Concerns regarding philosophical practice (philosophical counselling) come into close contact wit... more Concerns regarding philosophical practice (philosophical counselling) come into close contact with those for bioethics, and in general for applied ethics. Unlike counselling of ethics, where they target the strategies of solving ethical dilemmas which the individual or institutionalised subject is facing, and that targets the entire area of existential issues of the subject, the purpose of philosophical practice is to help the individual deal with existential dilemmas, and through means of philosophical instruments, to identify his own position and philosophical attitude. Within this paper we will analyse the main critics brought to philosophical practice as a particular style of philosophising, but also as an autonomous branch of philosophy. We will expose a series of theoretical fundaments originated in the reinterpretation of the Categorical Imperative and the introduction of the appreciation capacity as phenomenological expression of the orientation towards Alterity, of a new approach of the philosophical practice based on an appreciative ethics.

Starting with 2012, the model of ethics expertise in the social welfare practice – the supervision of ethics – was continuously developed. Based on the previous approaches of supervision of ethics, the process is understood as having the following main functions: the Gatekeeping in construction of ethics policies, the mediation in achieving a reflective balance in the organization, the administrative and deliberative function, the construction of ethical climate in organizations and monitoring of ethical conformity and counselling of ethics, ethical advising and support. This model brings together practices from all other forms of ethics expertise, additionally exercising its gatekeeper role in the transfer of political theories on public good through the implementing programs and practices thereof, and making the professional values compatible ...

The purpose of the research presented in this article was to identify the social perception regar... more The purpose of the research presented in this article was to identify the social perception regarding ethical values and the way they are reflected in the daily activity of the inhabitants in the North-Eastern Region of Romania. The Romanian society is in a developmental phase, characterized by a rejection of the individualistic, modern values and the respect for social, communitary and family values, of (post)traditional lineage. The impact of the religious factor on public morality is significant, as the Romanian society is in a post-secular stage of development. However, religious values are transmitted indirectly, through education received within the family. This paper aims to explore the idea of Europe as a premise for constructing the identity of the E... more This paper aims to explore the idea of Europe as a premise for constructing the identity of the European citizen. In our opinion, this model of metaphysical reporting to a fundamental unity of the world is philosophical, originating in Plato’s theory of ideas, but has spread at the level of European political thinking through the imperial idea and the repeated attempts to revive the Roman Empire. The political model of the European Union translates this idea of Oneness – many constituting a single political organization – such as the union of the states, that although keeps its sovereign character, it devolves part of its sovereignty to institutions constituted at the level of the Union. What is more, European citizenship doesn’t replace national citizenship, but is additional. We will present the constitutive values of the European cultural model and their translation in political institutions.

The present article aims to analyse the institutional regulatory frameworks of the activity of pr... more The present article aims to analyse the institutional regulatory frameworks of the activity of probation counselors in Romania and the Republic of Moldova, and their impact on the social construction of the profession of probation counselor. The theoretical frameworks are pegged by the three paradigms on justice: retributive, restorative and humanistic (based on human rights). The model of probation implemented in the two states, according to the existing normative framework, is tributary to the retributive paradigm. We notice an intention of the legislator to harmonize the national legislation with the European frameworks in the field, by introducing certain regulatory frameworks based on restorative and humanistic justice, but there are also inconsistencies in transposing those into normative frameworks of functioning of probation. The cultural context of the two countries is unfavorable for the social alternatives to imprisonment, the dominant mentality being highly retributive. ...

Appreciative Inquiry is a particular way of questioning subjects of social development, and at the same time, of prefiguring the future, based on fundamental positivity inherent to the person, community or situation, increasing system capacity for cooperation and change. We consider Appreciative Inquiry as a semiotic of positive side in human condition. The origins of this technique may be identified in an approach called “Appreciative Inquiry�?, provided by Cooperrider in the area of organizational development. The Appreciative Inquiry is now used in fields such as psychology, social theology, social work, political sciences, adult training, organizational development, programme evaluation, coaching, planning, analysis of minorities, supervision, etc. The Appreciative Inquiry has a four-sided structure, called “4-D cycle�? in literature: phase I (DISCOVERY): the stage of discovering positive “stories�? in the intellectual capital of the University; phase II (DREAM) - a vision on the development of the intellectual capital of the University; phase III (DESIGN) - strategic planning in intellectual capital development in research and human resources: phase IV (DESTINY) - operational management in intellectual capital development in research and human resources. The paper will present a case study about the Law School and Comunication and Public Relations School of Mihail Kogalniceanu University from Iasi, Romania.

Ethical counselling is a process which facilitates the identification of ethical dilemmas that in... more Ethical counselling is a process which facilitates the identification of ethical dilemmas that individuals or organizations are facing and ways out of these dilemmas that are most congruent with the vision shared by the individual or organization, context in which supervision of individuals intervenes as a support process. The paper starts from a set of convergence that we could find between philosophical practice and the counselling process specific to the field of social welfare. We see those convergences through a methodological aspect, but also from axiological, teleological and pragmatic points of view. We will present in what follows a practice model of counselling of ethics derived from counselling in social welfare. We mention that philosophical ethical counselling model that focuses on solving ethical dilemmas represents a transposition of social practice at the level of counselling of ethics.

