Les politiques territoriales font l'objet d'un dialogue entre les gouvernements norvegien... more Les politiques territoriales font l'objet d'un dialogue entre les gouvernements norvegien, suedois et finlandais et les institutions europeennes depuis le milieu des annees 1990. La remise en cause de la politique regionale traditionnelle au sein de ces pays et la focalisation des actions sur l'obtention d'aides et d'exceptions reglementaires nuisent cependant a l'emergence d'une strategie europeenne pour les peripheries nordiques. L'action conjointe des representations bruxelloises des regions concernees, reunies sous le sigle « NSPA » (Northem sparsely populated areas) tend cependant a remedier a cette situation.

The political ambition expressed by the NSPA through the Vision is to ensure that its growth pote... more The political ambition expressed by the NSPA through the Vision is to ensure that its growth potential and general importance for European economic development is recognised. At the same time, it needs to be acknowledged that sparse population patterns can require regulatory special treatment, measures to preserve local communities from external shocks and relatively higher costs in terms of infrastructure investments and public service provision. Taken in combination, these elements form the basis for the branding of the NSPA as a 'Strong, Specific and Promising' European macro-region.

European macro-regional strategies (MRSs) are established around physical features such as seas, ... more European macro-regional strategies (MRSs) are established around physical features such as seas, mountain ranges and river basins. They focus on a new type of policy-making area (the 'macro-regions') while seeking to design and implement innovative governance approaches. They are therefore considered innovative both in their geographical focus (in the context of EU policies) and in their approach to policy design, adoption and implementation. The present article argues that the analysis of this development can usefully be informed by different theories referring to the notion of 'functions', drawn from political science on the one hand, and from geography and planning on the other. On this basis, it applies a multidisciplinary perspective to the analysis of the role environmental issues have played in the emergence and adoption of macro-regional strategies. This allows for a comprehensive assessment of the role of environmental issues in the adoption of macro-regional strategies, as well as some of their inherent weaknesses.

Defining the spatial extent of mountain areas has long been a challenge. In the present century, ... more Defining the spatial extent of mountain areas has long been a challenge. In the present century, the availability of digital elevation models (DEMs) incorporated into geographic information systems (GIS) has allowed the definition of mountain areas based on topographic and other criteria. This paper presents the various delineations of mountains that have been prepared at three scales-global, regional (Europe), and national-and explores the reasons and processes leading to these delineations, and how they have been used. A detailed case study is then presented for Norway. Overall, two types of approaches to mapping mountains have been taken: first, considering mountains per se, based on elevation and/or topography; second, considering them among other categories, e.g., landforms or biogeographical, environmental or landscape zones. All attempts to map mountain areas derive essentially from the objectives of those commissioning and/or undertaking the work; a unitary definition remains unlikely.

The Nordic Council is a forum for cooperation between the Nordic parliaments and governments. The Council consists of 87 parliamentarians from the Nordic countries. The Nordic Council takes policy initiatives and monitors Nordic cooperation. Founded in 1952. The Nordic Council of Ministers is a forum of cooperation between the Nordic governments. The Nordic Council of Ministers implements Nordic cooperation. The prime ministers have the overall responsibility. Its activities are coordinated by the Nordic ministers for cooperation , the Nordic Committee for cooperation and portfolio ministers. Founded in 1971. Nordregio-Nordic Centre for Spatial Development was established in 1997 by the Nordic Council of Ministers on behalf of the governments of the five Nordic countries and serves as an independent research institute on questions concerning spatial planning and regional development. The institute applies a comparative Nordic and European perspective in its investigations.-Overlay of 1x1 km grid cell populations and areas
