Due to dynamic changes of conditions under which the Army of Serbia operates, it is necessary to ... more Due to dynamic changes of conditions under which the Army of Serbia operates, it is necessary to responsibly and qualitatively envisage the employees to be needed by the organization in a specific period of time; knowledge, skills, and other abilities they will need to achieve objectives; and the period of time when certain employed members will have to be replaced or discharged. Once defined, values become obsolete and unusable in a relatively short period of time, and the knowledge, skills and other abilities become inadequate and unnecessary. Changes in values require also new knowledge, skills and abilities, which leads to a discrepancy between the condition of the human resources in an organization and the required operational capabilities for achieving the set objectives. The analysis of the discrepancy between the condition of the human resources and the operational capabilities of the Army ascertains the deviation of the current condition from the expected condition, and this discrepancy is overcome by eliminating the identified deficiencies, namely the capabilities and expectations are brought to balance. Human resources planning based on required abilities, is one of prerequisites for eliminating the disharmony between capabilities and expectations.

Through the transformation of staff or personnel function into one of the key management functions, the affairs and activities concerning the people in an organization have finally become a part of the management activities, acquiring a strategic importance for the organization. Human resources management in the defense system is a complex process of planning, organizing and monitoring the development of personnel, getting the human resources together and putting them into the function of achieving the organizational objectives. The efficiency of human resources management function has a direct impact on the longterm stability and functioning of the defense system. The paper explains the basic activities of human resources management and their implementation in the defense system, with reference to practical solutions applied in military organizations.

In this paper the process of force field analysis (hereafter: FFA) is analyzed, disadvantages of ... more In this paper the process of force field analysis (hereafter: FFA) is analyzed, disadvantages of this method are noted and a mode is proposed which allows reducing those disadvantages and increasing the reliability of solving complex problems using the FFA. To improve FFA, a research is conducted, several different methods are applied, and more than 40 specialists are tested. A new model of FFA is offered which is improved by a decision making trial evaluation laboratory (hereafter: DEMATEL) method. Improvement of FFA by using DEMATEL method is explained in the case study that describes the determination by business success of air transport and airport various economic factors. The effect of those factors can be positive or negative. Based on the results of research in the case study it is concluded that the proposed model maintains all advantages of current model and reduces the disadvantages. Also, the improved method increases the reliability of FFA. In addition to the scientific contribution there is also a significant social contribution of this research, which is reflected in the application of the proposed model in decision-making process.

Ecological security is a certain contemporary phenomenon that is present in diverse organizational units. This field is full of uncertainty and risks. From the moment of realizing that ignorance of ecological threats violates personal and collective security to a considerable extent and causes long-term and often catastrophic consequences to the environment, the need for ecological enlightenment has been recognized in many modern systems. The military organizations, which are the most complex security structures, are not an exception. This paper deals with security ecological risks in the military organizational systems and it emphasizes possibilities for effective action through constructive use of achievements of the modern digital age.

Development of science is determinated by the development of civilization. This is a reversible process of interdependence of science and civilization. Also, the genesis and development of civilization are monitored by conflicts among the tribal communities, and the emergence and development of the states, between citizens of them and nations. In essence, the development of civilization is directly related to the human ability to create, but also to destroy. In these conditions, conflicts arise and escalate into wars and the discovery of gunpowder and firearms in armed conflicts. Systematization of experiences from armed conflicts has enabled the creation of a unique scientific theoretical fund, which provides understanding of development of the uses of military units in armed conflicts. As a result of the development of this fund military science or science of defence created and developed. Exponential technological development of weapons systems and military equipment (military asset) improves the manner of use of military units and significantly complicates the organizational and combat structure of the army. Complexity of the organizational structure of the military influences on the development of science of defence and the emergence of a lot of number of scientific disciplines from the specter of the indigenous science of defence. In this paper it is presented a scientific review of the notional categorization of development of basic science of defense. In addition to the introduction and conclusion, the paper consists of two more parts. The first part deals with theoretical determination science of defence. In the second part it was given the classification of the science of defence and notional definition of the basic science of defence and their subjects and objects.

