In 2000 the journal "Studii și articole de istorie" planned to publish a set of articles taking s... more In 2000 the journal "Studii și articole de istorie" planned to publish a set of articles taking stock of the historical experience of the 20th century. In this context, the proposal to include an article written by the German historian Jürgen Kocka (for which there was already a Romanian translation available) was rejected by then-president Ioan Scurtu, with the argument that Romanian historians "have more profound knowledge and can produce better argued assessments". Besides documenting the concrete case, the article connects the incident with the more general context of the traditionalist counter-offensive against attempts to rethink history in post-communist Romania, and of the conflicts inside the Romanian Society for Historical Sciences. It also highlights the magnitude of the damage done by such self-sufficient attitudes.

It focuses on economic prospects in the face of a legacy of backwardness and the endurance of domestic weaknesses, in the context of the Great Recession and the eurozone crisis.

Student assessment of professors emerged in the context of university democratization and increas... more Student assessment of professors emerged in the context of university democratization and increasing involvement of students in the management of the higher education institutions. It was institutionalized mainly as an instrument to gradually improve the quality of teaching, and only rarely used as an element determining the hiring and firing of the academic staff. In Romania, it came to the forefront only in the context of the Revolution of December 1989, when students started to question the competence of their professors and asked for the removal of those whom they considered unfit. The article focuses on the concrete case of the “black list” issued by the history students in the University of Bucharest, and on the way this revolutionary challenge shaped the institutional governance and the further development of the Faculty of History. The analysis refutes attempts to consider this episode as a politically-motivated purge and to integrate it in the master-narrative of post-commu...
Exploring the Reliability of Research Indicators Reported by Romanian Universities in 2019, „Journal of Research in Higher Education”, vol.V, 2021, no.1, p.96-122. , 2021
The paper focuses on the aggregate data published by the National Council for Higher Education Fi... more The paper focuses on the aggregate data published by the National Council for Higher Education Financing regarding the research section of the quality indicators reported by Romanian public universities in 2019 and used for the allocation of the performance-based additional funding. The research section includes 4 indicators, which amount to 46% of the additional funding, i.e. to an average of about 10% of the total institutional funding from the public budget. The data are reported by the Romanian universities each odd year since 2015, and for the first time in 2020 national rankings for most indicators and some national averages have been made public. The data is extremely valuable for a diagnosis of the Romanian higher education system and for highlighting the performance of various universities. Therefore, the accuracy of these data is crucial. The authors of this paper acknowledge the efforts of the National Council for Higher Education Financing and of its staff provided by the Executive Unit for Financing Higher Education, Research, Development and Innovation to check the data reported by the universities, but also the limits of the current verification process. The paper uses statistical methods to identify outliers and investigates the rankings for a selection of fields of science, by using three among the four research indicators. Thus, it discusses some of the more blatant reporting anomalies which contradict the pre-existing conceptions regarding the comparative performance of universities. While the statistical findings do not support the suspicions of systematic attempts of over-reporting the research outcomes at university-level, they still outline several persisting errors. These

Rumänien galt vor 1989 als ein Land mit einer stark von nationalistischen Geschichtsbildern geprä... more Rumänien galt vor 1989 als ein Land mit einer stark von nationalistischen Geschichtsbildern geprägten Politik und Kultur. Der damalige Partei-und Staatschef Ceau §escu bezog sich in fast allen Reden auf die "Lehren der Geschichte", und geschichtliche Ereignisse wurden öffentlich mit großem Aufwand gefeiert. In der rumänischen Revolution vom Dezember 1989 spielten jedoch die Geschichtsbilder kaum eine Rolle. Ceau$escus Versuche, historische Feindbilder wie die Ungarn und die "Großmächte" zu kapitalisieren, fanden so gut wie keinen Anklang. Für die meisten Revolutionsteilnehmer war es selbstverständlich, daß ihr Ziel nicht das Wiederherstellen einer idealisierten Vergangenheit war, sondern der Anschluß an eine zeitgenössische europäische "Normalität" 1. 37 Istoria romänilor, Bd. I-IV (Bukarest 2001). Obwohl der Akademiepräsident Eugen Simion im Vorwort die Hoffnung äußert, daß das Handbuch bald die ganze Geschichte der Rumänen bis zur neuesten Zeit darstellen wird (Istoria, Bd. I, XIII), erklärt in der Einleitung der Herausgeber des Handbuches, Dan Berindei, daß der 9. Band (über die kommunistische Zeit) erst "in den folgenden Jahren" geschrieben werden soll und daß der 10. Band zum Post-Kommunismus und der 11. Band zur Geschichtsschreibung eigentlich in einer unbestimmten Zukunft erscheinen werden (Istoria, Bd. I, XVII). Es ist offensichtlich, daß die Vorbereitung der letzten drei Bände noch nicht begonnen hat, und man darf zweifeln, ob die nationalistischen Historiker eigentlich eine ernste Absicht dazu für die nähere Zukunft haben. 38 Dan Berindei, in: Istoria, Bd.
