Starting from the analysis of the main urban transformation phases, from the fordist to the post-fordist city, new evidences and practices of social governance territorial based will be described. Thanks to the model it will be possible to highlight how intangible resources (such as social networks, relations, communication) play a major role than tangible resources (like built and natural environment) in driving sustainable urban transformation processes in different phases. The paper undermines the direct correlation between density of relationships, stakeholder engagement at local level and the efficacy of urban transformation processes as a response to territorial needs.

These collaborations are articulated at the border between the public and the society as well as between the formal and the informal economy. We revise the Esping-Andersen paradigm about the three main welfare regimes, where the welfare state, the family and the market are seen as three sources of managing social risks (Esping-Andersen, 1999), and we illustrate how the collaboration between CSOs and local administrations might improve the connection between the state and the citizens. In the perspective of the Third Sector Reform, which is actually underway in Italy, the hybridization of different forms of organizations could bring innovative solutions to the new real social risks of the communities. Specifically, this form of collaboration between local public administrations and the CSOs is part of the theme of volunteering and social citizenship, which advocates citizens' empowerment in the production of social welfare and services of general interest. This area of collaboration is positioned between social rights and social obligations and provides a contribution that fosters the redistributive capacity of the public sphere through a participatory policy making

Research paper thumbnail of A Multi-stakeholder Framework to Facilitate Policy Making in the Use of BES Data: A Focus on Health in South Tyrol

Brexit und der Finanzmarkt, 2019

After having summarized the academic debate on the distinction between objective and subjective indicators and on the use of subjective measures in policy making, we illustrate the rationale behind the approach adopted to interpret the available data. We observe how the heterogeneity of the stakeholders influences the way in which information is turned into policy action and the conflicts of interests that might arise must be resolved. Therefore we merge the information collected in a harmonized policy framework and we use it to identify the most critical issues regarding the improvement of health conditions in South Tyrol. Due to the high level of standardization, the exercise can be replicated for other BES domains and territories, promoting a more effective use of well-being data within policy making in Italy.

The statistical analysis is based on data of territorial accounting, the URBES report on the city of Bozen and data collected from the local statistical office (ASTAT) through citizens’ satisfaction surveys. Specifically, we read the available data both in absolute and comparative terms, we analyze an ad hoc selection of subjective indicators on health, and we show the interdependencies among data on well-being and economic development. As a result, we obtain a logical framework that narrows the existing gap between an objective approach – mostly based on institutional indicators – and a subjective approach – based on satisfaction surve...

Specifically, the increasing unemployment and the contraction of firms’ labor demand induce a higher social vulnerability, leading to capability deprivation of individuals (Sen 1999), new sources of poverty, and social exclusion. Consequently, labor productivity is reduced and, due to the fiscal pressure, labor costs increase. The analysis sheds a light on a perverse adjustment mechanism that might run the economic system into a vicious circle: enterprises during crises tend to reduce labor costs by firing employees; people run the risk of an economic marginalization and tend to abandon the labor force in favor of household production. In this scenario, the non-profit sector can exert a crucial role as, by lowering the monetary costs of labor and capital, it can offer employees a capability developing workplace context, where they can experience a reduction of their vulnerability by finding an alternative s...

Specifically, private firms and public administrations might supply an insufficient level of goods and services in socially and/or physically remote areas due to lack of market size and higher distance costs. Peripheralization, therefore, often implies economic marginalization and political exclusion. Against this backdrop, non-profit organizations can foster local development rebalancing, or at least narrowing, economic and social inequalities, but a territorial dualism between a core linked to global patterns of development and marginalized peripheries left to autarchic forms of subsistence might emerge. To avoid territorial polarization and revive equitable and sustainable development, it is important to empower cooperative and social enterprises, as the latter exert a produ...
