Transport Policy, 2014

We derive values of travel time savings (VOT) for the Madrid-Barcelona corridor, linking the two ... more We derive values of travel time savings (VOT) for the Madrid-Barcelona corridor, linking the two largest cities in Spain, based on the estimation of discrete choice models among the main public transport services in the corridor: air transport, high speed rail (HSR) and bus. The new HSR alternative (which started to operate in February 2008) competes directly with one of the densest airline domestic markets in the world, and its introduction produced substantial improvements in level of service, achieving reductions in travel time of more than 50% over the conventional train. A specifically designed revealed preference (RP) survey coupled with highly precise measurements of the level-of-service variables for all alternatives allowed us to estimate progressively more flexible models, the specification of which also considered different interactions of socioeconomic variables (and other important factors affecting mode choice) with the typical level-of-service attributes. We also examined income effect through the introduction of the expenditure rate multiplying all time components. This specification allowed us to analyse the income elasticity of the willingness to pay (WTP) in order to provide useful information to quantify users' benefits during the lifespan of a given project. We found, as expected, that HSR and air transport users exhibit substantially higher values for saving travel time than bus travellers. Also as expected, savings of waiting time are more valued than savings of access time, and the latter more valued than savings of in-vehicle travel time. We were also able to demonstrate the relevance of considering a differentiated analysis for travellers that did not pay for their travel expenses, providing a theoretically sound explanation for the large differences encountered in WTP with respect to other travellers. Finally, the obtaining of the elasticity values for the choice probabilities provided us valuable information to understand competition in this market.

We examined different model specifications to detect the presence of preference heterogeneity in ... more We examined different model specifications to detect the presence of preference heterogeneity in a mode choice context. The specification that worked best allows for both systematic and random variations in tastes, with parameters obtained at the individual level using Bayesian methods. Subjective values of travel time (SVT) and expected individual compensated variation were derived and aggregated to obtain measures of social welfare. Results suggest that the benefit measures, both at the individual and at the social level, are sensitive to preference heterogeneity assumptions. SVT and welfare changes derived from travel time reductions could be underestimated if the traditional assumption of taste homogeneity is made (we detected differences up to 30% in both types of measures). We also obtained an empirical value for the error made when evaluating changes in social welfare using an approximation of the expected individual compensated variation (expressed as a function of individual SVT) rather than its exact expression.

In contrast, only a few studies have been interested in the presence of income effect, and it is much rarer still to come across models trying to account for both effects simultaneously. In this paper we use a specification that accounts for income effect and preference heterogeneity, both of a systematic and of a random nature. Our results point out that care should be taken with conclusions drawn from studies that only consider these effects separately, since they can be confounding from an empirical point of view. In fact, we provide empirical evidence that a random cost parameter can account for the existence of income effect. Keywords Discrete choice models. Systematic and random preference heterogeneity. Income effect 1 Introduction Discrete choice models used to estimate the demand for transport are normally specified considering that individual preferences are homogenous and that income

Therefore, a generic discrete choice experiments study can determine how Flemish consumers value solar-cell characteristics for solar-powered consumer electronics. Such characteristics include efficiency, lifetime, aesthetics, integratability, and price. We contribute to the literature by investigating preference heterogeneity in a solar-power niche market with an experimental design with a fixed reference alternative. The error components random parameter logit (ECRPL) with interactions provides a better fit than the latent class (LC) model for our choice data. The main effects had the expected signs. Consequently, aesthetics and integratability are OPV's assets. Nevertheless, heterogeneity puts the results that are valid for the average consumer into perspective. Based on our findings, OPV commercialization efforts should target the experienced, impatient user who highly values design and functionality.

The first two waves were conducted in 2007, just before the tram implementation. They collect information about Revealed Preferences (RP) of actual transport mode choices (car, bus and walk) and about Stated Preferences (SP) in a simulated scenario considering a hypothetical binary choice between the tram and the transport mode currently chosen by the students. The third wave gathers information about RP in 2009, two years after the tram started operating. With this information, we estimate several multinomial logit models and panel mixed logit models with error components. Using a revealed preference survey conducted on visitors of Teide National Park (Tenerife, Spain), we present a hybrid model specification—with random parameters—in which we assume that some attributes are evaluated by the individuals under conventional random utility maximization (RUM) rules, whereas others are evaluated under random regret minimization (RRM) rules. We then compare the results obtained using exclusively a conventional RUM approach to those obtained using both RUM and RRM approaches, derive monetary valuations of the different components of travel time and calculate direct elasticity measures. Our results provide useful instruments to evaluate policies that promote the use of more sustainable modes of transport in natural sites. Such policies should be considered as priorit...

Two issues helps explain this process. Firstly, fuel efficiency (liters/km) of diesel cars is about 20% higher than that of gasoline cars on average; secondly European governments have implemented tax policies lenient with diesel fuel, thus generating an extra stimulus to use diesel motor cars. We build on an dynamic general equilibrium model that makes distinction of diesel motor and gasoline motor vehicles, and calibrate it for main European countries. The model reproduces the vehicle fleet dieselization, the rebound effects in kilometers driven, the demand for fuel, and CO2 emissions dynamics. From a normative view, the model recommends a tax discrimination according to the carbon content of each fuel, and not according to the fuel efficiency of the engine. Given that such a content is 15% higher for diesel relative to gasoline, tax rates sho...

The contributions of the article are the following. First, we specify a dynamic panel data (DPD) model for gasoline and diesel consumption. Second, we properly apply estimation techniques based on the system Generalized Methods of Moments (GMM) procedure of Arellano and Bover (1995). We find that more traditional estimation procedures (pooling-OLS, the Within-Group or the first difference GMM), which might generate bias estimate in a DPD framework, produce important differences that may even change policy recommendations. Finally, we find important differences between the results for the gasoline and the diesel model. While the estimated equation correctly fits the gasoline consumption behavior, results emphasizes the need to specify a different model for aggregate diesel consumption, which must include aditional...