This paper describes an approach in the determination and evaluation of the criteria and attribut... more This paper describes an approach in the determination and evaluation of the criteria and attributes of criteria for selecting the air traffic protection aircraft. After collected initial criteria and attributes, the interaction between criteria and attributes of criteria for the selection of the aircraft especially for the protection of air traffic was evaluated by 45 respondents. Data processing and criteria and attributes determination were carried out by the DEMATEL method (by eliminating less significant criteria and attributes). Furthermore, the weight values of each criterion and attribute were determined by the AHP method. Prioritization was carried out using an eigenvector method. For determination reliability the consistency ratio was checked for each result. As a result the model for the selection of the aircraft was proposed.

In contemporary armed conflicts, air and air defence forces realize strategic effects through their operations and have decisive influence on the outcome of armed conflicts. In peacetime, these forces are the main factor in diverting and eliminating potential asymmetric threats from the air space. In addition to the introduction and conclusion, the paper consists of three more parts. The first part deals with a conceptual definition of air defence system. The second part gives an overview of the importance of defence system and the development of anti-missile, i.e. anti-cosmic defence system of NATO alliance and the Russian Federation. The third part describes prospects of the development of organizational structures and objectives of the development of air defence system of the Republic of Serbia.

In this paper the criteria for selection of air traffic control (ATC) radar position that provide... more In this paper the criteria for selection of air traffic control (ATC) radar position that provide successfully fulfilled role of radar in air traffic management are determined and evaluated. Using the questionnaire, experts determined the initial criteria for selecting the radar position. Furthermore, the hybridized DEMATEL-AHP-TOPSIS model was modified by using the interval type-2 fuzzy sets (IT2FS). Less important criteria were eliminated by using the IT2FS-DEMATEL method, the prioritization of the final criteria was carried out by using the IT2FS-AHP method and a multi-criteria decision making model was proposed. Of the four ATC radar positions offered, the optimal position was selected by using the IT2FS-TOPSIS method. Validation of model was carried out by using Fuzzy and the IT2FS modified methods: TOPSIS, COPRAS and MABAC. A sensitivity analysis was carried out through 36 scenarios of changes in the criteria's weights.

Determination of required defence capabilities is the most important and complex phase in capability-based planning process. The result of this phase is the list of required capabilities of the defence system. The paper presents method of determination of defence capability requirements and describes practical tools for the identification and the description of required defence capabilities. The capability requirements are identified by perceiving relationships among operational objectives, effects tasks. The capability requirement description contains standards and conditions that clarify necessary capability.

Airspace control and protection is extremely significant task for every state from security, poli... more Airspace control and protection is extremely significant task for every state from security, political, economic and other points of view. However, airspace control requires engagement of technology and people. This, in turn, generates certain costs. This paper presents the research results of long-term financial sustainability of the performance of airspace control and protection on the example of the Republic of Serbia. Cost analysis of this task was realized on the basis of information available from open sources, and the KOSTMOD software was applied for the calculation of the long-term financial sustainability. The results of this research are presented in the paper as the credibility scientific solutions. In addition, this research offers a practical method solution of long-term analysis and evaluation, which can be applied in solving this and similar problems, and provides an overview of the importance of the airspace control and protection, not only from military, but also, from economic aspects.

Scenario as a hypothetical situation for future environment enables exploration of different possibilities of environment development in the future. Many methods based on a morphological analysis are used to develop scenarios. Numerous configurations of morphological fields prevent further use of scenarios and a practical description of the various scenarios. It is possible to reduce the number of configuration of morphological fields, classify configuration according to the different scenario classes and determine the representative configuration for the worst and best scenario case for each class of scenarios by integrating the method for scenario development with the decision-making methods. In this way further processing and description of scenarios is enabled, thus fulfilling a practical role of scenarios in the planning process.

