В статье введен в рассмотрение и изучен новый класс почти периодических на бесконечности функций,... more В статье введен в рассмотрение и изучен новый класс почти периодических на бесконечности функций, который определяется с помощью подпространства интегрально убывающих на бесконечности функций. Он является более широким по сравнению с классом почти периодических на бесконечности функций, введенным в работах А. Г. Баскакова (относительно подпространства исчезающих на бесконечности функций). Достаточно обратиться к теории аппроксимации для нового класса функций, где коэффициентами Фурье являются медленно меняющиеся на бесконечности функции относительно подпространства интегрально убывающих на бесконечности функций. Сформулированы три эквивалентных определения почти периодической на бесконечности функции относительно интегрально убывающих на бесконечности функций. Для их исследования применяется теория банаховых модулей над алгеброй L 1 (R) суммируемых функций. Почти периодические на бесконечности функции естественным образом возникают как решение дифференциальных уравнений. Получены критерии почти периодичности на бесконечности ограниченных решений обыкновенных дифференциальных уравнений видаẋ(t) = Ax(t) + z(t), t ∈ J, где A-линейный оператор и z-интегрально убывающая на бесконечности функция, определённая на бесконечном промежутке J, совпадающем с одним из множеств R или R +. Ключевые слова: почти периодические на бесконечности функции, медленно меняющиеся на бесконечности функции, интегрально убывающие на бесконечности функции.

Cultural heritage typically concerns public goods, and therefore non-market valuation techniques ... more Cultural heritage typically concerns public goods, and therefore non-market valuation techniques need to be applied to estimate the social benefits of these goods. While there have been several thousands of applications of these techniques to value changes in environmental quality and natural resources, empirical applications of these techniques to cultural heritage are still scarce. The main lessons from a review of 27 valuation studies suggest that we experience the same problems and challenges as in the environmental valuation studies. Some of the studies were conducted to inform policy decisions, and have proved useful in cost-benefit analyses of restoration and preservation programs for cultural heritage, as well as infrastructure projects and air pollution policies with impacts on cultural heritage. The information generated by such studies can be a valuable complement to expert judgement. We would like to see new valuation studies designed to address specific policy problems,...

Participants are asked to choose their most preferred insurance policy given expected future flood and mortality risks, insurance cover and associated insurance premiums. Although not affordable to everyone, there exists substantial demand for flood insurance. Insurance demand is spatially differentiated, non-linear in flood probabilities and mortality risks, and subject to significant preference heterogeneity. Since respondents are unfamiliar with the concept of flood insurance and education levels are low, choice consistency tests were conducted. These show that choice consistency depends on a combination of respondent characteristics, such as gender and education level, and experimental design characteristics.
The benefits for specific health impacts related to air and water quality were measured in simult... more The benefits for specific health impacts related to air and water quality were measured in simultaneous contingent valuation surveys conducted in five different European countries. Consistent inter-country differences in willingness to pay to avoid ill health episodes could not be explained by measurable differences in individual characteristics. Still, international transfer of unit values resulted in acceptably low transfer errors, when the goal was to predict average national WTP values. Adjusting transferred values for differences among countries in income and other demographic measures did not improve transfer performance. International benefits transfer performed much less well at predicting WTP for a given individual.

The paper provides an updated overview and evaluation of valuation techniques, empirical noise valuation studies worldwide and the potential for transfer of noise values across countries. An analysis of Stated Preference (SP) studies on road traffic noise suggests an interim EU-wide economic value of 23.5 euro/dBA./household/year. Interim values for noise from aircrafts and railways are possible to establish due to a very small number of studies. Ecologists recommend preserving more of the old-growth forests in Norway, as half of the species ... more Ecologists recommend preserving more of the old-growth forests in Norway, as half of the species have forests as their main habitat and many are in decline. We investigate benefits and costs over a 50-year period of increasing forest conservation from 1.4% of the productive forest area (the situation in 2007) to 2.8% (doubling), 4.5% (‘ecologists’ minimum’) and 10% (one goal suggested in public debate). The benefits are estimated based on a national contingent valuation (CV) survey of Norwegian households. Two independent measures of total costs are used: (1) the actual compensation amounts paid to forest owners and (2) results from a survey of forest owners’ minimum willingness to accept compensation to preserve. Results show that social benefits outweigh costs of the three conservation plans by a large margin. The middle option of 4.5% has the highest net present value. This result is robust to a range of assumptions, including considerations of potential hypothetical bias in willingness to pay estimates. The results of this costbenefit analysis reflect the preferences of the general population, the authorities and the forest owners with respect to biodiversity and ecosystem services conservation, and supplement the expert opinion of ecologists.
