There are many independent research groups which have concluded that the global human population ... more There are many independent research groups which have concluded that the global human population will peak then drop dramatically. The research projects in question either start by assuming that or conclude with resource depletion being the dominate cause of this peak and drop. All of the research has a year which the maximum population will be reached, plus or minus a few years. All of these years overlap on the years of 2027 and 2029. What the maximum population will be at that point is variable, and is irrelevant for this consideration; what matters is the fact that how the population will fall is similar for all cases, and all research agrees that we need to act to ensure that the decline of population does not result in the extinction of the human species. There is naturally regional variation associated with this type of research and conclusions, though. The global scope of this research doesn't have to deal with immigration or emigration. In this paper, I will limit the scope of this research to the region of the American West population, and cover the public resource policy which may be required to mitigate any damage caused by this population issue. This resource policy will have to rely on precedence set up until this point, as well as social dynamics in the modern west. What I will look at is the research so far (setting up the problem), possible general policy solutions, policy background in the west, sociological background which may help in policy creation, all of the precedence's in the west, a time table which the policy will need to be enacted, then logical route to that policy in a timely fashion, and then revisiting the solutions to find the solutions with the sociological and political precedence's.
