Using this approach it sheds light on diverse matters of great theoretical and practical significance regarding what is known as the 'System for Public Policies,' such as their boundaries, external and internal relationships and their epistemological problems. Other important considerations include the states and forms of representation, external and internal properties, and aspects of a dynamic character. In this paper, the Broken Windows Theory is considered as a specific case of the Systems approach to the formulation and evaluation of public policies. This paper analyses whether factors considered under the Broken Windows Theory predict citizens' concerns about public safety and policing. The empirical research consisted of a survey of residents in a Spanish city. Results reveal that the opinion of residents about the orderliness and cleanliness of their city affects the citizens' concerns about safety; this is considered to confirm the Broken Windows Theory in the case of Spanish cities.

However, previous research has not linked politicians’ use of political humor with voter’s emotional reaction and visual attention. Two experiments were conducted using facial expression analysis and eye-tracking technology to record the emotional reaction and visual attention of participants while watching one of the two presidential debates broadcast during the second round of the 2016 presidential election campaign in Peru. Results showed that voters’ educational level, candidates’ facial expressions while expressing the political humor, the type of camera shot displayed and the debate’s audience laughs influence voter’s positive emotional reaction and visual attention to instances of political humor.

Design/methodology/approach-An experiment was conducted, in which participants watched the last debate of the campaign leading up the Peruvian presidential elections held in June 2016. During the experiment, the Emotient FACET technology codifies the facial micro-expressions of participants. Findings-The results reveal that a voter's political tendencies influence the intensity of their positive emotions, when the political leader communicated a challenging message. Rhetorical strategies and non-verbal behaviors accompany this type of message in order to emphasize the discourse and persuade the audience. Practical implications-The findings suggest that the gender gap in attitudes toward female politicians exists and could change the relationship found, influencing negative emotions instead of positive emotions. The implications of the findings for achieving political success are discussed. Originality/value-The study makes a methodological contribution, employing an experimental protocol based on Emotient FACET technology in a political context, thereby enabling more direct and objective measurement of voters' emotional responses.
