El extremismo nacionalista en el País Vasco, cuya principal manifestación es el terrorismo de ETA... more El extremismo nacionalista en el País Vasco, cuya principal manifestación es el terrorismo de ETA, ha sido objeto de un amplio abanico de políticas públicas, tanto ordinarias como constitucionales. Junto a distintas formas y grados de represión, éstas comprenden una reestructuración substancial del Estado y una amplia reasignación de los recursos públicos, derivados de una aproximación receptiva (responsive) a la resolución de conflictos. Mediante un diseño multivariante, este estudio evalúa los resultados de las principales políticas receptivas implementadas.

The recognition of the unique characteristics of the Basque Country and Catalonia, including a strong collective will for self-government, are among the basic criteria for legitimizing the new democratic state and the basic aspects of the political decentralization process.

In liberal-democratic polities, the question “who makes immigration policy” evokes the more speci... more In liberal-democratic polities, the question “who makes immigration policy” evokes the more specific question of to what extent those policies mirror the preferences of a majority of citizens, or rather those of small interest groups, or national constitutional or justice principles. In this paper we focus on the policies of immigrants selection and models of immigrants accommodation. Departing from an empirical basis about citizens inclinations, we analyse the module on attitudes towards immigration of the European Social Survey, carried out in 2002-2003. We focus on public opinion attitudes (if any) in some major countries of the EU, namely Germany, Italy, Spain, Sweden and the United Kingdom, which are chosen according to their size, the relevance of their models of immigration policy and/or welfare state, and their history as immigration destinations. On that basis, we compare public opinion preferences with the policies being implemented, and we supply interpretations of the degree of consistency between both levels. In the first place, we consider attitudes and policies a propos the selection of immigrants according to their origin and/or resources. Second, we analyse attitudes and policies with regard to assimilationist and multiculturalist integration models.

Enric Martinez-Herrera and Thomas Jeffrey Miley write on the role of the financial crisis in the Catalan independence movement, and how parties on the Spanish left such as Podemos have positioned themselves in the debate. They argue that while it might be tempting to support anti-system groups pushing for Catalan independence, the real focus for the Spanish left should be on opposing austerity policies supported by both the Spanish Government in Madrid and the Catalan Government in Barcelona.

We focus on some of the EU’s major countries, namely: Germany,Italy, Portugal, Spain, Sweden and the United Kingdom, which were chosenbecause of their different experiences as migration destinations, as well as for the relevance of their immigration policy models and welfare states. On this basis, we compare citizens’ attitudinal inclinations with the policies actually being implemented, and propose interpretations concerning the degree of consistency between both levels. Firstly, we consider attitudes and policies in respect of the discrimination faced by immigrants according to their country of origin and/or economic resources. Secondly, we analyze the attitudes and policies with regard to assimilationist and multicultural integration models. Finally, we examine the recognition of certain rights to migrants.

In the UK, the arrival of devolution has compelled statewide parties to adapt their internal orga... more In the UK, the arrival of devolution has compelled statewide parties to adapt their internal organization and campaign strategies to the presence of regional elections. The dynamics of party competition in which these regional elections are fought are noticeably distinct from the pattern of party competition which prevails in statewide elections. One of the main causes of such highly differentiated dynamics is the substantial presence of autonomist parties, the Scottish National Party (SNP) and Plaid Cymru, respectively in Scotland and Wales. Although these parties have existed for a very long time (Plaid Cymru was founded in 1925 and the SNP in 1934), they have rarely been significant players in the statewide political arena. Devolution represented for them a clear opportunity to weigh into the political debate. Within their regional party systems they have routinely collected 20 percent of the vote or more and gained significant numbers of seats in regional elections. Consequently, regional party competition has increased the pressure on statewide parties to diversify their regional campaign strategies and messages. However, too much diversification may undermine the cohesion of the statewide parties. This chapter explores, and seeks to explain, how the British statewide parties sought to balance these two conflicting goals (diversification versus cohesion) by analysing their party programmes for statewide and regional elections (Scotland and Wales) between 1997 and 2003.1
