The aim of this reflection chapter is to discuss the main features and logics underlying TIP impl... more The aim of this reflection chapter is to discuss the main features and logics underlying TIP implementation in emerging economies, taking Colombia as an illustrative case when it comes to its conceptualization and the challenges associated with its operationalization. The main contribution of the chapter is threefold: first, we track the breeding ground of the TIP approach on the evolution of global development and agendas; second, we review the state of the art of the TIP concept according to the most influential literature on the topic so far; and third, we depict how the implementation of TIP and its related instruments looks like in the case of two ongoing public programs in Colombia.

La diplomacia científica (dc) se consolida como una propuesta ecléctica y de frontera entre la ci... more La diplomacia científica (dc) se consolida como una propuesta ecléctica y de frontera entre la ciencia, la tecnología y la innovación (cti), por un lado, y las Relaciones Internacionales y la política exterior, por el otro. ¿Cómo se articulan las políticas del sector ciencia y tecnología, y relaciones internacionales en Colombia en torno a la diplomacia científica? A partir de un análisis exploratorio y de naturaleza cualitativa-descriptiva de documentos de política pública en el período 2018-2022, se identifican las acciones de dc que Colombia ha implementado. Concluimos que se han dado pasos importantes y acelerados, pero persisten desafíos en materia de articulación y consolidación de la dc como una estrategia efectiva que facilite la consecución de objetivos tanto para el sector cti, como de Relaciones Internacionales. Este artículo señala las bases conceptuales para comprender de manera situada la dc, algunas de sus críticas, y ubica la experiencia colombiana en perspectiva comparada con la de Brasil, México y Chile. Palabras clave: política exterior colombiana; diplomacia científica (dc); ciencia, tecnología e innovación (cti), América Latina; política pública.

This paper discusses conceptual reach of Innovation Systems approach (IS) at the core of innovati... more This paper discusses conceptual reach of Innovation Systems approach (IS) at the core of innovation policies and discusses concepts about alternative views to tackle the challenges of epistemic diversity in multicultural countries. This alternative view builds concepts such as Ecologies of Knowing (EK) and Knowledge, Research and Innovation System (KRIS). It is argued that IS approach poses risks as an analytical tool in multicultural contexts, regarding its underlying disciplinary backgrounds and its impact as heuristics for policy-making. The paper proposes an alternative view attempting to realistically aboard the structure, dynamics and governance of knowledge, research and innovation in multicultural countries.

In this article we rescue the life and work of the Brazilian intellectual Fanny Tabak, in order t... more In this article we rescue the life and work of the Brazilian intellectual Fanny Tabak, in order to highlight her pioneering contributions on the field of Science, Technology and Gender Studies in Latin America. The article includes a review of her main works articulated to a reading of her personal and political life. The information on her personal career comes from an interview with the author that was done in 2013. Her work is relevant once Tabak belongs to the first generation of Latin-American scholars that build local readings on the relationship between science, technology and society; and criticizing their hierarchical structures. Through the 1970s she dedicated herself to write the first publications pointing gender inequalities in the Brazilian academic space, and was also an important voice for women rights in local and international political arenas. Her critical approach to these inequalities have inspired other feminist generations opening the doors for academic / acti...

La mineria a gran escala denominada sostenible es hoy una de las caras mas visibles de lo que alg... more La mineria a gran escala denominada sostenible es hoy una de las caras mas visibles de lo que algunos autores denominan la reinvencion del desarrollo y su promesa de progreso para el caso Latinoamericano. Si bien en la region este tipo de proyectos se critican sistematicamente por sus consecuencias ambientales, culturales y geopoliticas, nos enfrentamos actualmente ante un fenomeno en el que el desarrollo no muere, sino que se esta reinventando en discursos, practicas y artefactos denominados de desarrollo sostenible, que es posible rastrear desde una mirada sociotecnica. A partir de un estudio de caso relativo a un proyecto de mineria de oro a gran escala en fase de exploracion denominado La Colosa en el municipio de Cajamarca (Tolima, Colombia), este articulo busca entender como las relaciones entre desarrollo sostenible y extractivismo tienen implicaciones para el caso colombiano en terminos ambientales, economicos y de inclusion social.

This paper contributes to a better understanding of the “texture and nature” of SD initiatives in emerging economies through the eyes of relevant actors involved or reflecting about them in Colombia. The aim of this paper is to propose a general governance scheme for SD in emerging economies and its potential instrumentation for a policy-mix. In Colombia, SD initiatives are very fragmented, and are not part of the priorities of the Colombian state, however the increasing interest of an embryonic practitioner and scholar community working in the topic make necessary this work. The Large-scale Mining labelled as sustainable mining, is today one of the most visible faces of ... more The Large-scale Mining labelled as sustainable mining, is today one of the most visible faces of something that several authors call the re-invention of development and its promise of progress for Latin America. Even though in the region this kind of projects has been systematically criticized because of their environmental, cultural and geopolitical consequences we face a phenomenon in which development is been re-invented. The re-invention is associated with a set of speeches, practices and artifacts that have been called sustainable development. That set of heterogeneous elements can be tracked down by using a socio-technical perspective in order to analyze them. Using the case study of La Colosa, a gold Large-Scale Mining in exploration phase, on Cajamarca (Tolima, Colombia), this paper explains the relationships between sustainable development, extractivism, and their environmental, economic and social implications.
