The article recounts the revolt that took place in Milan on 6 February 1853 and investigates its ... more The article recounts the revolt that took place in Milan on 6 February 1853 and investigates its presence in the official memory of the city. The main figures in the rebellion were from Milan's working class: while the movement was fomented by Mazzini, it was carried out independently by badly organized groups of workers; unlike the 'Cinque Giornate' of 1848, the upper classes were not involved. Barricades were erected and Austrian soldiers were killed, but order was promptly restored by the Austrians. The occupying forces arrested hundreds of people, executed sixteen working-class men and ordered the seizure of the goods of exiles who had left Lombardy after 1848. The article looks at how the events of 1853 were treated by historiography and local commemoration from unification to the present day. It discusses the meaning of the inclusion of that failed, impracticable uprising-a divisive one, involving as it did only figures from the lower classes-in the official justification of the city's heroism, sanctioned in 1948 when Milan was awarded the gold medal for military valour.

The article analyses, for the first time, published memoirs by police officers following the unif... more The article analyses, for the first time, published memoirs by police officers following the unification of Italy. It argues that these memoirs are best considered as cultural artefacts, forming part of the popular literature of the period. That said, they developed into a distinct literary sub-genre. It is in fact a literary genre which developed as an editorial product in the wake of the nascent literature of investigation. Periodically, the memoir succeeded in arousing public interest, while never establishing itself as a stable genre in Italian publishing — something due to a lack of robust professional pride within the Italian police, which in turn provoked a lack of interest in the representation of their function and therefore an inability to enthuse the public. However, these memoirs contain stimulating pointers to the history of the social motivations, professional culture and ethics of police officers and officials, especially with reference to the history of the perception of crime and deviance in popular literature.

L’article analyse, pour la première fois, les mémoires publiés par des officiers de police après l’unification de l’Italie. Ces mémoires doivent être pris en compte comme des productions culturelles, faisant partie de la littérature populaire de l’époque. Il s’agit en effet d’un genre littéraire qui s’est développé comme un produit éditorial dans le sillage de la littérature d’enquête alors naissante. Périodiquement, les mémoires ont réussi à susciter l’intérêt du public, sans jamais s’imposer comme un genre stabilisé dans l’édition italienne. Cela s’explique par l’absence d’une fierté professionnelle établie au sein de la police italienne, cause d’un manque d’appétence pour la représentation de leur fonction et, en retour, de difficultés à susciter l’intérêt du public. Ces mémoires contiennent cependant des indications stimulantes sur l’histoire des motivations sociales, de la culture professionnelle et de l’éthique des officiers et des fonctionnaires de police, en particulier en regard des représentations du crime et de la déviance dans la littérature populaire.

The article examines the housing occupation movements in Milan in 1969-1975, relating them to the... more The article examines the housing occupation movements in Milan in 1969-1975, relating them to the restricted supply of cheap housing—a situation that created difficulties for newly arrived immigrant. Housing occupation activists were influenced by the experience of squatting in other European cities, a phenomenon that particularly fascinated the educated young, who participated in the movement, supported by organizations of the radical left. The movement’s political project was to take the class struggle outside the factories, to attack “urban income growth” as a tool of capitalist domination. Compared with other Italian experiences, there was less involvement from the underclass, and the aim of obtaining a house was secondary to the project of maintaining political conflict at a high level. The movement waned in the late 1970s, due to the fact that the revolutionary groups’ drive for political mobilization no longer coincided with the social housing needs of young people.

The years 1945–55 were a period of reconstruction for Italy; the following decade was one of econ... more The years 1945–55 were a period of reconstruction for Italy; the following decade was one of economic growth. An aspect of this transition is analysed here, in relation to the forms of social integration created in working-class neighbourhoods. The case-study focuses on Milan, and the two organizations studied are the consulte popolari (the ‘people's councils’), created by the left in the immediate post-war period, and the ‘social centres’ created in the mid-1950s by the IACP (the Autonomous Institute of Public Housing). Both were attempts to involve the new, outlying suburbs in the city's political life, each of them trying to adapt to different political phases. Both, I would like to suggest, succeeded in achieving certain results.

