The article presents the results of an empirical study of the right of choice of children in the ... more The article presents the results of an empirical study of the right of choice of children in the Republic of Bulgaria. The study was conducted through focus groups and individual semi-structured interviews with children, members of the Children's Council to the Chairman of the State Agency for Child Protection. The main aspects of the impact of the factors that influence the choices and decisions that children make are outlined – the family, school, out-of-school and online environment and their friend circle.

School inspection systems have undergone a transformation in response to the changing social and ... more School inspection systems have undergone a transformation in response to the changing social and economic scenarios across Europe. However, two major approaches can easily be identified that also define the two ends of the continuum of the approaches to school inspection. On one end is a high stake sanctions oriented inspection while on the other end is the low stakes advisory inspection. The elements that contribute to the rigour of school inspection include governance arrangements, statutory powers of the inspectorate including powers of sanction, the forms and frequency of inspection visits, the level of emphasis on school self-evaluation and action planning for improvement; and availability of support services for the schools. The current paper presents four cases from Europe: Bulgaria, Ireland, Greece and Spain (Extremadura) describing how school inspection is organised in these countries as defined in the governing legislation and to which end of the continuum their inspection system is tilted in the light of that case's performance on the above indicators. Towards the end, this paper makes a comparison of the cases and suggests why the relationship of trust and respect between inspectors and the inspected is stronger in some cases and how developing inspection systems can benefit from analysing the established systems.

Using multisite case studies in four European countries, the purpose of this paper was to explore... more Using multisite case studies in four European countries, the purpose of this paper was to explore school leaders and teachers views on School Self Evaluation (SSE), its role in school improvement and the capacity of schools to engage with the process. Evidence derived from the study suggests that although there is a consensus among school leaders concerning the potential utility of SSE; across some countries, there were also concerns relating to implementing the process and the potential misuse of SSE outcomes. When this was not the case, it is apparent that governments have driven the process with clearly defined legislation and defining the SSE agenda and outcomes to dispel school leaders' apprehensions regarding the balance between SSE for accountability or school improvement.

This chapter presents an innovative model and practice from Bulgaria – a peer review of a network... more This chapter presents an innovative model and practice from Bulgaria – a peer review of a network of schools in Sofia city; we reflect on case study results, and the effects and benefits identified for all stakeholders involved. The network was established as a voluntary entity to exchange good practices and provide mutual support for school improvement. The peer review process was based on a self-evaluation and peer review thematic framework developed by the schools in the network. The peer review process was followed by thematic inspection done by the local inspectorate in order to verify and legitimise the self-evaluation and peer review findings, and the school and network improvements. The inspectorate adapted the self- and peer evaluation criteria developed by the network for the purposes of the inspection procedure and thus providing more valuable recommendations in tune with network’s agenda for improvement of parental involvement as one of the recognized priorities of the n...

The paper discuses particular mode of school inspection and presents results from a case study an... more The paper discuses particular mode of school inspection and presents results from a case study and action research for the purposes of testing a new model for school inspection – polycentric inspection of network of schools – in Sofi a, Bulgaria. The model is highly innovative for the Bulgarian inspection practice and its testing was implemented in 3 phases: school self-evaluation, school peer-evaluation and inspection of 10 schools in Sofi a, cooperating in a network for improvement of schooling with focus on parental involvement. Presented outcomes are part of research Erasmus+ KA2 project titled „Polycenytric inspection
of network of school“ where Sofi a University is cooperating with universities from England, Ireland and The Netherlands – countries where the practices of polycentric school inspections are more developed.
