Landscape-change studies have attracted increasing interest because of their importance to land m... more Landscape-change studies have attracted increasing interest because of their importance to land management and the sustainable livelihoods of rural communities. However, empirical studies on landscape change and its drivers are often poorly understood, particularly, in small rural communities in developing countries such as South Africa. The present study surveyed local community livelihoods and perceptions of landscape change in the Nzhelele and Levuvhu river catchments in Limpopo Province, South Africa. These areas have experienced land reform and are also characterized by environmental degradation, poverty, inequality and environmental justice concerns among other issues. Land-cover maps derived from Landsat satellite imagery were used for purposes of correlating and validating the survey data findings and results. The Oxford dictionary defines the word "blues" as meaning "a feeling of depression or deep unhapp... more The Oxford dictionary defines the word "blues" as meaning "a feeling of depression or deep unhappiness, gloominess, despondency, dejection and despair". The concept of low-income housing (LIH) and the notion of housing backlogs and deficits "blues" in South Africa is linked to a sub-optimal performing LIH sector in which slow turnaround times, slow service LIH delivery stock turnover and continued failure to reverse significantly LIH waiting list requirements persists across municipalities throughout the country. Coupled with the challenge and threat presented by climate change (CC) induced vulnerabilities for LIH with questions marks hanging with respect to the capacity and capabilities of both state and non-state actors to provide a sustainable CC resilient and insulated LIH sector in the country, so much that perceived feelings of gloom, despondency, dejection and despair start finding expression in respect to the ability of the housing sector to guarantee settlement resilience in this new climatic and socioeconomic environment. The aim and purpose of this paper are: (1) to contribute to the understanding of the concept of lowincome housing backlogs and deficits "blues" in South Africa. This is achieved through suggesting how innovative lean housing construction and development approach/models can play a "catalytic" role in the quest to redress low-income housing provision and delivery requirements; and (2) to argue that applied research and development of housing innovations in practice is critical in transforming the low-income housing sustainability agenda in South Africa and by extension in developing countries. The analysis is based on a critical literature review of housing approaches of low-income housing delivery, affordable strategies, policy implementation realities and discourses, low-income housing technology options, in addition to industry experience and own observation. This paper establishes the significance of considering up scaling the implementation of lean advanced construction techniques, use of low-cost building materials and fast-construction building techniques in responding to the growing demand for low-income housing provision and services in South Africa. The need to continuously monitor, evaluate and review the housing policy and regulatory setup relevancy in addressing low-income housing deficits and backlogs with the aid of a lean construction as necessary to improve low-income housing delivery deployment in South Africa.

This study explored the implications of climate change for rural transport in South Africa. The a... more This study explored the implications of climate change for rural transport in South Africa. The article was seeking to convert existing rural transport adaptation constraints into rural transport adaptation opportunities. Challenges and constraints to rural transport adaptation transitions were also explored. The research methodology adopted was a review of the literature and references to case study examples. Then a four-stage multi-analytical approach was used to unravel and decode the major rural transport and climate change issues in South Africa. Consequent to the analysis, a framework of analysis for strongly integrating climate change to rural transport interventions was advanced. The findings indicated the existing rural transport adaptation measures and options in South Africa. The article concludes by highlighting the complexity and intricate dynamic nature of interactions, networks and systems that impact rural South Africa. This paper chronicles the process of developing a framework for measuring spatial planning outcom... more This paper chronicles the process of developing a framework for measuring spatial planning outcomes in South Africa-defining and articulating the desired spatial planning outcomes as well as the mechanisms through which they can be measured. Given that the development of indicator sets and monitoring frameworks for spatial policy are considered as an ever-evolving iterative process as new agendas, challenges and opportunities emerge and others assume less importance, the paper proposes a suite of robust spatial development indicators which translate complex relationships involving a plurality of actors across different operationally independent policy sectors in a way that enables the tracking of spatial trends over time. It also enumerates the key success factors associated with implementing the proposed framework nestled on multiple spatial scales.
This paper seeks to establish a baseline against which to assess the impacts of the 'Ehlanzeni Di... more This paper seeks to establish a baseline against which to assess the impacts of the 'Ehlanzeni District Health Transport Function' for the district's healthcare service delivery output, and by extension, health and welfare outcomes. The main objective of the study was to conduct a strategic analysis of how the transport subsystem of the health and welfare system is linked to subsets of transport-dependent processes of healthcare delivery including the resultant impact on healthcare outcomes. A variety of qualitative and quantitative instruments were employed to gather data to respond to the study research questions. The study findings confirmed the existence of healthcare transport and logistics supply bottlenecks. These have tended to negatively impact on the delivery of healthcare commodities and services for Ehlanzeni residents. Inflexion points in the healthcare delivery continuum have been identified and a range of intervention options serving as countermeasures generated. A strand of thought that filters through the discussion is that the establishment of a district transport authority or a strengthened transport function could possibly be the fulcrum of a sustainable healthcare transport and logistics, and by extension, pro-poor healthcare delivery system.

This is achieved by means of linking the social dimensions and impact of sustainable transport and mobility with approaches, principles and values of social development. Sustainable social transport and mobility uses resources and people as the unit of analysis. The societal role of transport and mobility is explored through reviewing the connection between social development as underpinned by transport and mobility indicators such as access, quality, quantity, service levels and the mobility needs of different transport modes available in South Africa. In addition, the role that transport and mobility has played in the urban development of South Africa is described. Options and strategies for enhancing the integration of social dimensions in transport and mobility projects, programmes and plans are outlined.

Improved freight transport can effectively enhance socio-economic development and job creation in the area. Consequently, in 2012, Vhembe District Municipality (VDM) commissioned a study for the development of the District Freight Logistics Strategy. The key objective of the study was to unpack freight logistics operations in the District and to inform the District of the freight situation in terms of type, origin and destination of freight products, condition and capacity of key corridors and intervention measures required to address any bottlenecks. It argues that the major theoretical, policy and practice discourses - explaining the intersection of physical planning and governance - relate to the disconnect between the evolution and evolving colonial and post- colonial inward-looking transformation and developmental agenda and approaches as contrasted to the contemporary outward-looking, globally-orientated and overarching principles and framework agenda and approaches. The paper further argues for the application of a context-specific governance-driven physical planning model that has, at its core, the need to provide collaborative planning partnerships and robust implementation frameworks in tandem with key spatial development drivers, themes, patterns and impacts, as a necessary and viable starting position