This article aims to re-examine the history of non-manual labour, beginning with an analysis of t... more This article aims to re-examine the history of non-manual labour, beginning with an analysis of the evolution of general norms governing the contracts of private sector workers in Italy, from the post-First World War period up until the creation of the fascist corporate system in the 1930s. The starting point is the 1919 law that defined the specific characteristics of white-collar workers, expressed as a bond of trust and delegation on the part of employers, from whom legally established and binding guarantees were issued. These guarantees included the offer of ermanent employment and the right to compensation should said employment be terminated. This law was reformed during the fascist era, but continued to influence the collective labour agreements stipulated by unions under the regime, contributing to the sustained social status of white-collar workers, particularly in comparison to manual labourers. This article will highlight the difficulties in applying these standards, and the
legal and union disputes they generated, exploring an area rarely discussed by historians, while also, as a case study, scrutinizing the more advanced situation of employees in the banking sector – a sector which, from a regulatory and contractual point of view, represented the white-collar élite, as it would continue to do for a long time after the Second World War.

This paper attempts to summarize the arguments developed and the most important research done by ... more This paper attempts to summarize the arguments developed and the most important research done by historians and other social scientists in the last 50 years, in relation to the laws on public health. The evolution of the law is followed from the Act of administrative unification in 1865, especially until the Fascist era, but in some cases even up to the seventies of the twentieth century. In its evolution, the laws of health and hygiene expanded into different sectors, interfering with the laws on charities, on public works, on agriculture and industry, with labor laws, social insurance, education, and finance laws. This development was rarely coordinated and congruous, often the evolution of health laws has led to confusion and overlapping of rules and functions. The article - in accordance with the most important views of historiography and other social sciences - argues that these flaws have continued for at least another 35 years in the Republican period, and thus long after the establishment of the Ministry of Health (in 1958). In fact, the creation of the Ministry changed the heads of government of public health, but did not change the policies of health care and welfare.
The paper begins with a brief review of the health rules laid down in the Act of 1865 (Annex C mainly, but not only that) and how they have changed in the following decades, then it only focuses on certain topics among the most extensive from the historical, sociological and politological literatures. In particular, it focuses on the analysis of the welfare state, a modern concept which had however its roots already in the Act of 1865. Further study in this article relate to the operation of public health in the municipalities, the problems encountered by local governments, the relationship between the municipalities and the local supervisory authorities of the the State; in this regard, particular attention is paid to the municipal bylaws on hygiene and health. It also deals with the relationship between health professionals and health laws, in municipalities and hospitals, in mutual and health insurance organizations, and illustrates the influences exerted by the physicians in the acceleration or deceleration in the progress of health care legislation.

This article illustrates the development of Italian politics on emigration up to the end of the ... more This article illustrates the development of Italian politics on emigration up to
the end of the First World War (and even later), focusing on the operation and
activity of the Commissariato generale dell’emigrazione (Commissioner-General of
Emigration, 1901–27), a government agency that enjoyed considerable autonomy.
The research is based on archival materials and the study of publications of the
time, and proposes an unconventional view on the phenomenon of migration,
as seen through the relationship between the evolution of the regulatory system
and the political orientations of the ruling classes. Indeed, Italy progressively
increased the freedom of expatriation, to the point of creating social legislation
for the protection of emigrants, with the ambition of extending Italy’s influence
over the countries of destination. This policy of migration interfered with foreign
policy, and was at times influenced by the nationalism emerging in Italy at the
time, even to the extent of provoking diplomatic disputes. For these reasons,
the activity of the Commissariato generale dell’emigrazione created friction with
the traditional consular network; these conflicts and the insufficient margin of
autonomy given to the Commission in practice prevented the concrete completion
of its more advanced projects.

Covering an extended historical periodization, this essay examines Italian healthcare politics, c... more Covering an extended historical periodization, this essay examines Italian healthcare politics, comparing them to the increasing influence of medical doctors and their ability to influence the legislature in decision making. The key element to emerge from this study is the substantial continuity of objectives from the period of the construction of the Italian State up to the 1970s. In that phase, public health is to be understood predominantly as ‘health policing’, that is to say as a branch of the power the executive held over society (epidemics, degenerative illnesses, care for the poor). The increased demand for healthcare from private individuals, in most cases based on insurances, alongside the ability of the medical body to create an identity for itself as the country’s critical conscience in terms of sanitation and the spread of disease, progressively widened the responsibilities of public healthcare, thus complicating issues of its organization and management. The 1978 reform, not without its own quandaries, marks a moment of discontinuity with the previous model, surpassing the limitations of healthcare policing, widening the concept of health and freeing treatment from provident insurances by financing it through general taxation.

