Topics considered at the conference included energy planning in developing countries, energy demand modeling, climatological aspects, solar mapping, solar thermal conversion, solar water heaters, solar power plants, thermal storage systems, radiative cooling, photovoltaic power supplies, photoelectrochemistry, small wind systems for remote locations, geothermal energy, and the use of solar collectors for grain drying.

According to the Harari interpretation (1) of the finite-energy sum rules (FESR) (e) duality betw... more According to the Harari interpretation (1) of the finite-energy sum rules (FESR) (e) duality between Regge poles and resonances, the pomeron is dual to the background and the remaining Regge poles to the s-channel resonances. Several qualitative features of strong-interaction dynamics are explained in this way. A quantitative test of this proposal, in the case of nj~ and KJ~ scattering, was reasonably successful (3). However, the model is not exempt from difficulties (4) and also other interpretations of the vacuum trajectories have been proposed (5,6). In this note we want to test the Harari proposal in the case of forward A~ scattering. This is very suitable because in the t-channel one can exchange only vacuum trajectories since at one vertex there are two pions and at the other a AA pair. Obviously, direct experimental information about An scattering is not available; however, the analyses of ]~JV scattering provide also the Yn scattering amplitudes as a by product, if they are done using a multiehannel formalism as, for example, the K-matrix one of DA~ITZ and TUAN (~). Such analyses have been recently performed using both an effective-range (s) and a zero-range (9) approximation for the K-matrix. The former involves a much larger number of parameters than the latter and doubts have been cast on its reliability (~0). Thus in our calculation we shall only use the An scattering amplitude as given in ref. (9). We notice that both analyses of ref. (9) were done for a slightly smaller interval of the K-meson momentum than in ref. (s) in order to make it sensible to keep only the

fit to finite-energy sum rules for the amplitude B(-) in pion-nucleon scattering at various momen... more fit to finite-energy sum rules for the amplitude B(-) in pion-nucleon scattering at various momentum transfers in terms of a dominant p trajectory provides much more satisfactory results if the Born-term contribution is subtracted from the sum rules. This result may give an indication in favour of what could be called <~ threecomponent duality ~>, in which, besides the well-known correspondence between pomeron and diffraction, and between moving Regge poles and resonances, there is a further correspondence between nonstandard singularities (e.g. fixed poles) and Born terms.

The Latin American region in particular, has been trying hard to catch up. Plans and schemes to do so have not been lacking; yet the aim is quite elusive. The problems, means, and results thus far are as varied as the mosaic of countries that compose the region. Discussions on this theme have taken place in many forums, among them the Third World Academy of Sciences conferences. The Cocoyoc meeting reserved a prominent time niche for a critical comparison by actual policy makers or leaders from Brazil, Colombia, and Mexico. The Round Table was chaired by Dr.1 Jorge Flores, Director of the Centro Universitario de Comunicacion de la Ciencia, Universidad Nacional Autonoma de Mexico; the participants, whose contributions we reproduce below2 were Drs. Gerhard Jacob, President of the Brazilian Conselho Nacional de Desenvolvimento Cientifico e Tecnologico, miguel Jose Yacaman, Director for Scientific Research of the Consejo Nacional de Ciencia y Tecnologia, Mexico, Galileo Violini, Founding Director of the Centro Internacional de Fisica, Colombia, and Marcos Moshinsky —the only civilian in the panel— in whose honor we add excerpts from a letter by Professor Abdus Salam.

An alternative model for identifying pulsars with rotating neutron stars is proposed in order to ... more An alternative model for identifying pulsars with rotating neutron stars is proposed in order to explain the observed pulsar emission figures. Equations of a dimensionless quantity, independent of the neutron star parameters, are obtained with respect to the deceleration rate. It is noted that this rate is directly related to the energy generation processes of pulsars.
