You from the neighboorhood? Moved neighbourhood, have you? You’re in which neighbourhood now? There is something amorphous about the neighborhood really: a sort of parish or, strictly speaking, a quartier or a fourth part of an arrondissement, the small portion of a town dependent on a police station. More generally: that portion of the town you can get around easly in on foot, that part of town you don’t need to go t, precisely because you’re already there.”
In Species of Spaces, G.Perec, putting the spotlight on the inhabitant, describes his view of the neighborhood, a place where all the necessary activities for daily life are handy, then, within walking distance, so as to promote the closeness and meetings among inhabitants. Actually, it is possible, combine the word neighborhood to the word density to define a new binomial which is enriched with new meanings: the population density is supported by density of uses and encounters and the urban and architecture quality is supported by quality of living, where the concept of Living references not only to the private housing but also to all the areas that make up the neighbourhood.
The image of the ‘dense’ neighbourhood , in the new sense of the word, seems to lose its
meaning when we talk about public housing that, in the collective, is the emblem of
monofunctionality and isolation, a place where, as in metaphysical painting, the stasis dominates and in which the human figure is a mirage, a place where very often the interaction of the people has not been planned. The utopical idea of self-sufficient neighborhood, with its houses, its services and its community of citizens, which is the basis of the settlement principles that localize the neighborhoods in peripheral areas most economically attractive remains so due to nondelivery of services and the homogeneity of the people settled in the new neighbourhood.
The picture of 'public city' rarely deviates from its stigma, but no less rare are the spontaneous practices and forms of co-housing showing the need for a return to a more collective neighborhood.
How to accomodate, therefore, forms of sociability through the project of regeneration of existing building heritage? The project aims at offering some reflections on a new model of the neighborhood, a 'dense’ neighborhood, thought through the redefinition of urban standards, or rather the definition of new quality indicators that meet the new identified housing needs and the new community needs implicitly expressed by the inhabitants. The social and functional mixitè, the accessibility, the density and the co-housing are the themes which a regeneration project will have to confront with, in order to propose a new urban community model.

The current state of public heritage, is the temporal stratification of the two entities, sedimentation site uses and spontaneous practices implemented from who lives the city. Unresolved in the margins of the public city are inserted, in fact, spontaneous acts of self-construction, self-management, appropriation of places. Through these actions is reusing hybrid spaces delineating a limit between public and private sectors. Addition to the analysis of the dynamics of development of the ATER neighborhoods, the paper examines the spontaneous practices of reuse and appropriation, denouncing, therefore, the need of people to become the protagonists of the urban transformations and to return to a collective dimension of living. Reuse, self-construction, self-management becomes, then, the new instruments of urban and social regeneration.
