The article is about the role of civil society organizations in the governance of the Montréal me... more The article is about the role of civil society organizations in the governance of the Montréal metropolitan region. It identifies a high level of cooperation around metropolitan scale issues on the part of these organizations. In the Montréal region, government agencies as well as private corporations demonstrate readiness to work alongside civil society organizations on joint projects. Evidence of this type of collaboration is particularly strong in the case of economic development, neighbourhood revitalization and cultural initiatives. This form of cooperation is perceived as a manifestation of the so-called "Québec model" and is an asset for the Montréal metropolitan region. The article demonstrates that interventions that involve social organizations are more likely to be successful than those that turn their back on these organizations.

The effect of proximity on development has fostered much interest over recent years and Storper h... more The effect of proximity on development has fostered much interest over recent years and Storper has put forward the hypothesis of a winning configuration for the 3 rd millennium, that is, one based on innovation, organizations and territory. Our research was conducted with firms in three high-tech sectors in Montreal (biopharmaceuticals, telecommunications and aeronautics) and aimed at identifying the effects of proximity on innovation and local development; the methodology was based on interviews and data collection. We conclude that while geographical proximity is not a determining factor, institutional proximity does play a role.
Este artículo examina las contribuciones al fortalecimiento de la cohesión social de los organism... more Este artículo examina las contribuciones al fortalecimiento de la cohesión social de los organismos comunitarios de inserción social en la ciudad de Montreal, a partir del caso del Centro N A Rive. El objetivo es identificar las estrategias utilizadas por estos organismos, susceptibles de aumentar la cohesión social, a partir de la inserción de los inmigrantes. La metodología utilizada es el estudio de caso. La investigación permitió identificar las innovaciones sociales realizadas por el organismo estudiado en el campo de la alfabetización de los inmigrantes adultos, así como las contribuciones en lo concerniente al acceso al empleo, el empoderamiento ciudadano de los inmigrantes en riesgo de exclusión social y el desarrollo del empresariado social inmigrante.
This article examines contributions to the strengthening of social cohesion by community organizations for social integration in the city of Montreal, based on the Center N A Rive case. The aim is to identify the strategies used by these organizations in order to increase social cohesion on the basis of immigrant integration. The methodology used is the case study. The research made it possible to identify the social innovations the organization studied had achieved in the field of literacy among adult immigrants, as well as its contributions in terms of access to employment, civic empowerment of immigrants at risk of social exclusion, and development of social entrepreneurship among immigrants.

Le présent texte s’intéresse aux problèmes d’exclusion et de pauvreté, mais surtout à une initiative de lutte contre la pauvreté, soit Mères avec pouvoir (MAP) à Montréal. La pauvreté étant une situation complexe et multidimensionnelle, l’entrée comme le processus de sortie de la pauvreté doivent être envisagés dans une perspective multidimensionnelle. De ce fait, il faut faire appel à la diversité des ressources et acteurs mobilisables, et c’est précisément là l’intérêt du projet MAP. Malgré des difficultés de nature organisationnelle, il montre l’intérêt de mobiliser des acteurs locaux et externes autour du projet, afin de mettre en place une expérience innovante, soutenue par un grand nombre d’acteurs. Le cas illustre à la fois les difficultés de l’intervention multisectorielle et les avantages d’une prise en charge globale de la sortie de pauvreté. Il illustre aussi l’importance d’avoir un porteur local reconnu par les partenaires comme leader afin d’assurer la gouvernance de l’intervention.
Abstract
Local action against exclusion and poverty: the case of Mothers with Power in Montréal
There have been important changes over the past 20 years in the way that problems of exclusion and poverty are analysed. This article begins with a review of the concepts of poverty and exclusion. Then it presents a programme in Montreal that seeks to combat all the dimensions of poverty and exclusion called “mothers with power.” This local initiative is innovative because it seeks to correct the difficulties faced by female lone parents in a more overall way than most programmes for social integration. It emphasises a multidimensional approach and service provision but also the mobilisation of resources via cooperation with a variety of organisations of the social economy.

Ce texte porte sur une initiative de développement local ayant pour objet une intervention majeure de reconversion industrielle dans un des quartiers péricentraux de Montréal (l’arrondissement Rosemont-Petite-Patrie) à partir du début des années 1990. Par l’intermédiaire d’une présentation et d’une analyse du Projet Angus, ayant conduit à la création du technopôle Angus, nous introduisons un nouveau concept, celui de capital socio-territorial, pour comprendre la dynamique d’action qui a prévalu dans cette expérience très novatrice de développement local. Le concept de capital socio-territorial s’inscrit dans la logique du renouvellement paradigmatique réalisé par le renouveau de la sociologie économique et par la nouvelle géographie économique.
Abstract
Mobilizing socio-spatial capital: The Angus Technopole
This article analyses a local development initiative, beginning in the early 1990s, intended to work a major industrial conversion in a neighbourhood on the periphery of central Montreal (the Rosemont-Petite-Patrie sector). Starting from a presentation and analysis of the Angus Project (which generated the Angus Technopole), we propose a new concept—that of socio-spatial capital. This concept is useful for understanding the dynamic prevailing in this very innovative experiment in local development. The concept of socio-spatial capital is part of a paradigmatic renewal within revitalized economic sociology and new economic geography.
