In Switzerland, the issue of land consumption has made it to the front of the political agenda in... more In Switzerland, the issue of land consumption has made it to the front of the political agenda in recent years. Studies conducted on a national level have concluded that there is an excess of land zoned for construction (ARE, 2008), which is seen as contributing to urban sprawl. This situation is looked upon as a failure of the Federal Law on Spatial Planning (LAT, 1979) and there is a political push to change it in order to reinforce zoning regulations.
In this article, we look on the issue from a different angle. While there may be large quantities of land zoned for construction, in many urban areas land actually available for development is scarce. Building on the idea that planning’s efficiency is linked to its capacity of influencing actual land-use, we focus on how this situation can be dealt with within the current Swiss institutional context.

Gland is a small town located in the western side of the Canton de Vaud, in the French speaking S... more Gland is a small town located in the western side of the Canton de Vaud, in the French speaking Switzerland. It is positioned half-way between Geneva and Lausanne, the first one an important decision making center at a global scale and the second one an important learning and research center with a high degree of specialization. The city is planning its expansion for the next planning period of fifteen years through a planning process that is running imbedded in the strategic plan for the Vaud state. The state plan identifies Gland as an important centre for future development and estimates an increase of more than 2500 inhabitants and a similar increase in jobs. There are several problems regarding the implementation of a local plan mainly concerning the issue of land mobilization. The present study tries to devise a new strategy for the city plan in order to create the proper framework to mobilize land towards the proposed solution. The approach starts from a new strategic perspective that refocuses the planning solution in order to allow the plan to make better use of some Swiss land mobilization tools that are considered in the state and national law.

Nous faisons ici une tentative de les recontextualiser historiquement et en lien avec le développement économique de la ville, et ses politiques publiques.