Serbia he prioritization of criteria for the selection of radar for the air traffic control and p... more Serbia he prioritization of criteria for the selection of radar for the air traffic control and protection by multi-criteria decision-making is presented in the paper. By analyzing the content of the available literature, the criteria and attributes of the criteria, on whose basis it is possible to evaluate the radar for the air traffic control, have been separated. The mutual influence of the criteria and attributes has been exerted by testing a group of experts using a questionnaire (the AHP questionnaire). The obtained values are fuzzificated in triangular fuzzy numbers. The processing of the gathered data-triangular fuzzy numbers and the prioritization of the criteria and attributes has been carried out by the AHP method. The consistency of the results has been tested by the ratio of consistency. On the basis of the results, the model that enables the selection of optimal radar for the air traffic control and protection has been proposed.

This paper presents the research results of long-term financial sustainability of the performance of airspace control and protection on the example of the Republic of Serbia. Cost analysis of this task was realized on the basis of information available from open sources, and the KOSTMOD software was applied for the calculation of the long-term financial sustainability. The results of this research are presented in the paper as the credibility scientific solutions. In addition, this research offers a practical method solution of long-term analysis and evaluation, which can be applied in solving this and similar problems, and provides an overview of the importance of the airspace control and protection, not only from military, but also, from economic aspects.

In this paper the criteria for selection of air traffic control (ATC) radar position that provide... more In this paper the criteria for selection of air traffic control (ATC) radar position that provide successfully fulfilled role of radar in air traffic management are determined and evaluated. Using the questionnaire, experts determined the initial criteria for selecting the radar position. Furthermore, the hybridized DEMATEL-AHP-TOPSIS model was modified by using the interval type-2 fuzzy sets (IT2FS). Less important criteria were eliminated by using the IT2FS-DEMATEL method, the prioritization of the final criteria was carried out by using the IT2FS-AHP method and a multi-criteria decision making model was proposed. Of the four ATC radar positions offered, the optimal position was selected by using the IT2FS-TOPSIS method. Validation of model was carried out by using Fuzzy and the IT2FS modified methods: TOPSIS, COPRAS and MABAC. A sensitivity analysis was carried out through 36 scenarios of changes in the criteria's weights.

Scenario as a hypothetical situation for future environment enables exploration of different possibilities of environment development in the future. Many methods based on a morphological analysis are used to develop scenarios. Numerous configurations of morphological fields prevent further use of scenarios and a practical description of the various scenarios. It is possible to reduce the number of configuration of morphological fields, classify configuration according to the different scenario classes and determine the representative configuration for the worst and best scenario case for each class of scenarios by integrating the method for scenario development with the decision-making methods. In this way further processing and description of scenarios is enabled, thus fulfilling a practical role of scenarios in the planning process.

The historical-comparative method, content analysis and the methods of definition and classification have been primarily applied in the paper. Furthermore, the first part relates to the perception of armed conflict in accordance with classic and military theories including modern theories of warfare. Serbia he prioritization of criteria for the selection of radar for the air traffic control and p... more Serbia he prioritization of criteria for the selection of radar for the air traffic control and protection by multi-criteria decision-making is presented in the paper. By analyzing the content of the available literature, the criteria and attributes of the criteria, on whose basis it is possible to evaluate the radar for the air traffic control, have been separated. The mutual influence of the criteria and attributes has been exerted by testing a group of experts using a questionnaire (the AHP questionnaire). The obtained values are fuzzificated in triangular fuzzy numbers. The processing of the gathered data-triangular fuzzy numbers and the prioritization of the criteria and attributes has been carried out by the AHP method. The consistency of the results has been tested by the ratio of consistency. On the basis of the results, the model that enables the selection of optimal radar for the air traffic control and protection has been proposed.
