Open government has become one of the concepts that most recently attracted professionals and aca... more Open government has become one of the concepts that most recently attracted professionals and academics dedicated to public administration. Likewise, it is possible to notice the appearance of a growing volume of academic works dedicated to analyzing the concept and experiences of open government in the region. This paper analyzes the academic production in Spanish on open government. For this, texts published in specialized journals between 2009 and 2015 are identified. It characterizes the main publication channels, indexing levels of journals that publish articles of the topic as well as bibliographic references. This is complemented by a citation network analysis and a statistical model that evaluates determinants of centrality in the network. One of the findings is that non-academic documents are more likely to be central in the citation network.
This article analyses the social composition of political elites in the Chilean legislative branc... more This article analyses the social composition of political elites in the Chilean legislative branch, specifically in the Chamber of Deputies between 1990 and 2015. The personal characteristics and re-election rates of deputies in that period ( n = 720) are analysed. The degree of homogeneity in educational background for each legislature is complemented with interdependence models, specifically cluster analysis with a non-hierarchical grouping algorithm, as well as social network analysis. The findings suggest that the closer a legislative period is to the democratic transition, the more homogeneous/dense its social composition. Despite the confirmation of the sociocultural elitization of deputies, this does not imply, generally speaking, greater concentration of density in the post-transitional legislatures.

This article studies the social background of one of the most used public deliberation mechanism ... more This article studies the social background of one of the most used public deliberation mechanism by the executive branch: the presidential advisory commissions. A thorough description of its members is offered, and, using a Social Network Analysis (SNA), it explores and compares the use of this mechanism between ideologically opposed governments. Similar tendencies in both administrations are noted, and the important predominance that the Chilean intellectual community has in these pre-legislative instances is also distinguished. Although other actors of the political and social fields are called to participate in these spaces, the pragmatic technocrats, agents with important academic credentials and non-political outsiders are the ones who head civil expertise at the presidential level.

Bolivia: La Circulación de sus Élites (2006-2014) emana de la tesis doctoral defendida por Fran E... more Bolivia: La Circulación de sus Élites (2006-2014) emana de la tesis doctoral defendida por Fran Espinoza en el programa de Estudios Internacionales e Interculturales de la Universidad de Deusto, España. La investigación ofrece un novedoso análisis de la política boliviana a partir de la teoría de élites, específicamente sobre el proceso de la circulación de estas a partir del ascenso de Evo Morales al poder en 2006. Principalmente se analiza la composición social de las nuevas autoridades gubernamentales, así como su comparación y relación con la vieja élite económica. A raíz de esto, se ahonda en el estudio de las élites sectoriales vinculadas a la nueva élite política: cholas y cocalera,, como grupos aliados; y cruceña, como grupo opositor. La investigación toma en cuenta aspectos del origen, composición social, trayectorias y simbolismos, lo que entrega una completa caracterización de las élites bolivianas.
