John Rawls and Jürgen Habermas in the 1990s established these ideas into the governmental model. Rawls proposes reason in securing the framework for an egalitarian political society. According to Rawls reasoning, limits self-interest leading to the structure of a political culture which is fair for all participants in that society. Reason secures equal rights for all members of that society. These conditions ensure the participation of citizens. According to Habermas, just procedures and clear communication could produce legitimate and consensual decisions by citizens. These reasonable procedures governing the deliberative process are what legitimates the outcomes. Deliberative democracy uses the means that are already accessible to the citizens. The transparent process to decision-making by allowing everyone equally engaged. A citizen can debate, inform others, and voice heard. The public can enhance the conditions for selfgovernment, whereas politicians can make better judgments that reflect the constituents. Everyone gets equal involvement in a community setting. The deliberative process prioritizes the exchange of ideas. Thus, people representatives can govern the way that reflects the needs of the people. Not all citizens nor a small group of few elitists make decisions. Deliberative democracy employs existing institutions and public opinion to improve self-governance through debate and deliberation. As Jean-Jacques Rousseau said, "Peace, Unity, and Equality are enemies of Political Subtleties (Rousseau, J., 1947)"; Deliberative Democracy does not require complete agreement but fosters varied viewpoints, limits the power of societies elites. Deliberative democracy increases the electorate's understanding of issues and enhances communication between government institutions and citizens. Deliberative democracy restores the connections between government and the people they govern. Deliberation to Decision, in other words, the outcome can be good or bad, but not the Process of Deliberation.

A simple meeting between two leaders of major players could be consequential in several ways. The initial starting point may be difficult, and two leaders may have absolutely nothing in common even philosophically. But once the ice is broken and two persons meet and talk, they begin to see the benefits and the commonality between them. One of which is the meeting between Richard Nixon and Mao Zedong. Another similar meeting was later between US president Ronald Regan and Soviet leader Gorbachev. Both were consequential and avoided confrontation which would have devastated the world, that did not see another calamity since 1945. Following are the background, the meeting, and the Outcome.
