We also looked at the implementation of the promises in the development documents with respect to the new programming period of 2014-2020. The survey was performed by the students of the Faculty of Economics in Banska Bystrica in February - April 2015 within their elective course Public Administration and regional development. Their task was to write a paper on the topic “Basic characteristics of the municipality in which I live” without annexes and in the prescribed structure. We have summarised the papers and made the graphical visualization of the results.

The unique feature of the research is that Slovakian municipal taxation is characterised by a burden on the population, especially the property taxes, while Hungary's is characterised by a local business tax on companies. The study also points out that, compared to Hungary, Slovak municipal taxation practices have remained relatively unchanged in the recent crisis years, while in Hungary there have been significant interventions. Comparing the taxation practices of the two countries and conducting further research could provide a good basis for identifying and mutually adopting good practices.

It is sensible to respond flexibly to these trends and to be prepared for their benefits or potential risks. The local self-government represented by municipalities has an increasingly important role in the economic development of individual regions of Slovakia. Are municipalities prepared for the process of globalization and its impacts? Do they have tools in their hands to respond to its trends? One of the most important tasks of the municipality is to serve as an activator of regional, social and economic development and to influence the conditions for entrepreneurship by attracting potential investors to start business activities in the municipality territories. The new entrepreneurial activities and investments are a potential source of new job opportunities resulting in increased living standards of the local residents. This paper deals with indicators that express the financial capacity of the municipality and...

The paper points out the regional differences in local tax revenues in relation to total tax revenues, own current revenues, and total current expenditures with regard to the socio-economic level of the regions. We measure regional disparities through the coefficient of variation and the socio-economic level of regions through the composite index created from selected socioeconomic indicators of the respective regions. Results indicate that the social and economic performance of regions had an impact on revenues from taxation by local governments. We observe a declining trend of the monitored indicators from west to north-east of the country.

Using elements of coaching as a fundamental base to foster critical thinking at the higher education institution is fundamentally based upon “questioning”. The ability to develop a meaningful and reflective discussion between teacher and students consists of open-ended questions which are a key prerequisite to developing critical thinking skills. The new proposed form of education is tightly connected with the new requirements of the 21st century labour market and it emphasizes cross-cutting competences of university graduates.

students’ critical thinking in higher education” funded by Slovak grant scheme KEGA.
The idea to develop such a project and to write a comprehensive publication on a given topic has been in our minds already
for a few years. It started to materialize when results of testing the critical thinking skills of university students and findings
from various surveys turned out to be alarming. They showed a significant lack, among the students at Higher Education
Institution (HEI), of those skills which frame the ability of critical thinking; for instance, developing good arguments,
evaluating and understanding relevant data, decision making, and formulating conclusions. Critical thinking should be an
essential skill of every highly educated person and its importance is even more crucial in the present digital era.
