As a Muslim-majority country, Bangladesh is yet to incorporate the Islamic tools of poverty eradi... more As a Muslim-majority country, Bangladesh is yet to incorporate the Islamic tools of poverty eradication like zakah and waqf in the national poverty eradication policies and strategies though waqf resources pose huge potentialities to attain Sustainable Development Goal-1 aiming at “Ending Poverty”. Usually, waqf resources are spent privately to establish and run different religious institutions where the diversified uses of it to bring the poor people out of the bane of poorness by managing the resources gets less attention. Most of the waqf estates are unregistered, illegally occupied, underutilized or unutilized to meet the social well-being sustainably due to policy deficiency and poor administrative arrangement. This paper aims to seek the way how the waqf resource can be a powerful tool to attain the SDG-1. It provides a sevenfold strategic model to mobilize the waqf resources under the seven targets of SDG-1 and suggestions to revitalize waqf for attaining broadest social well-being in Bangladesh.

Recently when advised to disseminate the paper, since more than a year had passed from its first ... more Recently when advised to disseminate the paper, since more than a year had passed from its first write-up, it was felt necessary to update and revise the paper taking into account more recent developments. The title of the paper, and a clear focus on selective approach in fertility regulation, were deliberately chosen. Even though the seriousness of population problems in Bangladesh deserve an over riding consideration to focus on fertility regulation in its population policies, the authors carefully considered the needs of population policies within the broader principles of human rights and the ICPD commitments. Given the convincing evidences indicating that achievement of replacement level fertility, and eventual stabilization of population, is possible by meeting unmet needs and demands, the paper focuses on program efforts in fertility regulation sector. The authors however do not de-emphasize the policy needs on other sectors such as social, economic and legal sectors.

The attainment of Sustainable Development Goals (SDGs) solely depends on social peace and inclusi... more The attainment of Sustainable Development Goals (SDGs) solely depends on social peace and inclusiveness that can be afforded by transforming people’s choice through free and fair elections into legitimate government. Of the 17 SDGs, the SDG-16 ask for promoting peaceful and inclusive societies, provide access to justice for all and build effective, accountable and inclusive institutions at all levels. Since periodical, the inclusive and participatory election is marked as an unbending prerequisite of effective people’s participation in building an inclusive peaceful society. A legally and structurally strong election commission, meaning free from all sorts of interceptions and influences, is also a must. In Bangladesh, after the 15th amendment of the Constitution, the new reality demands more power and freedom for the Election Commission Bangladesh (EC) in terms of legal and institutional power for holding fair and credible elections. The 10th Parliamentary Elections held on January 5, 2014, under the ruling regime has raised apprehension that without inclusive elections the transformation of Bangladesh into the peaceful and accountable state would be unviable. An independent, accountable and stronger election commission can successfully lead the country towards peaceful and inclusive society what we observed many times since the reintroduction of parliamentary democracy in 1991. So, how the EC could ensure participatory, free, fair and inclusive election has been an issue of intense discussion, debate and academic endeavors. This paper analyzes what types of challenges the EC faced under political regimes in holding inclusive elections and the legal and institutional setbacks that plunged the EC for which fair elections were unimaginable. The paper suggests for which length of legal and institutional reforms are needed to get a capable and effective EC for holding inclusive and participatory elections aiming at attaining the SDG-16 in Bangladesh.

The existing provision of job reservation, quota system, in Bangladesh Civil Service recruitment ... more The existing provision of job reservation, quota system, in Bangladesh Civil Service recruitment doesn't comply with the constitutional principles, but the recruitment system that reserves 56% job for five categoriesfreedom fighters, women, district, tribal and disabled -is being consistently upheld. The quota was introduced in 1972 in favour of backward section of citizens for the purpose of securing their adequate representation in the service, though backward section of citizens is not defined and no time frame was suggested for phasing out. However, with the passage of time, the provision has created a new discrimination in civil bureaucracy and has hindered, if not spoiled, the nation building process. The paper principally aims at disseminating the overall scenario of quota-dominated entry level recruitment in civil service and its consequences in the nation building process. The paper suggests for complete abolish the discriminatory quota provision, which has been backfiring for many years, or reform its distribution for securing nation building.

