Since the early 2010s, academic and policy debates about the interlinkages between climate and se... more Since the early 2010s, academic and policy debates about the interlinkages between climate and security have expanded and deepened. Climate is now widely acknowledged to magnify security risks especially in conflict or post-conflict contexts. This relationship is viewed as complex, dynamic and indirect, involving a wide range of intermediate variables. However, this discussion – and hence, related policy efforts – have tended to occur at highly aggregate levels of analysis, especially national, regional and global ones. Instead, this paper addresses climate-sensitive peacebuilding at the local level. What does local climate-sensitive peacebuilding look like on the ground? What are the promising areas for research and policy responses in fragile and conflict-affected settings? After offering a broad overview of climate-sensitive peacebuilding, we focus on the case of Afghanistan, drawing on specific examples that were in place prior to the 2021 return to power of the Taliban. Owing to the increased commitment from India, the Bay of Bengal Initiative for Multi-Sectoral Tec... more Owing to the increased commitment from India, the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) has experienced a revival since 2016. Firstly, India is hoping to be able to develop better the country’s hard-to-reach northeast by intensifying regional cooperation. Secondly, given the Chinese Belt and Road Initiative (BRI) investments in neighbouring countries, it aims to reinforce its claim to leadership in the region. From an international perspective, BIMSTEC is an essential building block in India’s Act East policy in the context of the renewed importance of the Indo-Pacific region. With the support of BIMSTEC, Germany and the European Union (EU) can deepen their strategic partnership with India whilst simultaneously increasing their visibility in the Bay of Bengal.
With the end of Cold War, conflicts have again flared up in many parts of the world. More conflic... more With the end of Cold War, conflicts have again flared up in many parts of the world. More conflicts have started as compared to those that have ended. From these conflicts, the most virulent of them are notably those in Afghanistan, Angola, Bosnia-Herzegovina, Myanmar, Indonesia, Rwanda, Syria and Sudan. These new post-modern conflicts have challenged political authority, governance, and the entire social fabric of conflict-torn states more directly than all earlier wars. The unrest in the Balkans in the 1990s constitutes one of the most brutal ethnic conflicts in contemporary history. It not only impacted the former Yugoslav countries, but also had a significant effect on the region and Europe as a whole. It is this legacy and the enduring effects of recent armed conflicts and ethnic cleansing which has critically affected security as well the development efforts. India has been exploring the response to China’s growing influence and its Belt and Road Initiati... more India has been exploring the response to China’s growing influence and its Belt and Road Initiative (BRI) for long. The contours to find viable alternatives to this challenge are now becoming visible. India is slowly transitioning to increased – and previously unthinkable – cooperation with other states in South Asia. Within its extended neighbourhood, India has developed new formats of cooperation with Japan, the USA and Australia that are directly or indirectly positioned against China. For Germany and Europe, this shift in Indian foreign policy opens new avenues for cooperation.

Peace and Conflicts Studies (PCS) seeks to contribute to a better understanding of the causes of ... more Peace and Conflicts Studies (PCS) seeks to contribute to a better understanding of the causes of violence and war and ways to resolve conflicts around the world. Despite its global reach, key concepts and theories dominating the discipline's discourse originate primarily in European intellectual history and Northern experiences of violence and war, even though the "objects of study" are today predominantly located in the Global South. PCS needs to be decentered to live up to its cosmopolitan aspirations, and voices of different regions affected by conflict have to be incorporated to co-author the idea of peace. Examining the specific case of India, the article illustrates how the historical, religious and spiritual traditions and the politics of the subcontinent have informed Indian discourses on peace with the potential to fertilise global dialogues on peace and peacebuilding.

While it has been successful in developing strategies for sustainable solutions to civil insecurity in Afghanistan, it has failed to have a significant impact. The lack of a cohesive action plan, insufficient resources and inefficiency within the project have hindered its success. It's time the EU learnt from its mistakes. This is crucial if it is to become a key player in international conflict management.

More conflicts have started than have ended. This has resulted in a renewed focus on broadening the concept of security from territorial sovereignty and military aspects to incorporate non-military security issues. This shift in security discourse has lead to discussions on concepts like Security Sector Reform (SSR). This research will examine SSR in Afghanistan and the challenges the process faces at different levels. The paper argues that only by improving coordination with local stakeholders can security be brought in and not by bringing it as a package cognisant to donors' interests.

However, the current 'border correction' negotiations going on between Serbia and Kosovo adumbrates the complexity of bringing about a 'positive peace' in the Balkans. The coercive power of the state, the crisis of parliamentary regimes in the region and economic policies rooted in kleptocracy underline the fact that genuine democratization is still a distant dream in Southeastern Europe. Hunger and Fury: The Crisis of Democracy in the Balkans encapsulates this complex politics and economics which has been shaped by the fog of war but is being contained now by the fog of peace.

It is based on an astounding work of literature, but what lies underneath is a depiction of real military history. Game of Thrones is fiction, but The Allure of Battle covers a strenuous reality that history has witnessed in the previous centuries. Nolan’s encyclopedic book, situated at the intersection of military history, statecraft, and international relations, presents a nuanced understanding of battles and wars. It provides a detailed explanation of the military history and at the same time offers a critique of war. This makes it exciting and an engrossing read.
