This study develops concrete advisory topics and activities for GIZ on how to support the strateg... more This study develops concrete advisory topics and activities for GIZ on how to support the strategic updating of partner countries’ procurement systems to make them contribute to domestic and global sustainable development. Vertically, these topics and activities are presented in the following five areas of activities for SPP cooperation: policies, laws and regulations, institutions, individuals as well as data and monitoring. Horizontally, the study structures the advisory topics depending on when they should be executed, dividing recommended activities on SPP cooperation into an ‘early action’ phase and a phase for ‘consolidating initiatives’.
Sections 5.1 to 5.5 present potential advisory topics and activities on SPP cooperation (please find a summary in table 3 at the end of the study). On the ground, when planning concrete projects of technical cooperation based on this paper, those activities must always be interpreted and adapted to the country context, particularly with regard to specific content, sequencing and potential partners to cooperate with. Generally, the advisory approaches developed can be used for three different basic “designs” of cooperation activities:
1. Single activities, e.g., an activity focusing on contract management (see advisory topic ‘Development of an effective and transparent monitoring system on critical stages of the procurement cycle’ in section 5.5),
2. A sequence of activities across time, e.g., status assessment (early action section 5.5) and SPP policy statement (early action section 5.1) to facilitate the development of an SPP action plan (consolidating initiatives 5.1),
3. Long-term and multidimensional project structure, i.e., advisory activities in all necessary content areas and time dimensions in order to broadly update a partner country’s procurement system.
Thus, this study offers a wide range of potential advisory topics and activities from which to develop concrete projects together with partner countries.

It supports public sector buyers in advancing gender equality through the use of GRPP. It is also designed to be useful to policymakers and practitioners working towards gender equality and gender mainstreaming, at both the EU and the national levels.
The toolkit serves as a practical guide on how to incorporate gender equality and apply GRPP across the different stages of the procurement cycle. For each step of the procurement process, each target group can access a variety of tools, with real-life examples given on how GRPP is applied and how the tools can be used.

This contribution addresses various related theoretical discussions about Islam as the Other, Eur... more This contribution addresses various related theoretical discussions about Islam as the Other, Europe, and the Balkans, and analy ses -based on ethnographic fieldwork -how young Muslim women in Sarajevo both reproduce them and distance themselves from them. Sarajevo is seen in both tourism and the self-image of inhabitants as a place where East and West, Islam and Europe, come together. European Muslim women, whose existence does not fit with the 'Islam as Other' dichotomy so prevalent in the European imagination, become a point of positioning as actors, particularly for those wearing hijab. Europe, here, moves between the bureaucratic construct of the EU and a cultural belonging. There is a particularly strong demarcation as being European towards the east, against 'backward' Arabs. Finally, connecting to debates around Balkanism as a form of orientalism, perceptions of the Balkans are analysed.

The central question of this book is how twenty- to thirty-five-year-old Muslim working women and... more The central question of this book is how twenty- to thirty-five-year-old Muslim working women and students in Sarajevo live their faith in everyday life, what their religious practice looks like, and what role the value of being a good person and free choice play in their self-positioning. The result of almost two years of in-depth fieldwork, a range of interviews with many different women, and a comprehensive literature review, the work offers new insights into the topic of identity construction and Muslim religious practice in Bosnia and Herzegovina. Although situated in South Eastern Europe, specifically in the city of Sarajevo, the dissertation is also relevant further afield, specifically in Western Europe, where an opposition between ‘Islam’ and ‘Europe’ is often perceived and constructed. Challenging the idea of Islam as the Other, as a backward, non-European religion, this work draws upon qualitative research to analyse the selfpositioning of young Muslim women in Sarajevo. In doing so, it presents an alternative, if not singular view, describing how a ‘European Islam’ is lived that completely contradicts stereotypes commonly-held in Western Europe. A key point of inquiry is whether being a Muslim is increasingly in the foreground of identity formation and is understood transnationally and how the idea of being a good person is given priority over strictly following the rules of Islam. This can also provide insights for the debate on the role of Islam in the rest of Europe.
