DR. CHESTER B. CABALZA is the President and Founder of the International Development and Security Cooperation. Formerly the Executive Fellow of the Council of Fellows and previously the Vice President for the Center of Research and Strategic Studies at the Development Academy of the Philippines.

He teaches in the graduate school at the University of the Philippines Department of Anthropology in Diliman and Faculty-In-Charge in DAP. Considered as the 'father of security anthropology' in Southeast Asia having written a dissertation about the discourse and published a number of scholastic papers merging anthropology and security.

Formerly the youngest Module Director, Associate Professor; and briefly headed the offices of Academics, Registrar and Public Information at the National Defense College of the Philippines. He still advises and sits for thesis panel in NDCP and AFP Command General Staff College.

He was a consultant of the Japan International Cooperation Agency and still a Reviewer of the Environmental Management Bureau of the Department of Environment and Natural Resources.

A Fellow of the People's Liberation Army, College of Defence Studies, National Defence University in Beijing, China; the U.S. Department of State's Study of the U.S. Institutes on National Security and Policymaking under the stewardship of the University of Delaware.

Conferred with eligibility through the Presidential Decree 997 as Scientific and Technological Specialist or Scientist of the Department of Science and Technology.

He has published in peer-reviewed local and international journals in the purview of Security Studies presenting his papers or headed a delegation in Australia, New Zealand, Turkey, Estonia, Finland, Spain, India, China, Taiwan, Japan, South Korea, Dubai, Qatar, United States, France, The Netherlands, and all the ten Southeast Asian countries.

A recipient of the CHED Faculty Development Scholarship and the Angara Scholarship awards in UP Diliman and the Southeast Asian Regional Exchange Program by the Japan Foundation. He won the IFSSO International Prize for the Social Sciences Award for his legal propositions to amend the anti-terrorism law in the Philippines and co-authored the book, Perspectives on Terrorism in the Philippine Context published by the UP Law Center, Institute of International Legal Studies.
