Independientemente de intenso y fructífero debate conceptual que la cuestión plantea en la comunidad académica, creemos relevante estudiar las estructuras de regulación de medios que actualmente operan en la Unión Europea. The state media regulatory entity responsible for regulating the media in Portugal is called Enti... more The state media regulatory entity responsible for regulating the media in Portugal is called Entidade Reguladora para a Comunicação Social (ERC) and was created in 2005 by law of the Assembly of the Republic, being unique in terms of constitutional protection since it is the only regulatory body figured in the Portuguese Constitution. This work is developed under the framework of an internship in the research project "Media Regulation in Portugal: the ERC's case" (PTDC/CCI-COM/104634/2008) and aims to be a grounded contribution in pursuing its primary goal: to understand-and help understanding-the ERC. As such, efforts where undertaken on a threefold basis related to a historical, conceptual and performative dimension. First, we draw some considerations on the fundamentals of (hetero)regulation so that we are able to understand which values and principles are usually related to it, namely the requirements of public interest, of media diversity in terms of access and content, and of ensuring citizens' rights. We also try to look for different understandings of regulation itself. In this context, we find Julia Black's theory (2002) of a decentered understanding of regulation and, in an opposite pole, a command and control perspective (generally referred to as CAC) according to which regulation is an oversight mechanism used by state in order to control non-state actors, standing for this Abramson's thoughts (2001). Following this, we develop each of the aforementioned dimensions in separate chapters according to similar patterns: a prior theoretical approach, some considerations on the scientific method, and the presentation of the correspondent ensuing results. Thus, with the purpose of understanding the historical dimension of ERC, carried out in Chapter II, we prepared a timeline of ERC's activity during the period 2005-2010. This allowed us to subsume into categories some of the major initiatives and worries expressed by this regulatory organism. The conceptual dimension considers the politically designed model conceived for the ERC, having our work consisted of the presentation and description of the ERC's organizational chart as well as of the comparative exercise with other national regulatory bodies across the world. Lastly, our contributions for a better understanding of the performative dimension of the ERC derived from participant observation. Using this method, we were able to track not only ERC's daily activity but also informal dynamics underpinned by the several departments that compose it.

Globalization and technological innovations changed the media and contributed for disorientation about what to regulate. While the trend used to encourage the role of states in independent media regulation, they are currently part of the equation but with shared responsibility. It is nowadays more related to characteristics deriving from the theoretical construct of media governance. This paper reviews the concept on media governance and presents a list of characteristics which contribute to our understanding of media regulation in a time when uncertainty and diffuse media practices challenge the role of state media regulation.

Apparently, there is an immense list of possibilities and there is potential to explore social media as one of the vehicles for providing smart governance for smart cities taking into account governance principles such as openness (i.e. transparency), accountability, collaboration (i.e. involvement of all stakeholders) and participatory processes (i.e. citizens' participation). This paper identifies the challenges, opportunities and risks of social media usage for smart cities to foster smart governance based on the scientific literature. Communication strategies and plans have changed with the advent and popularity of social networki... more Communication strategies and plans have changed with the advent and popularity of social networking sites (SNS). Possibilities for interaction and citizen engagement have become multiple and diverse and have been used by all levels of government. This paper investigates the following research question: what are the determinants of the use of Facebook by Portuguese local governments to communicate with their citizens? Our main objective is to use both descriptive and explanatory analyses to not only investigate the determinants of the activity of local governments on Facebook but also to map the activity of those governments in this social media. We use a political market framework to develop hypotheses about the influence of mayoral leadership, local government capacity, and other political traits of the local governments themselves ("supply-side determinants") and socio demographic, economic, and cultural factors ("demand-side" determinants). We test the hypotheses derived from this theoretical framework using several metrics of the degree of Facebook activity and citizen engagement levels displayed by all 308 Portuguese municipalities in a three-month period at the end of the year 2016. Findings indicate that in larger and wealthier municipalities local executives are more likely to display increased reliance on Facebook. Facebook post activity is also positively associated with higher transparency levels and mayoral turnover.

Drawing on a concrete multi-method investigation developed for the Justice sector of an European country, the goal of this workshop is to share this experience and foster collective reflection and discussion on the added value and adequacy of scientific research for governments, with particular emphasis on the relationship between researchers and practitioners and policy makers as well as on the usefulness, impact and assessment of policy recommendations resulting from academic research.

