The process lasted 12 days and the debris was sent to a construction and demolition landfill without prior segregation, not abiding by the best practices in disaster waste recovery.

Several design considerations for this type of auctions are reviewed, as well as the mathematical... more Several design considerations for this type of auctions are reviewed, as well as the mathematical formulation to determine the best alternative (i.e., winner) that can be solved using simple tools like Microsoft Excel. The models are optimized by a mixed-integer programming, and the multi-attribute one is developed using multi-criteria decision analysis (MCDA). All three models developed in this research showed superior results compared to the baseline, being between 9% and 20% more efficient than a regular supplier selection (singly choosing the lowest price) and improving the bidding compliance.

Esta organização é responsável pela aquisição, armazenagem e distribuição de materiais de assistência humanitária, destinados a municípios paulistas atingidos por desastres. Questões operacionais e gerenciais são cuidadosamente estudadas a fim de subsidiar escolhas fundamentais na concepção do sistema, modelado em linguagem UML. Dados históricos dos sistemas atuais são transcritos para o sistema desenvolvido e é realizada uma mineração de dados. Os conhecimentos extraídos da base de dados são analisados e discutidos com o cliente, mostrando-se capazes de apoiar decisões de planejamento e gestão da organização estudada, além de contribuírem de forma inovadora para a pesquisa em desastres e logística humanitária.

Humanitarian supply chain management mainly involves logistics decisions that must be made before... more Humanitarian supply chain management mainly involves logistics decisions that must be made before, during and after a disaster and is one of the standard challenges that relief agents must address. This study developed a conceptual model of an organizational simulator to analyse logistics decisions and proposed a humanitarian logistics game using this model that allows humanitarian relief managers and students to observe disaster scenarios and to experience in context decision making. Methodologically, bibliographic research served as the basis for developing the conceptual model and for proposing the game. Both the model and the proposed game were applied to two case studies involving relief efforts against hunger to validate their usage. The model's viability and usefulness in training were validated, and its support for decision-making management in humanitarian operations was confirmed.

Background: Technology development in computed tomography has led to more examinations being perf... more Background: Technology development in computed tomography has led to more examinations being performed in diagnostic purposes. The increasing number of examination in CT has also led to more CT machines being bought to the clinics. It is common in a radiological department to have CT machines from different manufactures and with different models, especially in university hospitals. It is a difficulty to create uniformity between scan protocols due the computed tomography are structured differently. Purpose: To evaluate and compare the differences in radiation dose and image quality between the seven CTs´scanprotocols on Radiology department of Sahlgrenska University Hospital, with focus on routine brain. Method: A mixed-method study with experimental research methodology has been performed at Radiology BoIC, Sahlgrenska University Hospital. A head phantom has been examined with all seven CT scanners using the clinical scan protocols. The radiation dose and the image quality have been compared, reviewed and evaluated. Results: GE Revolution gave the lowest CTDIvol and Canon Prime gave the highest CTDIvol. GE Optima 660, GE HD 750 nr 1 and nr 2 gave similar CTDIvol. The image noise were higher from the Siemens scanners compared to the other CT scanners. The soft tissue structure in the phantom were visualized differently at the examinations viewing with thin slices. However, the structures from Canon Prime were more diffuse and less demarcate in comparison to the other examinations. Conclusion: Different computed tomography is built in their unique way. How the image quality presents at the end, are affected by many factors. There are differences in radiation dose and image quality in the seven computed tomography in the clinic. Small differences are also shown in the CT-scanners with the same model. Optimization of scan protocols can be accomplished by scanning phantoms to reduce radiation dose even more, while maintaining diagnostic acceptance.

Em planos emergenciais, a logistica humanitaria e um componnente fundamental para minimizar o sofrimento das vitimas em todas as fases dos desastres. O presente artigo busca identificar as contribuicoes academicas neste tema, atraves de uma revisao da literatura brasileira e de uma comparacao com os resultados os obtidos na revisao da literatura internacional realizada por Peres et al. (2012), com o intuito de identificar os desafios e oportunidades de pesquisas no âmbito de logistica humanitaria, gestao de operacoes em desastres e operacoes de socorro a desastres.

This paper presents a case study considering a brief theoretical reference and data collected through direct observations, interviews, internal documents and access to the systems and software used by COR. The analysis of the COR IT infrastructure and monitoring teams’ preparation for the Olympics revealed a successful development of new teams and conflict solving practice. Despite the use of different sources of information and the development of specific systems for the event, the COR preparation faced some restrictions in analytical functions, security and integration among systems. Para tanto, as características dos mecanismos de coordenação foram identificadas e simplificadas em um esquema conceitual que representa as interações entre os diversos agentes atuantes (beneficiários, doadores, prestadores de serviço de transportes e armazenagem, fornecedores e agentes humanitários locais e coordenadores), as decisões tomadas pelos agentes em cada cenário de decisão, as etapas logísticas e os indicadores de desempenho da gestão da cadeia de suprimentos. A partir da análise, foi desenvolvido um modelo conceitual de simulador e uma proposição de jogo humanitário de logística, com o intuito de permitir o treinamento para tomada de decisão de gestores humanitários.

Paper aims: Considering that disaster preparedness is essential for a prompt and effective respon... more Paper aims: Considering that disaster preparedness is essential for a prompt and effective response, this paper presents a study to locate disaster relief supplies. Originality: This paper marks the first time a multi-criteria stochastic methodology addresses humanitarian location problems. Research method: We propose a multi methodology approach that employs an optimization model and a multi-criteria decision analysis. Based on logistics costs and penalties assigned for unmet demand, a stochastic model minimizes the total operational cost of opening distribution centers for pre-positioning disaster relief supplies. As decisions in humanitarian operations have multiple criteria and small differences in costs may not be significant by considering other criteria, we perform an analysis of the stochastic model solutions through Multi-criteria Decision Analysis. Main findings: The findings show that the stochastics model leads to good results in uncertainty accommodation and that the consideration of qualitative and quantitative criteria improves decisions in humanitarian operations, especially when the supplies available are not enough to meet all the demand requirements.

Abstract In this paper we address an optimization problem that arises in two- or three-echelon di... more Abstract In this paper we address an optimization problem that arises in two- or three-echelon distribution network design whereby there is an interplay between the production and transfer schedule of semi-customizable products and their delivery under tight time windows. It is motivated by a real-world problem of optimizing the joint newspaper last-mile distribution network for SPDL (Sao Paulo Distribution and Logistics), a dedicated logistics provider established by the two major newspaper publishers in Sao Paulo, Brazil. Such collaborative logistics comprises servicing a very large number of customers in the urban setting of a large metropolitan area. The last-mile delivery is performed daily by a fleet comprising several hundreds of motorized vehicles (mainly motorcycles and light vans) that may originate either from a distribution center (that receives and consolidates different newspapers originating at the two printing sites for the delivery routes) or from informal transit points to where they are transferred, forming a multi-echelon delivery system. The resulting problem is complex not only due to its dimension but also as it involves three main types of decisions that should be taken simultaneously: the number and location of the distribution centers (DCs), the optimal synchronization of the transfer schedule of newspapers from the two printing sites to the selected DCs and the newspaper last-mile delivery. The main theoretical contribution of this work is a multi-stage solution approach whose core is a schedule-to-distribution model that allows integrating printing ramp-up constraints with the transfer shipment schedule and distribution routes. Together with a facility location model and a two-tier delivery districting, we could redesign the multi-echelon distribution operation in a more cost-efficient manner while ensuring the current service level to be maintained without service disruptions. This approach allowed us to obtain a new optimized network configuration and the corresponding delivery clusters with vehicle type choice as well as the optimal transfer schedule that yielded a significant cost reduction of nearly 18%.

Early in COVID-19, as the pandemic crisis intensified, toilet paper was one of the emblematic cases of panic buying. Using a Geographic Information System (GIS) to cross official per capita income data and real toilet paper transactions obtained from groceries spread around the city of São Paulo (Brazil), this study compares sales levels during the period in which panic purchases took place to the sales levels off that period. As expected, that data disclose noticeable panic buying. Regression analysis reveals that there is a significant positive correlation between average income per capita and panic buying. The results also indicate that panic buying happens in every income class, including low-income ones and contribute to enhancing the understanding of demand behavior during periods of crisis.

