Education is inevitable for Human resource development and then national development. However, in... more Education is inevitable for Human resource development and then national development. However, in most of the developing countries, due to the limitation of resources it is almost impossible to educate all of their citizens through on-campus teaching. Huge amount of money is warranted to establish the infrastructure for on-campus teaching which is out of the reach of the developing countries. In this circumstances, to educate their huge population the developing countries are to depend on open learning and distance education system. However, a question still stands: can the educators dissimulate knowledge to the learners smoothly through this new system of education? Some recent research shows that the graduates of the open and distance learning institutions in the developing countries are treated as second-grade graduates. This paper aims to identify the barriers to the development of distance and Open learning system in Bangladesh and suggest possible alternatives may be followed to overcome the barriers.

Distance education is thought to be an effective way of educating people of all sections in socie... more Distance education is thought to be an effective way of educating people of all sections in society. The delivery system in distance education is different than that in the conventional on-campus teaching. However, distance education is considered as close substitute for the conventional on-campus teaching keeping in mind the premises that different types of media (print, audio, video, telephone, computerbased communication system, etc.) are synchronized in the delivery process in distance education and open learning system. Of course, in this age of information super high-way, nobody can challenge the possibility that effective and quality education can be offered through different types of modern media -without any real class room. Real class room can be substituted by virtual class room environment. Now a question frequently strikes our mind: "Is the realities in the developing countries like Bangladesh, where access to modern technologies is very limited, meet the philosophy of distance education?" This paper aims at examining whether there is any gap between the philosophy of the distance education and the reality in the developing countries like Bangladesh and identify the factors lies behind this gap. Then suggests some measures to be taken to minimize the gap. In the paper, we have analysed the data derived from a survey on the Secondary School Certificate programme of Bangladesh Open University.

Introduction: E-learning as an advanced system for learning through Information Communication Tec... more Introduction: E-learning as an advanced system for learning through Information Communication Technologies (ICTs) is becoming an engine of innovation in education. In LIS education, it is becoming popular day by day due to its applicability and recognized as a suitable mode of education. This system also changes the library and information services, changing the role of information professionals and unwrap a new vista for effective and efficient environment for library education. Method: In order to provide a detailed analysis of the literature on e-learning in LIS education many webliographic sources were consulted. Current situation of e-learning in Bangladesh, documentary sources and direct observations are the major methods of this article. Result: This study examines the LIS education in e-learning environment and its implications in other areas. This study also gives an overview of e-learning education systems in Bangladesh and finds out problems of e-learning in LIS educations in Bangladesh. To reach information superhighway and face the e-learning environment, Bangladesh needs a proposal to acquaint with this system. It provides a proposal to apply distance and e-learning modes adopted by different LIS institutions in Bangladesh. This article also makes some recommendations for implementing the proposal. Conclusion: In 21 st century, learning mode is increasingly relying on various forms of electronic delivery and communications. E-learning is now widely used to promote distance education in an effective way. Bangladesh needs an immediate dedicated decision to ensure an appropriate e-learning environment in LIS education.

Several components of e-Learning readiness are analyzed and discussed in the light of successfully e-Learning evolved countries. Depending on the analysis we have proposed some useful recommendations to be implemented for government, industry, society and education for establishing successful and sustainable e-Learning systems.