Considering that the state media regulatory body (Entidade Reguladora para a Comunicação Social - ERC) is responsible for regulating and monitoring media activity in Portugal, it shall verify compliance with these rules which are postulated by a system of quotas for the Portuguese music broadcasting. We consider this system an essential starting point in order to assess the quest for the Portuguese identity and consolidation through radio. The Portuguese state media regulatory entity is the ERC (the English unofficial translation is Re... more The Portuguese state media regulatory entity is the ERC (the English unofficial translation is Regulatory Entity for the Media, while the Portuguese name is Entidade Reguladora para a Comunicação Social 1), which is an independent administrative body. It is a legal entity, is subject to public law and has administrative and financial autonomy. It was created in 2005 by Law no. 53/2005 of November, 8 (the ERC's statutes are annexed to this law) 2. This is the body responsible for regulating media content in Portugal, specifically on television, radio and in the press. It is the only regulatory body with constitutional protection (article 39, on media regulation, of the Constitution of the Portuguese Republic 3). Other laws also apply to the ERC's activities: Television Law 4 ; Decree-Law no. 103/2006 which establishes the regime of regulation and supervision taxes 5 ; Radio Law 6 ; Press Law 7 ; Contract of Public 1 http://www.erc.pt/pt/, accessed 15.06.2012.

Given the current trend for digitalisation, Information and Communication Technologies (ICTs) hav... more Given the current trend for digitalisation, Information and Communication Technologies (ICTs) have been playing a central role in institutional performance and development. This centrality impacts local e-government plans and strategies, with consequences for service delivery and interaction and engagement with citizens. This work provides a characterisation of the ICT resources in Portuguese municipalities and allows to understand the internal conditions under which municipalities strive to follow the digital government trend, focusing specifically on the internal organisation and procedures and the profile of human resources performing ICT-related tasks. Globally, data show how important the ICT function is for the Portuguese municipalities and reveals the aspects for which greater attention should be devoted. The need for training programs, team building, and resources' renewal is amongst the most prominent, on par with the importance of publicising and promoting the adoption of existing recommendations, instruments, tools, and services for a better knowledge, awareness and meaningful adoption and application.

This approach is illustrated with a specific study on the judicial system as an enabler of economic development and growth. The purpose was to understand how judicial systems facilitate economic development and growth, identify the factors explaining this relationship, and act upon them in order to improve the ranking of a country in European and international Justice indexes. As such, our objective is to contribute to an ongoing reflection concerning innovative methodological approach and techniques anchored in multidisciplinary perspective for policy-driven research.

Given the current trend for digitalisation, Information and Communication Technologies (ICTs) hav... more Given the current trend for digitalisation, Information and Communication Technologies (ICTs) have been playing a central role in institutional performance and development. This centrality impacts local e-government plans and strategies, with consequences for service delivery and interaction and engagement with citizens. This work provides a characterisation of the ICT resources in Portuguese municipalities and allows to understand the internal conditions under which municipalities strive to follow the digital government trend, focusing specifically on the internal organisation and procedures and the profile of human resources performing ICT-related tasks. Globally, data show how important the ICT function is for the Portuguese municipalities and reveals the aspects for which greater attention should be devoted. The need for training programs, team building, and resources' renewal is amongst the most prominent, on par with the importance of publicising and promoting the adoption of existing recommendations, instruments, tools, and services for a better knowledge, awareness and meaningful adoption and application.

This approach is illustrated with a specific study on the judicial system as an enabler of economic development and growth. The purpose was to understand how judicial systems facilitate economic development and growth, identify the factors explaining this relationship, and act upon them in order to improve the ranking of a country in European and international Justice indexes. As such, our objective is to contribute to an ongoing reflection concerning innovative methodological approach and techniques anchored in multidisciplinary perspective for policy-driven research.

