This study examines whether there are differences in accounting of goodwill among IFRS, SKK (Alba... more This study examines whether there are differences in accounting of goodwill among IFRS, SKK (Albanian Accounting Standards) which it is an adoption of IFRS and Albanian tax regulations. The study first presents general theory of intangible assets. This is followed by an elaborate explanation of goodwill which includes a deeper discussion about estimation and valuation and accounting treatment of goodwill. The accounting treatment of goodwill regarding to IFRS and local regulations is analyzed by a real case of purchased goodwill of Albtelecom Sh.A, a telecommunication company which provides fix telephony and internet service. The results of the case study indicate differences between IFRS and Albanian tax legislation in accounting treatment of goodwill, while between IFRS 3 and SKK 9 there is not any difference. According to both standards, goodwill is recognized by purchase method and it is subject to annual impairment test. However, instruction "On Income Tax" requires that, intangible assets such as purchased goodwill, amortized at a rate to allow for the fiscal effect of 15% which is applied on historical costs which may be added the costs of upgrading and renewal of the assets.

This paper aims to reveal the attitudes of internal auditors, towards overall internal audit prac... more This paper aims to reveal the attitudes of internal auditors, towards overall internal audit practices in the post-communist country of Albania. The study presents the current state of internal audit practices in Albania from eyes of the internal auditors themselves. The study will explore the independence of the internal auditors, the level of professionalism they exhibit, the use of international standards, and whether current regulations are resulting in higher quality work in the profession. In order to study these objectives, a 169-person questionnaire was conducted, all participants where internal auditors from public and private sectors in Albania. The research findings of the study reveal that internal auditors can be assessed as independent in Albania, and that the private sector is the most independent. Regarding professionalism, internal auditors are able to detect and prevent fraud in companies. In this paper, we examine the international standards of auditing that are used by Albanian auditors; the international standards are really useful for internal auditors in Albania, even though there is much room for improvement. The number of participants was limited of 169 and analyzed one country. For the future researches questionnaire can be conducted more than one country to have comparative analysis. One improvement needed is the adaptation of the international standards in national regulations. This will make the international standards easier to apply and understand the standards in Albania.

Tax authorities often are doubtful on the regulation of accounting and they fear to accept the ta... more Tax authorities often are doubtful on the regulation of accounting and they fear to accept the tax treatment of bank loan losses which it reduces income taxes paid by banks. The banks and bank regulators generally want the tax rules for recognizing loan losses to conform closely to regulatory accounting in order to encourage banks not to under-provision for loan losses and to ensure a current tax benefit from loss provisions. In recent years, a sharp increase in the level of Non Performing Loans (NPL) in the banking system triggered mainly by the effects of the economic crisis but also emphasized by other internal and external factors. Other problems are present in the environment such as: lack of reliable financial information, clients' poor business planning and execution, inefficient collateral collection processes etc. (Deloitte-Albania, 2013) In this paper, accounting theory will help us to understand and evaluate better the actual practice of loan loss provisions and their tax treatment in Albania. Also it will show us the way how to address for the actual debate between the banks and tax authority regarding the fiscal treatment of loan loss provisions. This paper aims to explain, when and how loan losses provisions should be recognized as a deductible expense for tax purposes by using the accounting theory. To address these issues financial accounting, according to International Financial Reporting Standards (IFRS) and regulatory accounting, according to central bank in Albania, Bank of Albania (BoA) of loan losses provisions must be considered.

This chapter reveals main characteristics of life cycle costing as follows: Life cycle costing also includes production costs which are; (a) research and development costs, (b) marketing, selling, distribution and design costs, (c) and also user costs. User costs have three dimensions: transaction costs, maintenance costs, and disposal costs. The banks and bank regulators generally want the tax rules for recognizing loan losses to conform closely to regulatory accounting in order to encourage banks not to under-provision for loan losses and to ensure a current tax benefit from loss provisions. In recent years, a sharp increase in the level of Non Performing Loans (NPL) in the banking system triggered mainly by the effects of the economic crisis but also emphasized by other internal and external factors.
