The regional and local authorities have been recognised a growing role in planning and implementi... more The regional and local authorities have been recognised a growing role in planning and implementing the Cohesion Policy, thus favouring a citizens\u2019 perception of Europe that is local-driven. In other words, when individuals think of Europe, they usually do it from a local point of view and they are influenced by the direct observation of Cohesion projects in their territories (PERCEIVE, Deliverable 2.2). That is to say, the European integration outcomes also increasingly depend on how national, regional and local governments manage and implement the policies. Therefore, a rich strain of literature has recently started to investigate whether the intensity and the efficient implementation of the Cohesion Policy can contribute to improve citizens\u2019 support and stimulate positive attitudes towards the EU (Dellmut and Chalmers, 2018). The effect may vary conditional on specific regional characteristics, the amount of EU funds allocated and the distribution of the socio-economic groups. We believe that the efficient use of the Structural Funds allocated to a region can indeed favour a more positive perception of the EU both directly and through its positive effect on economic growth. Overall, this framework suggests the adoption of a European strategic approach to regional development which builds upon the differentiated territorial characteristics in a multidimensional perspective. In the end, the strategic approach should translate in a tailored policy-mix based on integrated programmes \u2013 in terms of funds, objectives and governance level \u2013 to help maintain the sustainability of the policy action through long-term development

This study presents an empirical analysis of the production outsourcing effect on firm productivi... more This study presents an empirical analysis of the production outsourcing effect on firm productivity and profitability in the Italian manufacturing industry. This study uses firm-level panel data that were developed by the Italian National Statistical Institute. Using different estimation strategies, we develop panel data models and correct for possible endogeneity bias of the outsourcing with respect to the target variables. We find a non-significant effect of outsourcing on profitability and a significant negative effect of outsourcing on productivity.
Using the idea of the multidimensional generalization of the Duncans' index, the productivity per... more Using the idea of the multidimensional generalization of the Duncans' index, the productivity per worker differentials across groups of firms can be decomposed into different components attributed to differences in: sectoral productivity, investment in human and physical capital, size and other determinants. More specifically, for decomposing group productivity differentials we propose an Oaxaca's decomposition-based approach which assumes a Reimer's weighting scheme. An application of the decomposing method aimed at evaluating productivity differences across foreign owned and domestic firms in the Italian manufacturing sector is also provided.

The focus groups made use of a semi-structured questionnaire who investigated on the multilevel governance system, on the level of Cohesion Policy partners' engagement and on the communication strategies carried out by LMAs. It can be often observed in contingent valuation surveys that some respondents do not agree to pa... more It can be often observed in contingent valuation surveys that some respondents do not agree to pay some money for a public good, for reasons that differ from a genuine indifference to the good. For example, some people may dislike the idea of placing monetary values to public goods like the environment or a historical monument. Some may protest against the inefficiency of the public administration in managing public funds, and refuse to pay a tax. Others may behave strategically, if they think that their answer could influence the actual level of taxation. A good survey design can effectively reduce them, but protest votes can hardly be completely removed from the dataset. The question is how to deal with them. Sometimes they are considered as true zero values, or, if the dichotomous choice method is used, as if they were below the minimum bid. Obviously, if the unwillingness to pay reflects only a protest and not a low or null valuation of the good, this procedure results in downward biased estimates of the wtp measure. It is of paramount importance that the questionnaire contains a follow up question for individuals that refuse payment, to investigate about their motivations, and interpret the responses. Alternatively, observations with protest votes are simply cut off the sample, and only the subsample with positive reservation prices is considered in the analysis. This procedure will not have any effect for the validity of the estimates only if there is no sample selection bias. Otherwise, it leads to incorrect estimates for the willingness to pay. In this paper we present a sample selection model that allows to take into account, and correct, the possible bias due to protest votes. It is shown that selection bias can sensibly affect the estimates for the willingness to pay for the public good. It will be seen that the model may present estimation

Recent political events in the European Union (EU) highlighted a growing dissatisfaction of citiz... more Recent political events in the European Union (EU) highlighted a growing dissatisfaction of citizens in several EU regions with the EU institutions’ management of socio-economic and financial challenges. This eventually led to a political legitimization crisis, whose drivers are partially shared among EU regions and partially area-specific. However, the relation between citizens’ identification with the EU project and the regions’ characteristics has not been analysed yet. In this article, we fill in this gap by addressing three research questions: i) To what extent do EU citizens identify with Europe and the EU project? ii) Do European regions have different patterns and level of identification? iii) Are the results driven by specific socio-economic variables? Answering these questions is crucial to inform a more inclusive and resilient design of the EU Cohesion Policy in a crucial period for reforming the EU. At present time, it is largely acknowledged that individuals do not possess an innate sense of being European, rather, the meaning of such status is socially constructed. Accordingly, extant research has explored the role of the media in shaping the opinions of the general public. However, only recently has research started focusing on the potential role of cohesion policy in shaping EU identity and many aspects of this phenomenon are still unexplored.
This document describes the database we developed from data collection and organization activitie... more This document describes the database we developed from data collection and organization activities as described in tasks 5.2 and 5.3 of the PERCEIVE project. The former task, which lasted from month 5 to month 10, consisted of an "Original data collection for exploratory topic modeling". The latter task, which lasted from month 10 to month 13, was named "Topic modeling and qualification". As stated in the Grant Agreement, this description of the database was expected around month 14 (October 2017), while the database itself will be made publically available on-line for further research only after the end of the PERCEIVE project. Indeed, task 5.4, which will last until month 15 is the "Actual Construction of a database of discursive Topics". This document will thus focus on data collection and organization as well as provide an example of the topic models that we are developing coding discourses from different kinds of described datasets.
