This principle, however, has been violated for a long time. There is an increasing tendency to weigh the quality of research higher than the quality of teaching. This is true both in the political science profession and in education policy. Of course, political scientists should be in a position to do cutting edge research. However, they should be equally well equipped to be good teachers. Teaching is not an easy task.

Subsequently, a section develops general remarks about motivating students. Finally, I will conclude by discussing the relevance of teaching experience under the three headings of argumentation, critical thinking, and synergy with the audience.

The article is based on a pan-European survey of think tanks, which was conducted in 2008-2009 in 14 countries and involved 118 interviews with representatives of 56 think tanks across Europe. The survey also included an analysis of experts’ attitudes towards the intervention of the EU in managing diversity and their involvement in trans-European communication and European-level public debates concerning this issue.

- Limites inhérentes à l’interprétation juridique des Traités tels qu’ils se retrouvent dans les règles institutionnalisées du raisonnement de la Cour ;
- L’interaction, au niveau européen, entre la Cour et les autres institutions ;
- Les pressions et les stratégies d’influence des Etats membres vis-à-vis de la Cour comme agent de leurs préférences ;
- La dépendance structurelle de la Cour supranationale vis-à-vis ses interlocuteurs judiciaires au niveau national ;

One of the most important challenges to this system currently lies in finding ways to maintain its capacity to operate and, at the same time, adapt its problem-solving instruments to changing conditions of the regulatory politics. The current pragmatic mix of regulative strategies employed in the European Union allows for different possible scenarios concerning future development of the regulatory system within the EU. The article analyses the emergence and proliferation of new forms of decision-making and related legal techniques in the European Union. The origins and possible trajectory of a whole spectrum of contemporary legal techniques and governance methods, ranging from 'hard' to 'soft', are being contextualized. Special attention is given to the Open Method of Coordination and examples of its application in the social policy field.
