One of the most significant border zones are federal advisory bodies tasked with bringing scientific and ethical knowledge to bear on matters of public concern. Technology can both free and enslave us. Similarly, science both rationalizes and muddles politics. Indeed, one of the most bewildering contradictions of the information society is the tendency to simultaneously over-value and under-value scientific knowledge. On the one hand, science policy scholars have long noted how science tends to be used as a trump card in a way that inappropriately ''scientizes'' moral and political debates. Global climate change, for example, has been cast unhelpfully as a matter of getting the science right rather than working toward common interest, 'no regret' policies. On the other hand, there is an alarming trend worldwide to override scientific analysis and evidence with preconceived beliefs and policies.

In light of this development, we propose a research path in the philosophy of information that could be called the philosophy of information culture (s). After a brief survey of the idea of culture, we reflect on the interrelationships between information and culture. We focus on the notion of “information as culture,” or distinctive values, artifacts, and practices that are constituted by ...

Based on a four year research project, this essay examines these changes through an analysis of the process of grant proposal review at two US public science agencies, the National Institutes of Health (NIH) and the National Science Foundation (NSF). Weaving historical and conceptual narratives with analytical accounts, we describe the ways in which these two agencies struggle with the question of incorporating considerations of societal impact into the process of peer review. We use this comparative analysis to draw two main conclusions. First, evaluation of broader societal impacts is not different in kind from evaluation of intellectual merit. Second, the scientific community may actually bolster its autonomy by taking a broader range of considerations into its peer review processes.
