U ovom sistematiziranom pregledu istražuje se postojeća literatura objavljena od 1990. do travnja... more U ovom sistematiziranom pregledu istražuje se postojeća literatura objavljena od 1990. do travnja 2021. o napredovanju žena do vodećih pozicija u zdravstvu u europskim zemljama. Rezultati upućuju na to da se malo postojećih studija bavi napredovanjem žena do vodećih pozicija u zdravstvu u europskim zemljama. Studije analizirane u ovom članku pokazuju da su ravnoteža između poslovnog i privatnog života, društveni rodni stereotipi, profesionalni elitizam i nedostatak institucijske potpore ženama u karijeri kao što su mentorstvo ili fleksibilno radno vrijeme glavni čimbenici koji sprječavaju žene da napreduju do vodećih pozicija u zdravstvenom sustavu. Isto tako, mjere poput formalnog mentorstva, fleksibilno radno vrijeme i ugovor o radu kraćem od punog radnog vremena smatraju se institucijskim mjerama koje bi mogle pomoći u prevladavanju nekih prepreka razvoju karijere žena u zdravstvenoj skrbi.

This study examines the factors that have contributed to the success of some Central and Eastern European countries to improve their health care sector in the post communist period, while leaving others to its demise. While most literature has been focused on the political and economic transition of Eastern Europe, very little research has been done about the welfare aspects of the transition process, especially the health care sector. While the focus on political consequences and main macroeconomic reforms has shed light on many important processes, the lack of research of health care issues has lead to consequences on our ability to understand its impact on the future of the new democracies and their sustainability. This model looks at the impact of international (World Bank) and domestic institutions, corruption and public support and how they affect the ability of some countries to improve and reform their health care sector in the post-transition period.

Aim To assess the European Union's (EU) impact on the Croatian health policy, and identify wh... more Aim To assess the European Union's (EU) impact on the Croatian health policy, and identify which mechanisms and processes were used to shape a particular health policy on the EU and national levels. The study focused on the rare diseases policy to obtain a better insight into the process of policy shaping, starting at the EU level and moving down to the Croatian national level. Methods We conducted actor analysis, policy networks, and semi-structured qualitative interviews with key policy actors at the EU and domestic level. The analysis of actors included actor mapping, the analysis of their relationships, and of their interdependence. Policy networks involved identifying key actors and analyzing them separately to create both policy networks to explain their hierarchy and relationships. Croatia’s overall educational and innovatory potential for health knowledge transfer remains above average when compared to what has been achieved by other new EU Member States, and it is dominated by public sector research institutes and universities. This unrealized potential could be improved further by enhancing the international dissemination of Croatian medical expertise using public diplomacy. This trend was reflected in the increasing number of newly formed international organization (economic and security) as well as in the increased membership in the already existing ones. The evidence of this trend has been particularly visible since the end of the Cold War, when the race of the Eastern European countries to enter international organizations has been as competitive as ever. Health and health care provision are one of the most important topics in public policy, and often... more Health and health care provision are one of the most important topics in public policy, and often a highly debated topic in the political arena. The importance of considering trust in the health care sector is highlighted by studies showing that trust is associated, among others, with poor self-related health, and poorer health outcomes. Similarly, corruption has shown to create economic costs and inefficiencies in the health care sector. This is particularly important for a newly democratized country such as Croatia, where a policy responsive government indicates a high level of quality of democracy (Roberts, 2009) and where a legacy of corruption in the health care sector has been carried over from the previous regime. In this study, I assess the relationship between health care corruption and trust in public health care and hypothesize that experience with health care corruption as well as perception of corruption has a negative effect on trust in public care facilities. Data were collected in two surveys, administered in 2007 and 2009 in Croatia. Experience with corruption and salience with corruption has a negative effect on trust in public health care in the 2007 survey, but not in the 2009 survey. While the results are mixed, they point to the importance of further studying this relationship.

We analyze these relationships in a multiple regression analysis of seventy-three new democracies, as well as in the Croatian case study, and find that political party fractionalization increases corruption, delayed by one election cycle. Being a new democracy also increases corruption.