This article gives the account of an Italian immigrant in gaucho territory and his brutal murder,... more This article gives the account of an Italian immigrant in gaucho territory and his brutal murder, which took place in 1892 in the Rio Grande do Sul (Brazil). His murder occurred a matter of weeks from the outbreak of the revolução federalista (1893-1895), and, in the years that followed, it was not to be an isolated incident. Similar events contributed to complications in diplomatic relations between Italy and Brazil, but also to paving the way for agreements between the two states in order to compensate the numerous innocent victims of the civil war. The stories of Italian emigrants, analogous to the unfortunate protagonist, that are recounted in this article, are based on documentation from public and private archives in Italy. Their relatives had lost all trace of them and turned to the Italian Foreign Ministry hoping to be included in the compensation programmes agreed upon in the bilateral agreements established between Italy and Brazil.

Solo alcune incursioni vengono fatte intorno alla VII legislatura, che comunque coinvolse la Lombardia, e nel periodo 1919-24. Si tratta di un quadro di lungo periodo, che intende far emergere alcune tra le molte tipologie notabilari presenti nella regione, con un’ampia illustrazione di percorsi individuali.

In particular, it focuses on the analysis of the welfare state, a modern concept which had however its roots already in the Act of 1865. Further study in this article relate to the operation of public health in the municipalities, the problems encountered by local governments, the relationship between the municipalities and the local supervisory authorities of the the State; in this regard, particular attention is paid to the municipal bylaws on hygiene and health. It also deals with the relationship between health professionals and health laws, in municipalities and hospitals, in mutual and health insurance organizations, and illustrates the influences exerted by the physicians in the acceleration or deceleration in the progress of health care legislation.

This article illustrates the development of Italian politics on emigration up to the end of the ... more This article illustrates the development of Italian politics on emigration up to
the end of the First World War (and even later), focusing on the operation and
activity of the Commissariato generale dell’emigrazione (Commissioner-General of
Emigration, 1901–27), a government agency that enjoyed considerable autonomy.
The research is based on archival materials and the study of publications of the
time, and proposes an unconventional view on the phenomenon of migration,
as seen through the relationship between the evolution of the regulatory system
and the political orientations of the ruling classes. Indeed, Italy progressively
increased the freedom of expatriation, to the point of creating social legislation
for the protection of emigrants, with the ambition of extending Italy’s influence
over the countries of destination. This policy of migration interfered with foreign
policy, and was at times influenced by the nationalism emerging in Italy at the
time, even to the extent of provoking diplomatic disputes. For these reasons,
the activity of the Commissariato generale dell’emigrazione created friction with
the traditional consular network; these conflicts and the insufficient margin of
autonomy given to the Commission in practice prevented the concrete completion
of its more advanced projects.

Covering an extended historical periodization, this essay examines Italian healthcare politics, c... more Covering an extended historical periodization, this essay examines Italian healthcare politics, comparing them to the increasing influence of medical doctors and their ability to influence the legislature in decision making. The key element to emerge from this study is the substantial continuity of objectives from the period of the construction of the Italian State up to the 1970s. In that phase, public health is to be understood predominantly as ‘health policing’, that is to say as a branch of the power the executive held over society (epidemics, degenerative illnesses, care for the poor). The increased demand for healthcare from private individuals, in most cases based on insurances, alongside the ability of the medical body to create an identity for itself as the country’s critical conscience in terms of sanitation and the spread of disease, progressively widened the responsibilities of public healthcare, thus complicating issues of its organization and management. The 1978 reform, not without its own quandaries, marks a moment of discontinuity with the previous model, surpassing the limitations of healthcare policing, widening the concept of health and freeing treatment from provident insurances by financing it through general taxation.

This article gives the account of an Italian immigrant in gaucho territory and his brutal murder,... more This article gives the account of an Italian immigrant in gaucho territory and his brutal murder, which took place in 1892 in the Rio Grande do Sul (Brazil). His murder occurred a matter of weeks from the outbreak of the revolução federalista (1893-1895), and, in the years that followed, it was not to be an isolated incident. Similar events contributed to complications in diplomatic relations between Italy and Brazil, but also to paving the way for agreements between the two states in order to compensate the numerous innocent victims of the civil war. The stories of Italian emigrants, analogous to the unfortunate protagonist, that are recounted in this article, are based on documentation from public and private archives in Italy. Their relatives had lost all trace of them and turned to the Italian Foreign Ministry hoping to be included in the compensation programmes agreed upon in the bilateral agreements established between Italy and Brazil.

