus Sustainability Assessment Framework (CSAF) and the Sustainability Tracking and Assessment Rating System (STARS). The study examines key aspects and elements in these frameworks, and then identifies relevant elements for the UKM CSA framework. This study finds that CSAF and STARS are most comprehensive and suitable. My Heritage Memoirs ” – captures the heart of one man’s passion for heritage recognition and conservation. Thus, it is essential for rural as well as urbanised livelihood to understand the distribution pattern of this infection. The objective of this study is to determine the trend of dengue cases reported from the year 2014 to 2018 and the spatial pattern for this spread. Spatial statistical analyses conducted found that the distribution pattern and spatial mean centre for dengue cases were clustered in the eastern part of the Bangi region. Directional distribution observed that the elongated polygon of dengue cluster stretched from the Northeast to the Southwest of Bangi District. The standard distance observed for dengue cases was smallest in the year 2014 (0.017 m), and largest in 2016 (0.019 m), whereas in the year 2015, 2017 and 2018, it measured 0.018 m. Kehijauan kawasan pertanian yang terdiri daripada tanaman pelbagai jenis menghiasi kebanyakan pemandangan di sini. Terletak di kaki Gunung Kinabalu dengan ketinggian 1200-1800 m d.p.l. memberikan keadaan iklim seakan sederhana telah menarik pelancong luar untuk berkongsi pengalaman ini. Oleh sebab itu, industri pelancongan dilihat mempunyai potensi untuk dibangunkan sebagai salah satu sumber ekonomi utama penduduk tempatan. Walau bagaimanapun, seperti kebanyakan kawasan tanah tinggi yang lain, berhadapan dengan ancaman gelinciran tanah bukanlah perkara baru. Isu ini perlu dihadapi oleh setiap peringkat masyarakat termasuklah Pihak Berkuasa Tempatan, perancang dan pemaju, penduduk tempatan dan juga individu yang terlibat. Kompleks Gelinciran Tanah Kundasang (KGTK) telah dikenalpasti menjadi punca utama kepada kerosakan utama dan fenomena yang berkaitan di kawasan ini. KGTK terdiri daripada enam sistem gelinciran tanah berskala besar yang mendasari hampir keseluruhan Kundasang. Kegagalan-kegagalan cerun yang bersaiz kecil dan bersifat tempatan adalah merupakan sebahagian daripada bencana yang mungkin berlaku sekiranya langkah berjaga-jaga diendahkan. Pelan pembangunan yang terintegrasi seharusnya mempertimbangkan geobencana ini sebagai elemen perhatian sebelum sebarang pembangunan dilakukan. Ini adalah untuk memastikan kesan daripada pergerakan gelinciran tanah dapat diminimumkan. Peta guna tanah untuk kawasan tanah tinggi yang biasa dan konvensional perlu ditambah dengan maklumat yang berkaitan dengan gelinciran tanah. Fitur-fitur gelinciran tanah dan petanda-petanda geodinamik yang lain yang boleh dicerap di lapangan seharusnya menjadi sebahagian daripada cirian bagi setiap kategori guna tanah. Maklumat ini akan menjelaskan maklumat sebenar keadaan di lapangan dan membantu dalam penilaian awal kesesuaian untuk tujuan pembangunan. Peta guna tanah mewakili aktiviti sebenar di lapangan dan digunakan sebagai asas untuk perancangan awal pembangunan. Oleh yang demikian, kepentingan peta guna tanah terintegrasi dengan maklumat tambahan yang berkaitan dengan fitur-fitur gelinciran tanah akan menyediakan status keadaan sebenar di lapangan secara menyeluruh untuk masa depan pembangunan di Kundasang yang lebih baik.

Ini bermakna Langkawi telah diiktiraf mempunyai sumber-sumber warisan geologi, ekologi, kebudayaa... more Ini bermakna Langkawi telah diiktiraf mempunyai sumber-sumber warisan geologi, ekologi, kebudayaan dan arkeologi yang bernilai lagi boleh dipulihara dan seterusnya menyumbang kepada pembangunan ekonomi secara lestari di kepulauan tersebut melalui geo-pelancongan. Sejak 2007, pengurusan Langkawi sebagai sebuah geopark telah memperlihatkan dan melibatkan elemen-elemen seperti hubungan kerja, struktur pengurusan, fungsi, 'aktor' (agensiagensi kerajaan dan bukan kerajaan) dan pelbagai aktiviti tentang pembangunan geopark. Elemen-elemen ini mirip elemen-elemen dalam mana-mana sistem governans sesebuah organisasi, kawasan ataupun projek, termasuk untuk konteks pembangunan lestari dan pemuliharaan warisan. Kumpulan penulis makalah ini mengusulkan pendapat bahawa pengurusan dan pentadbiran Langkawi sebagai geopark lebih sesuai dikonseptualisasikan dan difahami dalam konteks 'governans,' khususnya sistem jaringan governans. Makalah ini membincangkan secara ringkas elemen-elemen jaringan governans, untuk menambahbaik sistem governans sedia ada berlandaskan konsep geopark. Makalah ini juga mengenengahkan satu pemahaman konseptual dan teoritis yang holistik tentang sistem jaringan governans geopark yang sedia ada, dan seterusnya menkonseptualisasikan aspek-aspek keberkesanannya. Pemahaman ini dibentuk dari gabungan beberapa hasil kajian yang masih berlangsung tentang sistem governans Langkawi geopark dengan berpaut kepada beberapa idea asas dan konvensional tentang governans dan idea sosiologikal berkenaan jaringan sosial. Melalui kerangka pemahaman ini, makalah ini mengenalpasti masalah governans yang wujud, dan mencadangkan jalan penyelesaian dan penambahbaikan governans yang sewajarnya agar Langkawi Geopark dapat ditadbirurus dengan lebih baik dan berkesan.

This study identifies campus sustainability assessment (CSA) elements for Universiti Kebangsaan Malaysia (UKM) or National University of Malaysia by examining established CSA frameworks, then adopting, and adapting suitable elements, thus avoiding starting from zero. The study explores CSA approaches and frameworks and then narrowed down to two approaches which are most comprehensive, namely the Campus Sustainability Assessment Framework (CSAF) and the Sustainability Tracking and Assessment Rating System (STARS). The study examines key aspects and elements in these frameworks, and then identifies relevant elements for the UKM CSA framework. This study finds that CSAF and STARS are most comprehensive and suitable. Malaysia practices a federated system of government, whereby the Federal Constitution of Malaysia 1957 sets out the legislative and executive remit for both Federal and State Government. Water resources in this case falls within the legislative remit of the State Government. The state of Selangor is unique as it is a mega urban region in its own right and plays host to two federated territories, with rivers coursing through them. It is also unique because it forms the bulk of the area identified as the Greater Kuala Lumpur Region earmarked for economic and social development.
