The life of the world is temporary; it is simply a transitional place before one embarks on final destination. Bearing this mind, the worldly life should be framed within Islamic paradigm, but that should not hinder Muslims to make progress and development in this temporary world as evidenced in history. Kebijakan pemerintah dalam menaikkan Bahan Bakar Minyak (BBM), mengakibatkan sebagian besar kondi... more Kebijakan pemerintah dalam menaikkan Bahan Bakar Minyak (BBM), mengakibatkan sebagian besar kondisi hidup masyarakat mengalami keterpurukan terutamanya masyarakat miskin. Ini disebabkan terjadinya kenaikan biaya-biaya kebutuhan dasar masyarakat seperti biaya pendidikan, kesehatan, transportasi dan kebutuhan hidup sehari-hari. Data Indef dan SHR memperlihatkan jumlah orang miskin di Indonesia mengalami peningkatan menjadi sebesar 18,7 % dari 16,7 % (Penelitian 2005). Walaupun pemerintah memberikan kompensasi kenaikan BBM salah satunya melalui Subsidi Langsung Tunai, tetap tidak memberikan dampak positif bagi perbaikan kondisi hidup masyarakat miskin. Hasil penelitian di Kecamatan Medan Labuhan, memperlihatkan pendistribusian Subsidi Langsung Tunai tidak memberikan kontribusi positif terhadap perbaikan kondisi hidup mereka. Purposes - The practice of management is not limited just to business, but also to governmental o... more Purposes - The practice of management is not limited just to business, but also to governmental organizations. One of the implementations of government management is managing poverty alleviation programs. For this purpose, this study aims were to examine the policy of poverty reduction program in Tanjung Balai City, North Sumatera Province. Methods - The approach in this research was applied using the quantitative paradigm. Data were compiled through interviews and questionnaires to stakeholders, including executives, legislators and community leaders. Analysis of research data using descriptive analysis technique with Analytical Hierarchy Process (AHP) method. Findings - The research findings show that poverty alleviation in Tanjung Balai has the following priorities: First priority, investment field in the health industry. The second priority, social assistance. A third priority, empowerment of communities and small business.

Economic development oriented to material welfare will have a negative impact on equitable development. So the goal of development should be to harmonize between the fulfillment of worldly and the afterlife. The gap between the poor and rich in the city of Medan will be minimized simultaneously, if development activities can maximize the wealth owned by Muslims. One alternative wealth that can be collected and used as capital in spurring economic development in the city of Medan is, through the utilization of Waqf assets of Muslim communities in Medan, both in the form of money Waqfand land Waqf. The existence of the Waqf property should be managed productively and used as much as possible to improve the welfare of the community, especially Muslims.