Solo alcune incursioni vengono fatte intorno alla VII legislatura, che comunque coinvolse la Lombardia, e nel periodo 1919-24. Si tratta di un quadro di lungo periodo, che intende far emergere alcune tra le molte tipologie notabilari presenti nella regione, con un’ampia illustrazione di percorsi individuali.

Il volume affronta il problema della costituzione di un'identità di categoria e la costituzione d... more Il volume affronta il problema della costituzione di un'identità di categoria e la costituzione di gruppi d'interesse in un settore della piccola borghesia, i commercianti al dettaglio, nel contesto di una dimensione locale. È appunto in ambito locale che settori professionali e attori sociali alquanto frammentati sviluppano una identità comune e un progetto unitario di visibilità e di azione sociale, avente come principali referenti la cittadinanza e l'ente locale. I percorsi associativi e rivendicativi dei negozianti milanesi vengono illustrati in un arco trentennale, che segna il progressivo spostamento di questi gruppi sociali da posizioni democratico-radicali verso la destra politica. Si tratta dunque della verifica empirica di un percorso politico tipico di ampi settori della piccola borghesia, tuttavia non di un cammino fatale -come sottolinea Morris -quanto piuttosto di una scelta che trova le sue spiegazioni soprattutto nelle contingenze locali. Nel caso di Milano le cause vengono individuate nel sostegno dato dalle Giunte comunali di indirizzo popolare al movimento cooperativo, nella politica municipale "consumer-orientated" dei socialisti, che portava al controllo dei prezzi e all'aggravio fiscale sul commercio, grande e piccolo. L'impianto del volume, basato sulla rielaborazione di una tesi di dottorato e incentrato soprattutto sul ventennio dal 1885 al 1905, fa sì che il nodo fondamentale del rapporto di questa frazione della piccola borghesia milanese con il fascismo sia solo tratteggiato e non organicamente affrontato. In qualche modo anzi il problema viene eluso, a nostro parere perché il modello analitico utilizzato per il periodo a cavaliere tra Ottocento e Novecento, quello che privilegia l'ambito locale per individuare la formazione dell'identità categoriale e gli schieramenti politici degli esercenti, non appare egualmente valido per il dopoguerra. Per questa nuova epoca infatti, l'analisi deve necessariamente tenere conto della dimensione nazionale, vale a dire della mobilitazione nazionale in funzione antisocialista di ampi settori sociali intermedi, orientati all'adesione ad un blocco d'ordine di cui i fascisti erano parte. Il piano locale perde dunque pregnanza analitica di fronte alla mobilitazione della piccola borghesia attuata dalla guerra, alla sua progressiva adesione ad aspirazioni comuni sul piano nazionale, i cui elementi ideologici (antisocialismo, antiparlamentarismo, ma anche aspirazioni tecnocratiche e volontà di ridare pienamente corso ai meccanismi "puri" del mercato), facevano parte dell'eclettico bagaglio propagandistico di nazionalismo e fascismo. Ma su alcune di queste considerazioni torneremo più avanti. Per illustrare l'evoluzione dell'associazionismo di interesse degli esercenti, Morris conduce una robusta e documentata analisi economico-sociale del piccolo commercio milanese, in un riuscito e assai raramente intrapreso tentativo di seguire i destini di un aggregato statistico frammentato e diversificato, che cresce e si articola in stretto rapporto con le più generali vicende cittadine. Da più parti si è del resto evocata la necessità di intraprendere studi empirici sulle categorie, in particolare modo tra il frastagliato panorama delle "piccole borghesie", ma poi gli studi in questa direzione risultano scarsi; si deve così al pragmatismo dello storico britannico uno studio coraggioso e nel suo genere unico, che auspicabilmente verrà posto come termine di paragone metodologico e interpretativo, fosse anche per dissentire da alcune conclusioni e contestarne i percorsi. Il variegato impianto documentario di Morris si avvale per l'analisi economico-sociale del vasto apparato di serie statistiche elaborate dal Municipio di Milano (elaborazioni locali
