In contrast to previous studies of the South Korea-United States alliance, Uk Heo and Terence Roe... more In contrast to previous studies of the South Korea-United States alliance, Uk Heo and Terence Roehrig analyze the bigger picture, including the history, economics, security, alliance structure, politics, and the future of the alliance. Taking alliance theory as a starting point, the authors argue that the alliance provides an ideal case study to examine how the political development and economic growth of junior partners impact an alliance. As South Korea's capabilities and ambitions have grown, the alliance has evolved from an asymmetric regional security relationship to an economic partnership with global interests, while China's rise and North Korea's nuclear development mean that South Korea remains of strategic importance for American interests in East Asia. This book will be read both as a major contribution to Korean studies and as the study of alliance politics and theory.

Since the Korean War, deterrence has been the dominant theoretical framework guiding security rel... more Since the Korean War, deterrence has been the dominant theoretical framework guiding security relations in Korea. The United States and South Korea have maintained an alliance with the goal of deterring another attack from the North. Indeed, most of the literature on Korean security focuses on deterrence and U.S.-South Korean security policy. Yet, deterrence has also been a part of North Korean security planning, particularly with the end of the Cold War. In the early 1990s, North Korea saw its security situation gravely shaken as both of its traditional allies, China and Russia, distanced themselves and sought a relationship with the economically vibrant South. Not coincidently, this became a time of increased North Korean efforts to acquire a nuclear capability. During the 1990s, the North Korean economy also began its descent with the I wish to thank Seung-Ho Joo and Bruce Bechtol Jr. for their helpful comments on an earlier draft.

Interpretations of history have been a source of tension in East Asia but usually involve Japan a... more Interpretations of history have been a source of tension in East Asia but usually involve Japan and the Second World War. Yet, in the past ten years, another controversy has been brewing over history, this time between South Korea and China over claims to ‘ownership’ of an ancient kingdom. This article is a case study that examines how states utilize reinterpretations of history for current and future strategic goals. The result has been a dispute that has resembled a security dilemma where China’s initial actions, deemed to be largely defensive by Beijing, were perceived in Seoul as offensive, provoking a counter-response that has in turn, alarmed China.

For close to sixty years, the United States has maintained alliances with Japan and South Korea t... more For close to sixty years, the United States has maintained alliances with Japan and South Korea that have included a nuclear umbrella, guaranteeing their security as part of a strategy of extended deterrence. Yet questions about the credibility of deterrence commitments have always been an issue, especially when nuclear weapons are concerned. Would the United States truly be willing to use these weapons to defend an ally?

In this book, Terence Roehrig provides a detailed and comprehensive look at the nuclear umbrella in northeast Asia in the broader context of deterrence theory and U.S. strategy. He examines the role of the nuclear umbrella in Japanese and South Korean defense planning and security calculations, including the likelihood that either will develop its own nuclear weapons. Roehrig argues that the nuclear umbrella is most important as a political signal demonstrating commitment to the defense of allies and as a tool to prevent further nuclear proliferation in the region. While the role of the nuclear umbrella is often discussed in military terms, this book provides an important glimpse into the political dimensions of the nuclear security guarantee. Using deterrence theory as its framework, this work explores the evolving nature of U.S. interests in a region that became a focal point only after the North Korean invasion in 1950. Author Terence Roehrig addresses the changing nature of the threats to U.S. interests in Korea, especially North Korea's buildup and its efforts to acquire nuclear weapons, and examines specific measures utilized by the United States to implement its deterrence policy. The newly established civilian governments were confronted with the difficult questions of whether military leaders should be prosecuted for their crimes. Often, the threat of military intervention to protect their own hovered in the background. This book focuses on the countries of Argentina, Greece, and South Korea--three countries that have been in this situation--and examines the effects that trying former military leaders have on the transition to democracy. In Argentina, the trials of former military leaders sparked a rebellion by the armed forces. In Greece and South Korea, the trials met with little response from the military.

This book examines the changes in politics, economics, society, and foreign policy in South Korea... more This book examines the changes in politics, economics, society, and foreign policy in South Korea since 1980. Starting with a brief description of its history leading up to 1980, this book deals with South Korea's transition to democracy, the stunning economic development achieved since the 1960s, the 1997 financial crisis, and the economic reforms that followed and concludes with the North Korean nuclear crisis and foreign relations with regional powers. The theoretical framework of this book addresses how democratization affected all of these dimensions of South Korea. For instance, democratization allowed for the more frequent alternation of political elites from conservative to liberal and back to conservative. These elites initiated different policies for dealing with North Korea and held different views on South Korea's role in its alliance with the United States. Consequently, ideological divides in South Korean politics became more stark and the political process more combative.
