Urban peripheries can be defined as a 'semiosphere,' that is, the semiotic space, outside of whic... more Urban peripheries can be defined as a 'semiosphere,' that is, the semiotic space, outside of which semiosis or the respective content cannot exist (Lotman 1990; Lotman 2005). Within these semiospheres, the construction of a new idea for social integration is possible through the use of a bottom-up approach to public policy, and the recognition of the linguistic communities that populate these semiospheres. This article concerns ethnographic research that focuses on the analysis of suburban linguistic landscapes in Europe. As such, the article has two aims. In its first aim, it proposes a reflection on the impact of public policies on the linguistic architecture of the centre of Rome and London, two urban metropolises where cultural and social diversity is often hidden behind linguistic homogeneity and social norms imposed from above. In its second aim, it analyses the role that the periphery can play in initiating a revolution from below, mainly predicated on its cityscape, characterized by linguistic anarchy and hybridisation processes regulated by endogenous social laws. I investigate the visibility of minorities and new language communities within the ethnic and cultural heterogeneity of suburban areas through the observation of both linguistic and visual signs. Moreover, this research, beginning from the elicitation of the theoretical assumptions on which it is grounded, emphasizes the need for a holistic analysis of complex social ecosystems and the multiple linguistic signs that populate them.

This article analyses the impact that public policies implemented at local level have on educatio... more This article analyses the impact that public policies implemented at local level have on educational communities and on the social fabric by promoting the integration of foreign or migrant citizens through activities oriented towards the valorisation of their languages and cultures of origin. Starting from an examination of the Council of Europe’s language and education policies and the concept of autobiographical narrative proposed by Jerome Bruner, this contribution aims to highlight the importance that narrativity can play in multi-ethnic educational and social contexts to foster social inclusion. To this end, we will examine case studies developed in Canada, Austria, Ireland and England, which highlight how bottom-up approaches to public policy implementation positively influence the process of integration of linguistic and cultural diversity.

As technology has become an agent of immense change, it has forced upon the education system Clou... more As technology has become an agent of immense change, it has forced upon the education system Cloud Computing which in the future will have significant ripple effect. In this new educational environment personalized learning should take a central place. To reach this we first need to analyse what personalized learning exactly is. Although there are many definitions and interpretations there is a consensus that personalized learning starts with the learner in the centre, actively designing the learning goals, deciding how to access and acquire information, and owning the learning. To make this possible the existing virtual learning environment (VLEs) must be transformed into real personal learning environments, using an adapted pedagogy thus making i-learning possible.

The main aim of this paper is to describe the effects of language education policies on linguistic and cultural integration of migrants and foreign students thanks to the implementation of school curricula based on the paradigm of plurilingual and intercultural education. Data were collected through the results of an action-research project that was carried out in the last five school years in Italy. Its theoretical framework was constituted by studies and researches of the Language Policy Union of the Council of Europe. The analysis of its outcomes pointed out how the application of those policies engaged teachers to use plurilingual and intercultural education in multilingual classrooms and showed their positive effects on pupils’ behavior towards tolerance and acceptance of diversity. They underlined the importance of bottom-up approaches in education in order to foster sociocultural changes and the fundamental role that education systems, schools, school curricula and language policies can play for the realization of the European Project.
