Great power interest, reshuffling of the government authority, oil politics that creates lack of balance of power is highly responsible for the instability. So, it is quite necessary to balance the power in the region that will ensure security and stability in the region. Massive industrialization, which emits GHG, is responsible for such natural calamities. EU & USA are two largest emitter of GHG that causes natural calamities in rest of the world. The role of powerful actors needs to accelerate and to converge. Their divergence in climate change policies creates stagnation in promoting environment friendly action. International Institutions and systematic pressure from third world have put them on a platform were they work together to fight natural calamities.

Rapoport• give birth to the theory of “waves of terrorism” accelerated by 9/11 attack. He argues that there are four distinctive waves of modern terrorism, where each wave has its own ideological identity. He emphasizes on fourth wave as it becomes more deadly. Fourth wave terrorism is religious and global in nature. Global leaders found the issue as a prime concern to tackle. They took the fact to study in a broader range for making clear sense of understanding and finding way out to put an end. Experts suggests, studying on different terrorist events, to work together for overcoming the problem. So, it has become a common affair for the international community to fight against terrorism together. Bangladesh is a part of the global community. Moreover, it is facing trouble of the terrorism, frequently. So, it is required to detect the affinity of Bangladesh with global terrorism for participating in Global Counter Terrorism (GCT) action effectively.

This paper uses different indicators of Development Approach for gender analysis in different development policies and their implementation on women in Bangladesh. Doing so, different development policies such as Five Year Plan (First - Fourth), National Population Policy, PRSP of Bangladesh has been analyzed using the indicators of Human Development Index (HDI) and Gender related Development Index (GDI). Though there is a little chance for women to enter into the discourse of human development, but strategy of mainstreaming women is still confined within the same framework adopted in different development policies of Bangladesh. Even, implementation of these policies on women or in local levels of Bangladesh is beggar description. So, there is a need to adopt new policies in Bangladesh regarding gender sensitivity for mainstreaming women in the development paradigm as a whole.
