The Paraeducator SSG proposes that paraeducators, also known as paraprofessionals and teaching assistants, currently working in classrooms with students, are a promising source of future teachers. There are many barriers to the process of preparing this potential work force to take its place among the ranks of the nation's teachers. This issue is critical given the increasing shortage of teachers and the need to adequately serve a more diverse student population. BACKGROUND Demand for and Supply of Teachers Recent attempts by state departments of education and local education agencies to increase the supply of teachers needed to meet the instructional needs of many students, language minority and special education students for example, have fallen short in remedying the need (Sindelar & Brownell, 2001; California Dept. of Education, 1996). Despite recent attempts by State Departments of Education and local education agencies we have fa... more Despite recent attempts by State Departments of Education and local education agencies we have failed to increase the supply of bilingual teachers required to meet the instructional needs of the rapidly growing numbers of limited English proficient (LEP) students (Olsen & Chen, 1988). We propose that Bilingual para educators, teacher assistants currently working in classrooms with LEP students, are a promising source of bilingual teachers. We also discuss possible barriers to the process of preparing this potential work force to take its place among the ranks of the nation's teachers. The importance of this information is rooted in the need of public education systems throughout the country to adequately serve a diverse student population.

Recent estimates indicate that the percentage of white teachers in public schools has increased to as high as 90%, while minority representation among teachers is approximately 10% (Snyder, 1999). Teacher shortages are most acute in the southern and western states, in urban and rural schools, and in the subject areas of math, science, English as a Second Language, bilingual education, and special education (Curran et al., 2000). Of course, all teachers must have the knowledge, skills, and dispositions to meet the needs of all their students (Villegas & Lucas, 2002). However because our society is increasingly multiethnic, multicultural, and multilingual, pedagogic as well as ethical arguments suggest the need to expand our efforts to recruit and prepare a more diverse teaching force (Darling-Hammond, 2001). Paraeducators as a Potential Source of Future Teachers The nations' one million paraeducators represent a promising source of prospective new teachers, at once more representative of and more rooted in the communities in which they serve (Nittoli & Giloth, 1997; Rueda & DeNeve, 1999). Paraeducators are school employees, who typically work under the supervision of a teacher or other professional personnel, and either, have instructional responsibilities, or provide another type of direct services to students (Pickett, 1999). The current demographic makeup of our student and teaching populations, as well as the projection... more The current demographic makeup of our student and teaching populations, as well as the projections for the future, show a striking discontinuity between teacher and student diversity. The nation’s nearly 500,000 paraeducators working in K-12 classrooms embody a promising source of prospective teachers who represent and may be more rooted in the communities they serve. Paraeducators are school employees whose responsibilities are either instructional in nature or who deliver other services to students. They work under the supervision of teachers or other professional personnel who have the ultimate responsibility for educational programs. Paraeducator to teacher programs capitalize on the attributes that paraeducators bring to the program and the program streamlines their pathway into teaching. These programs foster stronger school/university collaboration, improved induction into teaching, and more graduated assumption of teaching roles as knowledge and skills are refined. Studies suggests that paraeducator to teacher program graduates bring a wealth of community and student knowledge to their practice, attributes that are highly regarded in today’s diverse classrooms.
