Há mais de 150 anos que Portugal e Espanha estabelecem tratados e convenções de partilha de recur... more Há mais de 150 anos que Portugal e Espanha estabelecem tratados e convenções de partilha de recursos hídricos, sendo a Convenção de Albufeira (CA) o mais recente acordo assinado entre os dois Estados. Considerada internacionalmente como uma convenção exemplar, que poderá servir como modelo futuro de gestão hídrica em condições semiáridas, a CA apresenta fragilidades nos seus mecanismos de cooperação e a sua implementação tem sofrido de falta de ímpeto político. Portugal, país de jusante, recebe de Espanha cerca de metade dos seus recursos hídricos em condições naturais, colocando-o numa posição de dependência hídrica em relação ao Estado vizinho. Os cenários de impacto das Alterações Climáticas do Painel Intergovernamental sobre Mudanças Climáticas (IPCC) preveem uma situação severa de diminuição do escoamento para boa parte do território ibérico, o que aumentará a vulnerabilidade de Portugal enquanto país de jusante. Small Islands face particular challenges in their sustainable development, and therefore require ... more Small Islands face particular challenges in their sustainable development, and therefore require specific tailored approaches for planning and management. Unsurprisingly, protected areas have a special role in the conservation of biodiversity and natural resources crucial to the sustainability of such territories. How should the management and planning system of protected areas in small islands be, therefore, structured and operated so it can face the threats and challenges falling upon the already fragile and vulnerable insular ecosystems? This is the central question of SMARTPARKS Project. The core objective of the project consists of the conceptual development of a planning and management system for protected areas that can be integrated with the territorial management instruments in force, and that takes into consideration the specificities of insular ecosystems, correcting or perfecting the insufficiencies or flaws already pointed out to traditional planning systems of protected areas. This paper presents the SMARTPARKS Project, its rationale and main outcomes. Taking Pico Island Natural Park (Azores, Portugal) as its case study, the SMARTPARKS Project has adopted the ecosystem approach and the conciliation of conservation objectives with human needs and activities. Throughout its five tasks several studies were developed, and contributed to the functional analysis (developed during the last task) of each protected area constituting the Island Natural Park, in terms of their conservation and development values. This innovative application allows not only an integrated assessment of the protected areas but also a sustained monitoring.

However, conservation constraints can generate social conflicts, especially at a local level. In small islands (SIs), local conflicts may escalate due to an increase in competition for limited space and resources. Pico island in the Azores Archipelago (Portugal), part of the Outermost European region, was considered a good case to study conservation-development conflicts due to the amount of designated protected land (> 35% of its surface) and the approval of a new Azorean PA network in 2007. This paper presents a new approach to understanding and mapping local conflicts within PAs in SIs by integrating qualitative data and spatially explicit information. For administrative and comparison purposes statistical institutions, both at the national and international levels, classify territories according to a certain degree of urbanisation defining typologies from which indicators and certain public policies are applied. The purpose of this study is to discuss the relevance and suitability of different urban typologies. Through mapping and measuring the data of official documents, the urban dimension of Mainland Portuguese territory is discussed and its usefulness concerning the allocation of resources for promoting territorial cohesion is stressed. Results show the inadequacy of these classifications to inform planning actions, decision making, and to promote territorial policies. El estudio tiene como telon de fondo el impacto de la recesion economicofinanciera en el acceso a... more El estudio tiene como telon de fondo el impacto de la recesion economicofinanciera en el acceso a la financiacion de la vivienda en Portugal y Espana, que afecta tanto los propietarios que son economicamente incapaces de cumplir con los compromisos financieros vinculados a la adquisicion de la vivienda, como aquellos que, siendo potencialmente solventes financieramente en un entorno no recesivo, les han cortado, ahora, el acceso al credito. Ante este deficit de viviendas nuevas que, a diario aumenta en tamano y complejidad, se pretende ampliar el conocimiento sobre los procesos asociados con el fenomeno de los «nuevos desalojados» y contribuir a la reevaluacion de las formas de resolver el (re)ajuste entre la oferta y la demanda, dada la vulnerabilidad y reactividad del mercado y la agudizacion de la escasez de vivienda, incluidas las derivadas de la discrepancia entre los ingresos y gastos de vivienda que afecta cada vez mas familias. Por lo tanto, el articulo tiene como objetivos comprender los problemas de vivienda generados por la recesion economico-financiera y los mecanismos asociados, mostrar las limitaciones de las respuestas institucionales y comparar distintas perspectivas sobre las soluciones hasta ahora adoptadas. En terminos metodologicos, se opta por un analisis comparado de los dos aspectos de este problema, el mercado y las politicas de vivienda (en sus presupuestos y dispositivos), en los dos Estados ibericos.

RESUMO Quando se fala em Alterações Climáticas, a cidade surge como o lugar onde um maior número ... more RESUMO Quando se fala em Alterações Climáticas, a cidade surge como o lugar onde um maior número de pessoas e bens está exposto e, como tal, constitui a escala prioritária para adotar medidas de resposta. O artigo aborda, de forma integrada, as questões relevantes para as cidades em geral, e para o planeamento urbano em particular, como suporte metodológico para análise a um caso real. Na literatura são identificados os contributos, desafios e medidas que, em sede de planeamento urbano, se relacionam com os impactos antecipados pelos organismos internacionais. Cet article repose sur l'analyse d'entretiens au sein des assemblées métropolitaines, entités récentes dont les pouvoirs et les moyens sont faibles. Ces structures apparaissent comme inefficaces et peu à même de résoudre les problèmes qui se posent. This article is the result of a reflection on the official statistics produced for a better under... more This article is the result of a reflection on the official statistics produced for a better understanding of the territorial segregation that has developed in the last decades in France and Portugal. The point of departure is the idea that the main concerns and the methods adopted in the construction of the statistical knowledge reflect the epistemological and political changes that characterize urban intervention and planning. Firstly, the concept of territorial segregation is discussed, and then, using a Foucauldian approach, the relations between statistical knowledge and the exercise of power are analyzed. Statistics are perceived as a technology of governability in the service of urban governance, focusing on segregated urban territories. This technology is deeply committed to control and public visibility as political strategies.
