Saksassa viime vuosina julkisuuteen on noussut erityisesti Stuttgart 21 -hanke, jossa pyritään ke... more Saksassa viime vuosina julkisuuteen on noussut erityisesti Stuttgart 21 -hanke, jossa pyritään kehittämään junaliikennettä sekä hyödyntämään sen myötä aukeavia mahdollisuuksia laajamittaiseen kaupunkiuudistamiseen. Hanke on aiheuttanut Saksan ja Euroopan mittakaavassa poikkeuksellisen voimakasta vastustusta. Esittelemme artikkelissa hankkeen sekä kuvaamme suunnitteluja vastustusprosessin etenemisen. Lisäksi analysoimme vastustuksen motiiveja. Kiinnostavana konfliktin ratkaisupyrkimyksenä esittelemme työmarkkinaneuvotteluista omaksutun Schlichtungneuvottelumenettelyn. Lopuksi keskustelemme niistä Stuttgart 21 -hankkeen myötä esille tulleista osallistumiseen liittyvistä kysymyksistä, jotka ovat nähdäksemme kiinnostavia suomalaisen suunnittelukeskustelun kannalta.
The paper seeks to identify prerequisites for introducing an established PPGIS tool in the field ... more The paper seeks to identify prerequisites for introducing an established PPGIS tool in the field of self-organizing urban development. On the basis of a SoftGIS study in Pacific Beach, San Diego, we argue that despite PPGIS applications’ close connection to formal urban planning processes, PPGIS tools can support local interaction and facilitate self-organizing urban development. We could identify three facilitating roles for softGIS. It functioned, firstly, as a tool with respect to the interplay of various community organizations; secondly, as a catalyst of the process foregrounding the citizen perspective in Pacific Beach, and thirdly, as a provider of legitimacy for the responsible community organization aiming at concrete interventions in the physical environment. This was possible as the community organization and the research team had a shared interest and related expertise, and agreed about the resulting spatial analysis. Study of the environmental outcomes of urban densification is a highly context-dependent task. Ou... more Study of the environmental outcomes of urban densification is a highly context-dependent task. Our study shows that collecting and processing place-based survey data by means of the softGIS method is clearly helpful here. With the map-based internet questionnaire each response remains connected to both the physical environment and the everyday life of the respondent. In our study of the Kuninkaankolmio area (located in the Helsinki metropolitan region) the survey data were combined with urban density variables calculated from register-based data on the existing built environment. The regression analysis indicated that the participants in the survey preferred the same density factors for their future residence as they enjoyed in their current neighbourhood. In the second analysis we related the densities of planned infill developments with the interest respondents had shown in these projects. The results show that new and even quite dense infill developments have been found to be rather attractive, with them often being viewed as interesting supplements to the current urban texture. These findings contribute to the ongoing scientific discussion on the feasibility of densification measures and encourage the Kuninkaankolmio planners to proceed, albeit carefully, with the planned infill developments.
Duisburg typifies those cities once dependent on heavy industry but now undergoing a prolonged pe... more Duisburg typifies those cities once dependent on heavy industry but now undergoing a prolonged period of structural change. A number of large-scale urban redevelopment projects have already
been launched with a view to fostering this change and to rebranding Duisburg as a postindustrial location (“Standort”). Light is shed on this planning process by showing Duisburg as a crime
scene (“Tatort”) and thereby depicting the city as the home of fictional police inspector, Horst Schimanski. Since the introductory TV episode was first aired, in 1981, the character has had a significant impact on the city’s public image. Our parallel study of branding efforts and filmmaking shows how the selected backdrops and the social conscience of the fictional hero problematize both the speed and the course of structural change. The public debate surrounding Schimanski is indicative of the rather one-dimensional nature of urban development efforts in Duisburg.

We offer a novel conceptualisation of power relations in planning by bringing together Steven Luk... more We offer a novel conceptualisation of power relations in planning by bringing together Steven Lukes’ and Gregory Bateson’s frames. By studying ‘double-binds’, we can explain both the mechanisms of implicit ‘power over’ and the sources of reflective learning to transcend them and regain ‘power to’. We use the conflict over the Stuttgart railway station to illustrate how the interplay of power and learning suits the analysis of power dynamics in planning processes. In this contentious case, the opposition against the ‘Stuttgart 21’ learnt to frame and resist the largescale traffic infrastructure and urban renewal project, initiated by the German railway company Deutsche Bahn. The power of the opposition seems to have coincided with the shifts between the three dimensions of power (Lukes), and these shifts become well understood as three crosscutting levels of learning (Bateson).

The notion of networks and the so-called actor-network theory (ANT) are discussed in relation to SEAREG results, with reference to stakeholders and the challenges of knowledge transfer between them. This perspective highlights how existing networks help to tackle sea-level rise and, how climate change adaptation and sea level rise “recruit” new sets of actors into response networks.

ESDP: n ympärille on kehittymässä tietynlainen tapa puhua kaupungista, maaseudusta ja kaupungin ja maaseudun välisistä suhteista. Tässä tutkimuksessa katsellaan tätä kehkeytyvää diskurssia suomalaisesta perspektiivistä käsin. Lisäksi pohditaan tutkimustoiminnan roolia kaupungin ja maaseudun representaatioiden tuottajina.

An ageing population and strong migration flows towards the largest centres have the future in most of the rural areas looking bleak. Regional policy agendas show different reactions towards this tendency, among them a call for an urban-rural interaction policy. This paper starts by giving a brief account of Finland in Europe within the context of a rural/ur... more This paper starts by giving a brief account of Finland in Europe within the context of a rural/urban setting. Then, it goes on to discuss the concept and practice of “rural urban partnership” in Finland. For obvious reasons, debates on spatial planning issues derive much of their impetus from observed development trends, and their related policy concerns. Indeed, the current situation in Finland serves as an illustrative example of this.

Aluekehitys on tällainen puheenaihe, josta keskustellaan mitä erilaisimmissa yhteyksissä. Myös Sitrassa aluekehitys nähdään tulevaisuuden kehityksen kannalta keskeisenä painopistealueena, joka tulee ottaa huomioon tutkittaessa vaikkapa uuden talouden leviämistä tai mietittäessä tietoyhteiskunnan vaikutuksia.
