The Mini Libraries project is an innovative proposal for the dissemination and popularization of scientific knowledge generated by Embrapa (Brazilian Agricultural Research Company). Through this project Embrapa distributes kits containing a collection of print publications, videos and radio programs to encourage reading and productive inclusion in rural areas. The project is very well received in the benefited communities, but it needs some improvements to improve its efficiency. In this paper we propose two solutions to help in the project operation: a Mini Library web portal, to improve the communication with users and mediators participating in the project; a control and borrowing scheme for the collection.

We adopted a qualitative approach and used the multiple case study method with the following journals: RAE, RAC, RAUSP, O&S and BAR. It was identified that the management model of the journals is strongly linked to the type of supporting entity (scientific association, public/private higher education institution), which influences the financial, administrative and scientific issues of the journals.

To this end, it was necessary to search in literature the main criteria for evaluating quality, selecting those considered most relevant. The universe of the research was comprised of 236 journals (the ones that were correctly registered in their knowledge area in the system Web site by June 2010). The sample’s nature is intentional and, according to the established criteria, 78 journals were selected for the study. The quality aspects evaluated were: editorial board, authors, rules for article submission, peer review, age, format, language of publication and journals impact. The results indicate that the studied journals partially met the criteria established for the research.

On the other hand, academic researchers conduct their studies and want them to be read, recognized as relevant knowledge, and finally cited. For scholars, therefore, open access to their articles would be important, since it increases the visibility and impact of their research. And for publishers, restricted access is more interesting, because it requires readers’ payment, which increases their income. Although there are several well-qualified open access journals, a critical factor makes it difficult for researchers to publish in such journals. In Brazil, journals’ rankings guide researchers’ choice in submitting an article for evaluation. The publication in journals ranked at the top level increases researchers’ points, which are considered by funding agencies in awarding scholarships. And most journals ranked at the top level are not open access.
Since the system works this way, what makes researchers publish in open access journals? And yet, why do journal editors make their journals open access? The answer to such questions involves two issues raised by Benkler (2002) in his study on peer production, motivation and organization. Benkler argues that the Scholar Academy is the first and most important instance of peer production, where scholars interact and collaborate without being organized by the market or managerial model. Benkler uses the Academy as the main professional model of peer production and the main non-proprietary system in contraposition to the commercial production of information goods. However, the development of Benkler’s work points out that the Information and Communication Technologies (ICTs) strongly supported the development of peer production in non-professional and cultural means, and what is missing for their full operation is the resolution of the motivation and organization issues, which are explained in his theory. However, Benkler does not extend its application to the professional and academic means, thus leaving a large gap: why the academic production, being as he states, the main model of peer production, disappears in the discussion of the development of peer production with the emergence of ICTs?
This article aims to fill a part of this gap left by Benkler. That is, examine the issues of motivation and organization in the academic mean, also considering the publishing system and the context, as pointed out earlier. The study will use the meta-analysis method, ie, seek to integrate results of existing research by synthesizing existing information on the subject. It is hoped that the study may contribute to the better understanding of the issues raised, and that we may discover new questions for future work.

However, signature prices are increasingly high and many libraries do not have enough money to afford these costs. With the development of information and communication technologies, the Open Access movement was born, which aims to promote the open, unrestricted access and free availability of scientific literature on the Internet, enabling access by anyone. Based on this philosophy, the Central Library of the University of Brasilia (UNB) created the project of a directory of academic journals, which are based on the philosophy of open access and provide free access to journals published by UNB. The directory adopts the Brazilian Open Journal Systems (OJS) version, customized by the Brazilian Institute of Information in Science and Technology (IBICT).

The universe of the research was comprised of 303 titles, from which a stratified random sample of 16 journals (5% of the total) was analyzed. The analysis consisted of the assessment of four aspects, namely, educational grade of the editorial board, editorial policy, editorial process and authors’ profile. It was possible to conclude that, in general, these journals observe only partially the quality requirements usually indicated for a journal to be considered scientific.

The creation and popularization of the Internet have led to serious changes in the communication ... more The creation and popularization of the Internet have led to serious changes in the communication field. Specifically in scientific communication, the use of electronic media allows you to streamline the editorial process steps, as well as facilitate the creation, dissemination, research and use of scientific information. However, the incorporation of technology is also challenging because it requires several changes in the management model of scientific journals. This is basically composed of scientific aspects (certification of contents aiming at the selection and dissemination of knowledge of high quality), administrative aspects (editorial and graphic production, administrative and financial management, marketing and communications) and financial aspects (revenue model) that need to be well aligned so that the journal can accomplish its main goal. This study aimed to analyze the editorial management of scientific journals in the Business Administration field in the Brazilian context and proposes a typology of their management models. It was adopted a qualitative approach and the data collection methods used were documental research, interviews and bibliometric analysis for, respectively, context identification, description of editorial management models and calculus of the impact of the journals selected for the study (Revista de Administração de Empresas, Revista de Administração Contemporânea, Revista de Administração da USP, Organizações & Sociedade and Brazilian Administration Review). It was identified that the selected journals have a relatively high impact (measured by citations) when compared to foreign journals classified at the Qualis (Brazilian Official Journal Ranking) of the Administration, Accounting and Tourism field. It is noticed that the management model of the journals is strongly linked to the type of supporting institution (Scientific Association, Private or Public Higher Education Institutions), which influences in scientific, administrative and financial matters of the journals. It is hoped that the results of this research can contribute not only to the editors of scientific journals, but also for decision makers that work with the policies of assessment and promotion of scientific journals in Brazil.