Rio Operations Center (COR) was the agency of Rio de Janeiro Prefecture responsible for monitorin... more Rio Operations Center (COR) was the agency of Rio de Janeiro Prefecture responsible for monitoring the Rio 2016 Olympic and Paralympic Games operations, due to its role in the integrated management of the city operations. This paper presents a case study considering a brief theoretical reference and data collected through direct observations, interviews, internal documents and access to the systems and software used by COR. The analysis of the COR IT infrastructure and monitoring teams’ preparation for the Olympics revealed a successful development of new teams and conflict solving practice. Despite the use of different sources of information and the development of specific systems for the event, the COR preparation faced some restrictions in analytical functions, security and integration among systems. Para tanto, as características dos mecanismos de coordenação foram identificadas e simplificadas em um esquema conceitual que representa as interações entre os diversos agentes atuantes (beneficiários, doadores, prestadores de serviço de transportes e armazenagem, fornecedores e agentes humanitários locais e coordenadores), as decisões tomadas pelos agentes em cada cenário de decisão, as etapas logísticas e os indicadores de desempenho da gestão da cadeia de suprimentos. A partir da análise, foi desenvolvido um modelo conceitual de simulador e uma proposição de jogo humanitário de logística, com o intuito de permitir o treinamento para tomada de decisão de gestores humanitários.

Originality: This paper marks the first time a multi-criteria stochastic methodology addresses humanitarian location problems. Research method: We propose a multi methodology approach that employs an optimization model and a multi-criteria decision analysis. Based on logistics costs and penalties assigned for unmet demand, a stochastic model minimizes the total operational cost of opening distribution centers for pre-positioning disaster relief supplies. As decisions in humanitarian operations have multiple criteria and small differences in costs may not be significant by considering other criteria, we perform an analysis of the stochastic model solutions through Multi-criteria Decision Analysis. Main findings: The findings show that the stochastics model leads to good results in uncertainty accommodation and that the consideration of qualitative and quantitative criteria improves decisions in humanitarian operations, especially when the supplies available are not enough to meet all the demand requirements.

Abstract In this paper we address an optimization problem that arises in two- or three-echelon di... more Abstract In this paper we address an optimization problem that arises in two- or three-echelon distribution network design whereby there is an interplay between the production and transfer schedule of semi-customizable products and their delivery under tight time windows. It is motivated by a real-world problem of optimizing the joint newspaper last-mile distribution network for SPDL (Sao Paulo Distribution and Logistics), a dedicated logistics provider established by the two major newspaper publishers in Sao Paulo, Brazil. Such collaborative logistics comprises servicing a very large number of customers in the urban setting of a large metropolitan area. The last-mile delivery is performed daily by a fleet comprising several hundreds of motorized vehicles (mainly motorcycles and light vans) that may originate either from a distribution center (that receives and consolidates different newspapers originating at the two printing sites for the delivery routes) or from informal transit points to where they are transferred, forming a multi-echelon delivery system. The resulting problem is complex not only due to its dimension but also as it involves three main types of decisions that should be taken simultaneously: the number and location of the distribution centers (DCs), the optimal synchronization of the transfer schedule of newspapers from the two printing sites to the selected DCs and the newspaper last-mile delivery. The main theoretical contribution of this work is a multi-stage solution approach whose core is a schedule-to-distribution model that allows integrating printing ramp-up constraints with the transfer shipment schedule and distribution routes. Together with a facility location model and a two-tier delivery districting, we could redesign the multi-echelon distribution operation in a more cost-efficient manner while ensuring the current service level to be maintained without service disruptions. This approach allowed us to obtain a new optimized network configuration and the corresponding delivery clusters with vehicle type choice as well as the optimal transfer schedule that yielded a significant cost reduction of nearly 18%.

Early in COVID-19, as the pandemic crisis intensified, toilet paper was one of the emblematic cases of panic buying. Using a Geographic Information System (GIS) to cross official per capita income data and real toilet paper transactions obtained from groceries spread around the city of São Paulo (Brazil), this study compares sales levels during the period in which panic purchases took place to the sales levels off that period. As expected, that data disclose noticeable panic buying. Regression analysis reveals that there is a significant positive correlation between average income per capita and panic buying. The results also indicate that panic buying happens in every income class, including low-income ones and contribute to enhancing the understanding of demand behavior during periods of crisis.