Globally there has no unique teaching style to educate undergrad students, despite most universities basically follow the old-fashioned lecturing style. To assess students' learning, written examinations, assignments, presentation and field work are still followed while main emphasis put on formal examinations. World Civilization as a 100-mark mandatory course involving three credit for the third year law students in Bangladesh Islami University outlines wide coverage of the entire journey of human civilization that encompasses from the beginning of the universe to recent phenomena. The course vastly helps the students to extend their knowledge of different ancient, medieval and modern civilizations, major religions that immensely contributed the world, major wars that accelerated civilization growth and recent phenomena of world politics. This article about the pedagogy what I follow to educate undergrad students in and out of the classroom, curriculum what the department prescribed for them to understand the civilization and the assessment style what the university stipulated.

Slow demise from the political frontline and subsequent weakness of Bangladesh Jamaat-e-Islami (B... more Slow demise from the political frontline and subsequent weakness of Bangladesh Jamaat-e-Islami (BJI) due to ultra secular Bangladesh government's harsh attack, extremism has been getting space in ever social changer youths' mind in Bangladesh. The top leaders of the largest Islamist party had faced trailed for their alleged involvement with the crime against humanity during liberation war in 1971. Till the end of 2016, five of the party's top leaders, including party chief, deputy and top ranked leaders, were hanged to death, party's former chief and mentor was expired while serving jail term. As per the party's insiders, around 30,000 leaders and activists of the moderate Islamist parity are imprisoned and under trial in several cases, most of politically motivated cases. All offices of the movement from remote rural areas to capital city have been occupied by ruling party thugs or padlocked by law enforcers. Those who still out of the jail are living underground life but propagate the party ideology like many other ideology-based parties around the world. The financial institutions of the party men have been vandalized or ceased by government and the pro-Islamist people are facing purge in government and non government offices. The moderate Islamist party's peasant, labor, cultural, and most influential student fronts are suffering from the government attacks, confinement and intimidating with several cases. The government has not outlawed the party but cancelled the registration to participate in polls. The party has not been allowed to organize any political program or activity though their supported people regularly being elected in local elections held in 2014-2016 across the country. The government-backed Gonojagoron Mancho (Podium of awakened people) in 2013 by occupying major streets of the capital demanded for changing the Crime Tribunal Act and government by amending the act following retrospective effect hanged BJI leader Abdul Quader Mollah. The oppression against the party men and violation of their rights granted by the Constitution have angered many youths who want to establish Shahriah law. There is a plethora of policy/strategy documents relevant to broad agriculture and rural development in Bangladesh. These can be classified in three subcategories-crops, non-crops and cross cutting policies. As one would expect, about a half of the policy documents deal with crop sub-sector at large, although the contents of these documents deal mainly with cereal crops, especially rice. Non-crop sub-sector, covering fishery, livestock and forestry, appear less prominently both in terms of coverage and focus. The crosscutting policies include those related to land, water, food and rural development.

Globalization is a process of interaction and integration among the people, companies, and govern... more Globalization is a process of interaction and integration among the people, companies, and governments of different nations, a process driven by international trade and investment and aided by information technology. This process has effects on the environment, on culture, on political systems, on economic development and prosperity, and on human physical well-being in societies around the world. Globalization is not new, though for thousands of years, people—and, later, corporations—have been buying from and selling to each other in lands at great distances, such as through the famed Silk Road across Central Asia that connected China and Europe during the Middle Ages. The uncritical exponents of the concept of Globalization use the term to conceptualize the increasing trend of economic, political and social integration of countries of the world, wherein this increased integration has been seen as the result of gradual liberalization of international trade in goods and services, of strengthening and cheapening the modes of information dissemination, transport and communication with the help of the ongoing revolution in information and communication technology across state frontiers and of the increasing pressure of overseas migration. Paul James (2005) said " Globalization is the extension of social relations across world-space, defining that world-space in terms of the historically variable ways that it has been practiced and socially understood through changing world-time ". Swedish journalist Thomas Larsson (2001), in his book The Race to the Top: The Real Story of Globalization, states that globalization is the process of world shrinkage, of distances getting shorter, things moving closer. It pertains to the increasing ease with which somebody on one side of the world can interact, to mutual benefit, with somebody on the other side of the world.

When Bangladesh is achieving noticeable economic development in terms of GDP growth (above 6.5% on average), 24.3% people are still living under the poverty line where 12.9% are extremely poor (BBS 2017) due to lack of resource, misdirected resource mobilization, policy deficiencies and poor implementation of social safety net programmes in the country.
