The project manager needs to effectively manage his team and all resources, in order to ensure the project is completed within the constraint of cost, schedule and quality, and also meeting the client's satisfaction. Looking at project complexity nowadays, the project manager and project team member are required to acquire new knowledge and develop new skill from time to time. Time is not a privilege as ones handle more than one project at one time. Hence, the objectives of the study are to investigate their perspective towards learning and their perception on organizational support on learning. The study was conducted at a Malaysia's Government technical department located in Klang Valley. 340 questionnaires were distributed and the rate of responses was about 53%. It was a quantitative approach and the analysis is mainly descriptive. The study demonstrated that all respondents realize the importance of learning and they are motivated to learn. They also perceived that there is organizational support towards learning, thus create a learning culture in the organization. Future studies should be undertaken to address the issue of what is the appropriate learning approach to enhance project management learning.

Since there is a significant relationship between culture and project performance, the aim of this study is to identify the current adoption and desire of project management culture and to establish the elements of good practices to improve the performance in technical organizations. ABSTRACT Knowledge is a powerful tool for an individual to keep abreast with the latest technolog... more ABSTRACT Knowledge is a powerful tool for an individual to keep abreast with the latest technology and best practices. With knowledge, one could develop and improve his or her skills. However, knowledge is not inherited. To obtain it, continuous learning is required. One of objectives of learning is to increase one capability to undertake his or her role. The incapability of worker will affect the success of business strategy and projects implemented. It was found that there were cases of government projects that did not meet the time, cost and quality specified in the contract. This study looks into the workforce serving in Malaysia’s government department and their motivation towards learning. It will also focus on the support received during the learning process. To obtain a greater understanding, literature reviews and quantitative surveys were devised. 165 respondents in the technical department comprising of both professionals and sub-professionals from various positions and disciplines were subjected to questionnaires. The findings from the descriptive and correlation studies indicate that individuals realize the importance of learning and the role of the department and organization per say, as the initiator of a learning culture. This research is based on an exploratory study. Therefore there are limitations in terms of the number of feedbacks received and the uneven population distribution among respondents from various disciplines.