Este trabalho de investigação visa ajudar a desconstruir a regulação dos media procurando contrib... more Este trabalho de investigação visa ajudar a desconstruir a regulação dos media procurando contribuir para a reflexão sobre o tema em três eixos complementares: uma componente histórica, uma dimensão conceitual relativa ao modelo do regulador português e uma vertente performativa. Foi precisamente nestes pilares que assentou o projeto de investigação em que se enquadra, intitulado “A Regulação dos Media em Portugal: O Caso da ERC”, que decorreu de junho de 2010 a novembro de 2013 no Centro de Estudos de Comunicação e Sociedade (CECS) da Universidade do Minho, com financiamento da Fundação para a Ciência e Tecnologia (PTDC/CCI-COM/104634/2008), sob orientação científica de Helena Sousa. Trata-se, por conseguinte, de uma obra que assenta neste tríptico e que pretende contribuir para a compreensão da regulação dos media em Portugal com recurso à análise e reflexão do contexto nacional, debruçando-se, em termos conceituais , no modelo da ERC (Entidade Reguladora para a Comunicação Social) e, em termos de performance, no desempenho da sua atividade, mas também numa perspetiva comparativa com outros reguladores em funções num conjunto de 36 países.

Num tempo em que a regulação dos media e de outros setores (água, energia, banca, etc.) ganha pro... more Num tempo em que a regulação dos media e de outros setores (água, energia, banca, etc.) ganha proeminência na ordem do dia, verifica-se que a utilização corrente do conceito é de tal forma díspar que a regulação corre o risco de significar tudo e nada em simultâneo. Independentemente do intenso e profícuo debate concetual que o tema suscita na comunidade académica, entendemos ser da maior pertinência estudar concretamente as estruturas de regulação mediática que atualmente operam no terreno da União Europeia. Este trabalho centra-se na regulação estatal, também designada hetero-regulação, através da análise das entidades de regulação mediática que atuam na defesa do interesse público, ainda que existam as mais diversas modalidades de enunciação e de defesa desse interesse pelos vários estados. Além disso, resulta de um esforço de investigação coletivo, enquadrado no projeto “Regulação dos Media em Portugal: O Caso da ERC”, que agregou elementos, de forma sistemática, sobre os organismos reguladores dos media na Europa. Procuraremos demonstrar a diversidade de modelos no âmbito do que é frequentemente chamado ‘modelo europeu de regulação’ e as possibilidades e impasses que a regulação dos media encerra. Mais do que novas hipóteses de trabalho, esta recolha de dados e análise suscitou um conjunto de perplexidades (ou mesmo paradoxos) que continuarão a merecer a nossa atenção e que podem constituir uma base para o desenvolvimento de perspetivas comparativas, tão necessárias à evolução da investigação científica nesta área.

A colecção "Representar os Portugueses" teve a coordenação de Vasco Ribeiro e José Santana Pereira.
Os partidos políticos constituem um pilar fundamental dos sistemas democráticos representativos, em que os cidadãos delegam, aos seus representantes, organizados em estruturas partidárias criadas em torno de valores e projetos políticos-sociais, o poder de deliberar e tomar decisões sobre o rumo do país. Apesar da aparente apatia política dos cidadãos das sociedades ocidentais e de níveis oscilantes, mas geralmente elevados, de desconfiança em relação aos partidos e quem os povoa, continua a ser acima de tudo através dos partidos políticos que os cidadãos podem participar na vida política e na direcção dos assuntos públicos. Em Portugal, durante a transição democrática, os partidos reestruturaram o Estado, escolheram o sistema político, redigiram uma Constituição e determinaram a realização das primeiras eleições livres. Após a consolidação democrática, têm sido estes mesmos partidos políticos o principal motor político do desenvolvimento social do país, através da representação dos vários pontos de vista da sociedade civil e da sua transformação em legislação e em obra. Por isso, uma nova geração de investigadores e docentes de algumas das principais universidades portuguesas-nas áreas de Ciência Política, História Contemporânea e Ciências da Comunicação-decidiu organizar uma colecção de livros que recorde, divulgue e destaque o papel que os partidos portugueses, com representação na Assembleia da República, tiveram e continuam a ter na construção do Portugal contemporâneo. Os seis livros que formam a colecção Representar os Portugueses apresentam aos leitores do Público uma oportunidade de recordar momentos, protagonistas, crises, bem como de reencontrar um conjunto de fotografias, cartazes e, até, autocolantes e objectos de campanha dos partidos políticos que marcaram o rumo da nossa História.