forma birocraţiei. Departe de a fi o sursă de tergiversare, de amânare a deciziei administrative, birocraţia funcţională se bazează pe ideea de expertiză, de ordine, şi de continuitate în administrarea treburilor publice. Factorul politic ales îşi pune amprenta pe direcţia politicilor publice, dar funcţionarul în administraţie este chemat să implementeze aceste politici, să realizeze comunicarea continuă cu cetăţeanul, şi să asigure
funcţionarea serviciilor publice într-o manieră corectă şi
continuă. Funcţionarul public este perceput, şi uneori chiar se autopercepe, ca persoană a cărei răspundere este mai degrabă instituţională, decât personală.
Pentru Max Weber (1978), birocraţia legală-raţională şi
impersonală, este forma modernă de organizare, care traduce, la nivelul administraţiei publice, principiile funcţionării statului de drept şi esenţa sa democratică. Munca funcţionarilor publici asigură capacitatea administrativă a statului, astfel încât, între funcţionarea sistemului birocratic şi eficienţa statului –de drept
– în îndeplinirea propriilor funcţii, este o strânsă şi directă legătură. Birocraţia, atunci când este funcţională, asigură eficienţa serviciilor publice, raţionalitatea şi predictibilitatea acestora. Eficienţa, transparenţa, responsabilitatea, reprezintă valori etice în general acceptate ca fiind obligatorii pentru ca funcţionarea administraţiei publice să aibă un caracter raţional
i predictibil, făcând din structurile administraţiei instrumente eficiente în funcţionarea statului de drept. În statul democratic de drept, rolul administraţiei publice este acela de a transpune viziunea politică a partidului sau partidelor majoritare în instrumente de guvernanţă, şi astfel în ordine ocială. Administraţia postmodernă îşi redefineşte rolul ca instanţă de mediere între cetăţean şi politic. Administraţia publică are o dublă determinare dată de relaţia sa cu politicul faţă de care trebuie să se situeze pe o poziţie de neutralitate xiologică, şi pe de altă parte cu cetăţeanul, în relaţie cu care dministraţia publică trebuie să manifeste transparenţă şi
încurajarea participării cetăţeanului la decizia publică în toate etapele implementării şi adoptării acesteia.
În această lucrare vom argumenta importanţa unei
dministraţii publice centrată pe valori etice. Binele public, lături de dreptate, pot fi considerate valori etice constitutive a oricărui tip de administraţie publică, iar valorile echitate, transparenţă, responsabilitate, ca valori etice operaţionale ale istemelor de administraţie publică contemporană. Valorile constitutive sunt acele valori care fac necesară apariţia şi funcţionarea unui sistem de instituţii sociale – în cazul de faţă legate de administraţia publică – valorile etice operaţionale sunt acele valori care gestionează funcţionarea unui sistem
instituţional şi stabilesc limitele acestuia. Aducem o serie de argumente pentru înlocuirea distincţiei axiologice între valori intrinseci şi extrinseci, cu distincţie între valori constitutive, valori operaţionale în contextul construcţiei unei etici social construcţioniste

Publicarea rezultatelor cercetării este considerată ca parte a marketing-ului ştiinţei şi a branding-ului personal al autorului şi nu ca simpla îndeplinire a obligaţiilor etice sau contractuale de diseminare a rezultatelor propriilor cercetări.
Publicarea ştiinţifică presupune o activitate laborioasă, care şi-a format în timp o metodologie comunicaţională proprie, diferită de celelalte forme de articol, cum este cel jurnalistic.
Elaborarea articolului în concordanţă cu regulile din domeniu creşte şansele ca acesta să atragă atenţia reviewer-ilor şi redactorilor jurnalelor ştiinţifice şi, implicit, acceptarea articolului spre publicare. Odată publicat, articolul va atrage cititori interesaţi din rândul cercetătorilor din domeniu şi ulterior citări în publicaţii de specialitate. Pentru jurnalele de specialitate, conformarea la aceste reguli este de obicei un semn de maturitate ştiinţifică şi experienţă editorială, trezind încrederea autorilor din domeniul în care jurnalul îşi propune să performeze (Sandu, 2011).

Etica cercetării se bazează pe o serie de principii, dintre care cele mai semnificative sunt reprezentate de onestitatea obținerii şi prezentării rezultatelor, nonvătămarea subiecților umani, respectarea autonomiei subiecților şi principiul beneficienței.
În cadrul ştiinţific, teoriile existente, care au un număr ridicat de adepţi, vor avea tendinţa de a fi instituite ca un mainstream şi apoi, utilizând instrumentul ,,controlului colegial” sau al evaluării colegiale, de a dicta asupra rezultatelor, nu doar asupra metodei. Metodologia însăşi face parte din corpusul teoretic al unei paradigme, ca atare controlul metodologic instituie un control al temelor cercetării şi, implicit, asupra rezultatelor, raţionalizând ce este şi ce nu este ştiinţific. Adevărul ştiinţific capătă caracterul unui construct social. Fiind o mediere a interpretărilor, adevărul ştiinţific trebuie supus unui control etic. Care este însă atitudinea etică recomandabilă, într-un univers ştiinţific care se constituie tot mai mult din ,,semnificaţii” decât din ,,cunoaştere sistematică”?

CI în cercetare s-a dezvoltat în principal la nivelul cercetării bio-medicale – zonă în care riscurile la care pot fi supuşi participanţii sunt crescute şi în care efectele unor cercetări neetice au fost evidente, extinzându-se treptat în alte domenii ale cercetării ştiinţifice, de exemplu în cercetarea psiho-socială. CI în cercetare este conceptualizat şi teoretizat în paralel cu CI pentru terapie sau intervenţie cu caracter mai mult sau mai puţin invaziv. Conceptul de CI apare pentru prima dată în 1957, fiind realmente problematizat începând cu 1972.
În ceea ce priveşte obţinerea CI, literatura bioetică consideră ca fiind necesară întrunirea următoarelor elemente pentru ca un consimţământ infomat (atât în intervenţie – de natură medicală sau psiho-socială –, cât şi în cercetare) să fie considerat valid:
