Enrico Barone's famous article on economic planning, "Il Ministro della Produzione nello Stato Co... more Enrico Barone's famous article on economic planning, "Il Ministro della Produzione nello Stato Collettivista" ("The Ministry of Production in the Collectivist State"), which showed the theoretical possibility of an economically efficient collectivist planned economy, was published in Giornale degli Economisti in 1908. Barone's article has been widely cited, particularly in the comparative economic systems literature, but it has not been very widely read or analyzed in recent years, and there is not much literature that places Barone's "Ministry" model in the context of his other works or in its historical, social, or ideological context. The aims of this paper are: a) to analyze Barone's model in depth and to clarify a text which is often obscure; b) to interpret the most problematic passages using Barone's other writings, and the later literature on the subject; and c) to examine the apparent contradiction between Barone's hostility to socialism and his attempt to formulate the pure theory of the collectivist economy.

Without denying the various distinct stages of Pantaleoni’s intellectual development, this work s... more Without denying the various distinct stages of Pantaleoni’s intellectual development, this work shows how considerable was its continuity, identified here in a vision understood in Schumpeter’s sense of «ideological bias». It is argued that Pantaleoni sought scientific legitimacy for his ideology by basing it on a theory very fashionable at that time: Spencer’s Social Darwinism. In each of the various stages of his work are to be found the sequence of the five subjects the vision consists of: hedonism, selection, inequality, coercion, and progress. The study demonstrates that Pantaleoni’s motivation, even in his most abstract of arguments, was always his hostility to socialism. Following in Spencer’s footsteps, what he aimed at was the progressive evolution of society, which he felt was threatened by socialist theories.

Italy entered the war in May 1915, the USA in April 1917. One hundred years on, this paper examin... more Italy entered the war in May 1915, the USA in April 1917. One hundred years on, this paper examines the viewpoint of Antonio de Viti de Marco, the renowned Italian economist who was one of the founders of the pure theory of Public Finance. It first focuses on De Viti’s interpretation of the economic and political aspects of the Great War, and reconstructs his vision of the world conflict as a struggle between liberal democracies and authoritarian states. Secondly, the paper highlights the convergence of De Viti’s ideals with those of President Wilson, seen as the powerful international leader of the Italian democratic interventionists. It also clarifies that the “Wilsonianism” of this movement originated in the Italian Risorgimento, and suggests that this convergence was not coincidental. Finally, it shows how, after the war, the unconditional admiration De Viti felt for the American positions gave way to bitter disappointment.

The purpose of this article is to show that there is a gap in the literature on the sources of mo... more The purpose of this article is to show that there is a gap in the literature on the sources of monopoly power. It looks at the literature on the history of different topics (Industrial Organization, Models of profit maximization in non-competitive markets, Antitrust, Competition) to find out which kind of limitation to entry economists before Bain took into account, the role they attributed to the number of firms present in the market, and their ideas on potential competition. It finds that there are good reasons to investigate the sources of market power in the Italian marginalist thought. The paper demonstrate that: 1. new filiations of ideas can be traced; 2. entry is not considered before 1950s only in analytical models, while in non formalized theory there is a lot on this notion; 3. economists were perfectly aware of the situation between perfect competition and monopoly before 1930s; 4. The economists teaching in Italian universities formed influential schools which produced the cou... more The economists teaching in Italian universities formed influential schools which produced the country’s elites. The relationship between these schools and fascism is varied and complex. Despite some particular features due to fascist legislation, the development of the Italian system of university education did not differ from that of other European countries. The investigation conducted in this chapter on the universities’ transition from the liberal age to the fascist “era” offers a description of the salient episodes marking the relationship between the economists and the regime. The reconstruction of both institutional and theoretical aspects, accompanied by a careful study of the political and social context, forms the basis for a tentative interpretation of the history of Italy between the two world wars.
